Corruption With Development

A post which is quite controversial but the harsh reality which cannot be denied
, Corruption the favorite word used by almost every person, big speeches of erad
icating corruption has been delivered by many but the irony is they are the one
who are the toughest competitors for the title of “Corrupt Badhshah” but till no
w I really don’t understand how this will be done, this issue creeps in whenever
elections are at the corner.
Most of us are corrupt according to me because corruption is not only about taki
ng bribe but also giving it and encouraging. Let’s take some examples. We park o
ur vehicle in “No parking” or we may ride your vehicle in one way knowingly or u
nknowingly but the police guy catches us and asks for a fine we will try to nego
tiate, if we convince him somehow, here corruption is encouraged. This is a exam
ple of corruption on a day to day basis. Can this be eradicated is the question,
the answer is “here there is a trade off between creating a fear about violatin
g the system and Corruption”. Say charged fine is reduced it may encourage more
people to break rules. This is more or less a check mate situation. A parking lo
t today will be a no parking zone tomorrow or a two way today will be a one way
tomorrow. So a kind of solution can be to make people aware of the traffic situa
tion in the city and warn people once or twice by extracting their details using
smart cards and fined heavily third time, so that they cannot blame for not pro
viding opportunity.
Now let’s go to a higher level where corruption is very evident, the day a perso
n becomes accountable he will think twice for his action. Every department and e
very work carried out should have a deadline which should not be extended and an
y deviation from the deadline should be answered by the concerned authority and
if he fails to provide an answer he should be suspended immediately ,a minister
may have to resign if his team fails to reach targets three successive times whi
ch is equivalent to a corporate where you get a lower rating twice you might be
asked to leave the job, by doing this either corruption will be minimized or a n
ew concept called “Development with Corruption” will come into picture.
This new concept called “Development with corruption” might be criticized but th
is can be a harsh reality instead of cribbing about government not doing this ,t
hat and all we can just accept reality because if you take a election a candidat
e will spend more than 5 crore and now the question is “Where will he get this m
oney” and the concept of “Corporate donations “ to parties whether ruling or opp
osition is seen from a long time, now the question why a corporate give donation
s ?,the answer is very simple if they give donations their work or their tender
or project will be approved and finally if you analyse this it is again corrupti
on .
What is “Development with corruption”? I will explain this with an example .Say
we need to construct an flyover a fixed timeframe should be followed from the ti
me of calling tender to final inauguration, say every flyover construction shoul
d have a maximum time frame of 3 months since in a city like Bangalore if things
are dragged for longer time it will be more of a loss to everyone since “Time i
s Money”. Once the tender is given there will be exchange of money for granting
the tender and there will be exchange of money during the project execution but
more than worrying about that it should be made sure that it is completed on tim
e and if any extension happens it should be explained and if failed to explain t
hat particular contractor should not be granted any future tenders ,all the deve
lopment works undertaken ,time frame should be released to press and press shoul
d take up a responsibility of informing people about any delay in the work and c
ourts should question the government if more than 3 projects get delayed .If a r
oad widening project requires land acquisition here again a time frame should be
fixed for negotiation between farmers and farmers interests should not be negle
cted and fertile land should never be given to any project as agriculture is als
o important.
A person whether corrupt or honest should be made accountable so that everyone a
t least start working, Instead of loopholes in the system be a part of the syste
m and make the system efficient .
