Dear Marlboro Township Residents:


It is with great pride that we present to you the 2016 Township Recycling Calendar. Please take some time to go
through the calendar and note the important dates and regulations that help our recycling program run smoothly.
Recycling is not only environmentally responsible but affords the Township the opportunity to receive grants and
rebates which ultimately improves services and reduces costs for residents.
Each year, the Township reports its recycling tonnage totals to the State of New Jersey. The more we recycle, the
more funding we become eligible for. These grants fund paper shredding events, parks maintenance, activities,
roadway clean-ups, public school recycling assemblies, open space preservation and the Adopt-A-Site program.
The Township is always looking for residents to take an active part in beautifying the community.
Through the Townships volunteer Green Team, we continue to maintain our Sustainable Jersey Certification,
a designation reserved for those towns which have a proven track record and commitment to environmental
sustainability. The promotion of environmentally friendly initiatives remains one of our top priorities.

Brush Collection/Leaf Collection........................ 12

Changing weather patterns and extreme weather conditions over the past few years have had a significant effect
on our leaf and brush removal programs, resulting in delays and raising public safety, stormwater and even snow
removal concerns. With yard waste in the street nearly all year, we have also noted that landscapers and others are
taking advantage of Marlboros robust program, leaving material which may not even originate here to be removed
on our taxpayers dime. On a side note, I will add that seeing yard waste in our streets all year really diminishes the
appearance of our neighborhoods. Please be mindful of the program rules outlined in the following pages in order
to ensure that all materials are picked up in the most timely and cost effective manner, and in compliance with the
applicable laws.

Spring Cleanup Information

So far, we have been very fortunate with our mild weather, but that can change at any time. So we ask that you
review our new Surviving the Snow brochure in the centerfold of this calendar. Our Plan and Prepare can still be
found in the Storm Section of our website. Please visit the Communications for Residents section on the Town
Website to register for Facebook, Twitter, email blasts, and register your home
and cell phones for reverse 911. These methods, in addition to channel 77,
are utilized to publicize town programs, meetings and events and, in times of
emergency, alert and inform residents.
I hope you find this calendar to be a useful resource. As always, I thank you for

The Department of Public Works (DPW) is responsible for the maintenance of all public property including
roadways and infrastructure. Among many functions, the Department manages the recycling, leaf, brush and bulk
waste collection programs, is responsible for the upkeep of park and recreation facilities and the removal of snow from
roadways.
The Township is divided into zones for purposes of scheduling and delivering services in the most eficient
manner possible. On an annual basis, DPW publishes this calendar of services.

The Township provides numerous leaf and brush removal


pickup dates, which means that debris is in or near our road and
sidewalk areas during many months of the year. It is critical that
all debris be placed for pickup in accordance with the published
schedule and regulations of the Township. Leaves and brush must
not be comingled. After the pickup period has passed and the streets
have been cleaned, no additional debris may be placed curbside until
the next scheduled pickup. Aside from detracting from the
appearance of our Township, debris left in the streets impedes the
low of stormwater and exacerbates lood conditions. It causes
trafic and safety hazards for pedestrians, bicyclists and motorists
and interferes with snow removal during the winter months.
Landscapers or residents placing debris for collection in an
unauthorized manner shall be required to remove the waste from
the public right of way.

During the winter months, with leaf and brush removal


coinciding with snow and ice accumulation, schedules necessarily
become weather dependent. Complicating matters, trucks used for
leaf and brush removal are also used for snow and ice removal. For
example, trucks outitted with sanders to treat the roadways cannot
be utilized for leaf and brush pickup. As such, there are several leaf
and brush collection cycles noted in the calendars as Weather
Permitting. Based upon weather conditions and forecasts, the Ofice
of Emergency Management (OEM) will determine whether or not
winter leaf and brush collections will proceed according to the
schedule. Residents will be notiied in advance via Township email
and social media if a collection will be postponed, in which case no
debris should be placed for collection.

HOW DO I DISPOSE OF...?


Batteries

Household batteries are to be put in the trash. Rechargeable Batteries and Cell Phone Batteries are accepted at certain retail stores
such as Batteries Plus, Home Depot and Lowes. Call 877- 2Recycle or visit http://www.call2recycle.org/nj for more information.

Brush

Picked up curbside or may be dropped off at Recycling Center (see Brush Collection) or County Reclamation Center (see page 3).

Bulk Trash
Spring Clean-Up

Picked up curbside in spring but may be dropped off at Recycling Center. A free of charge bulk permit is required (see Bulk Trash).

Construction Debris

Not accepted at Town Recycling Center. Can be brought to County Reclamation Center (see page 3).

Electronics

Electronic items are accepted at the Recycling Center or call your local Best Buy.

Fluorescent Bulbs
Grass lippings

May be dropped off at Recycling Center. Certain retail stores such as Batteries Plus, Home Depot and Lowes will accept.
Rutgers University recommends cutting grass and leaving it on the lawn. The Monmouth Reclamation Center, 6000 Asbury Avenue in
Tinton Falls, 732 683-8686 or www.co.monmouth.nj.us/reclamation accepts grass clippings and vegetative waste.

Hazardous waste

Includes paint, liquid gas, pesticides, car oil, car batteries and pool chemicals. Contact the Monmouth County Hazardous Waste
Disposal Facility located at 3211 Shafto Road, Tinton Falls, 732 683-8686 ext. 5210 or www.visitmonmouth.com/HHW

Household Trash (Solid Waste)

Residents must independently contract for solid waste collection services. Several haulers, including Freehold Cartage 732-462-1001,
M&S 732-471-8900, Marpal Disposal 732-542-2348 and Waste Management 800-348-6161 operate in Marlboro and must be
contacted directly.

Latex paint

Dried out paint cans with lids removed may be disposed of with other household trash.

Medical Waste or "Sharps"

Picked up curbside as per schedule or may be dropped off at Town Recycling Center (see Leaf Collection) or County Reclamation Center (see page 3).

A drop box is available in the Marlboro Division of Police lobby, 1979 Township Drive, 24 hours. Remove all personal identification
information from labels before disposing.

Refrigerators

Marlboro Recycling Center after valve has been left open for at least 24 hours.
Comingled: Cans, glass, bottles, aluminum and plastics.
Fiber Recyclables: Bundled newspapers, magazines, cardboard, mixed paper.
Picked up curbside or may be dropped off (see Recycling Collection).

in spring during Bulk Pick-up (see page 11) or may be dropped off at Recycling Center (see Bulk Trash).

BULK/SPRING CLEAN-UP COLLECTION


The Department of Public Works contracts with a private company for the annual Spring Bulk Trash Collection which
is organized by zones and takes place between April 20 and May 18, 2015. Items collected include household items such as

Items to be picked up must be placed neatly at the curb by 7:00am of the first scheduled pickup day. Once a street has been
completed, the contractor will not return to that street.

Fencing, decking and other discarded lumber must be

BRUSH COLLECTION

All brush is to be cut to a maximum length of six (6) feet and a maximum
diameter of four (4) inches and should not exceed fifty (50) pounds in weight.
Branches less than one inch in diameter shall be tied in neat bundles no more
than four (4) feet in length and two (2) feet across. The total amount placed
for any single collection shall be no more than ten (10) cubic yards or three (3)
feet by three (3) feet by thirty (30) feet. Brush comingled with leaves, grass,
rocks, stumps, construction debris, fence posts, etc., trash or recyclables
will not be collected.

LEAF COLLECTION

In the interest of public safety, homeowners and their landscapers

SNOW REMOVAL
FACTS AND GUIDELINES
Snow removal activities are conducted by the Department of Public
Works and private contractors. The following rules, facts and tips are offered
so that DPW can safely and efficiently remove snow and ice from Township
roadways:
Rules
No debris (including leaves and brush), garbage cans or basketball
hoops shall be placed in roadways. Anything left in the roadway during
winter weather conditions impedes the Townships ability to clear the
streets, increases the risk of damage to your property and jeopardizes
the safety of the equipment operators.
When snow is on the way, all vehicles must be removed from the
roadways.
Snow may not be shoveled, blown or plowed into the roadways.
Facts
Marlboro is 32.5 square miles and DPW is responsible for clearing
approximately 200 miles of roadway.
Roads are generally treated with de-icing agents two times during one
storm event, once prior to and once following snow removal.
DPW will open the roads on the first pass and then plow curb-to-curb.
In the event of 4 inches of snowfall, it takes approximately 10 hours to
complete one circuit through the Township.

Tips
Wait until DPW has made one pass before clearing your driveway.
Parking vehicles in your driveway gives you less snow to remove and a
drier surface.
Arrange cars so that the rst car that has to get out is the last parked in
your driveway.
When clearing snow, where possible, pile the snow to the right of the
driveway (looking out to the street from your house).
The United States Postal Service asks customers to clear enough snow
from their mailboxes to allow mail trucks to approach the box, deliver
the mail and drive away.
Fire hydrants located on your property should be cleared of snow to
prevent the lines from freezing and allow access in case of re.

I am pleased to present our new Surviving the Snow
brochure; a continuation of Plan and Prepare included within
previous annual mailings and available on the Marlboro
Township Website. Snow has become a regular part of New
Jersey Winters and this brochure offers tips and information on
Surviving the Snow.
Our Department of Public Works is on the job day and night
when expecting severe weather of any kind; countless hours of
prep before, and time in the field during and after a snow
event. Snow is challenging and Marlboro Township has been a
leader in keeping 200 miles of roadway clear and safe.
We are fortunate to have volunteer 1st Aid Squads, Fire
Departments and a Community Emergency Response Team
(CERT), as well as a Police Department that is always ready to
assist. For non-emergency situations, please call Marlboro
Police at 732-536-0100. Always dial 911 for emergencies. Be
assured that if you have an emergency, our teams will get to
you, even in the event that your street or driveway has yet to
be cleared.

roads. This does not include State and County
roads or roads in private developments.
Roads are treated twice during a storm event;
before and after melt and re-freeze, and may be
treated a third time if over 24 hours.
It takes about 10 hours for DPW to clear a 4
snowfall. More snow takes proportionately more
time. For example, it will take about 20 hours to
clear an 8 snowstorm.
All vehicles must be removed from the street
to allow for snowplow access.
Do not shovel or blow snow into roadway.
This causes a hazardous condition and is a
violation of Marlboro Township Ordinances.
Parking on driveway will decrease the amount
of snow to shovel and allow for a drier surface
when pulling out. Park vehicles on your driveway
so that the first car that has to get out is the last
one parked.
Property Damage, such as basketball hoops,
hockey nets, potted plants, etc. that are damaged
during snow removal are NOT the responsibility
of Marlboro Township. Remove such items prior
to snow fall.
Please be aware that snowplows will deposit
some snow at the end of your driveway. As plows
drive by, snow will fall into an empty space. To
lessen the volume, wait to shovel or leave 4 feet
of snow at end of your driveway until after the
snowplows have completed at least one pass.

Leaves are to be placed curbside or in biodegradable paper bags by 7:00 a.m. on the first day of the scheduled pick up week. Brush is to
be placed curbside by 7:00am on the first day of the scheduled pick up week, free of leaves or other debris
*Weather Permitting* The Office of Emergency Management will notify residents whether or not collections will be suspended
due to weather conditions, in which case no debris should be placed curbside. Resident are permitted to bring leaf or brush
material to the Recycling Center.
