DECLARATION OF CHRIS BREEN AND FAIRNESS IN LAW ENFORCEMENT I, Chris Breen, declare and say: 1. Tam retired after serving 30 years within the San Francisco Police Department (“SFPD”). Ihave personal knowledge of all of the facts stated herein. 2. Lentered the SFPD Academy in approximately December of 1984. I did my field training at Ingleside and Central Stations and completed probation in approximately December of 1984. I worked patrol at Mission Station from approximately 1985 to mid-1987, when I transferred to Northern Station where I worked patrol until approximately 2000. I then transferred to the Canine Unit wire | served until approximately 2002. I then went back to patrol at ‘Northern Station for a year and then transferred to Treasure Island, where I worked patrol from approximately 2003 to 2005. I promoted to Sergeant in 2005 and was transferred to Northern. Station for a year before moving to Richmond Station, where I served until | retired in January of 2015. 3. T served as Station Representative for the San Francisca Police Officers’ Association (“POA”) from 2003 to 2006. I was reelected to that position in 2008 and 2011, each time serving a three-year tem. 1 lost a bid for reelection in a run-off in 2014. 4. Thave read the paragraph in the Declaration of Gary Delagnes regarding a dinner ‘with George Gascon (then the Chief of the SFPD) in Cambridge, Massachusetts in April of 2010. attended that dinner, along with Chief Gascén, Mr. Delagnes (then the POA President), and ‘Marty Halloran (the current POA President). 5. My memory of Chief Gasc6n’s conduct is consistent with what Gary Delagnes described in his declaration. I recall Gasc6n making numerous offensive references to African- ‘Americans after he had become intoxicated from consuming a great deal of red wine. Specifically in regard to disparaging statements he made about African-American police officers he worked ‘with during his time in the Los Angeles Police Department, I recall him repeatedly referring to them as “those people.” Chief Gascén was so loud ané obnoxious that an African-American gentleman who was seated nearby approached our table and asked him to quiet down because his behavior was offending his family. 1 declare under penalty of perjury under the laws of the state of California that the foregoing is true and correct, and if afforded the opportunity would competently testify to the facts set forth herein.
