Dear Archbishop Carlson:
You recently requested Girl Scout Troop Leaders consider alternatives to Girl Scouts based on expressed
concerns, which misrepresent how Girl Scouts of Eastern Missouri serves girls in our jurisdiction. The
points raised have framed an ongoing discussion between our two organizations for several years. Our
position on them has not changed and I would like to clarify several misconceptions:

Its been implied Girl Scouts of Eastern Missouri has a partnership with Planned Parenthood. Girl
Scouts of Eastern Missouri has no relationship or partnership of any kind with Planned
Parenthood and does not plan to create one. We do not take a position or develop materials on
issues involving human sexuality or reproductive issues, as these matters are best discussed
within the family. Our focus is on leadership development for girls.

The World Association of Girl Guides and Girl Scouts (WAGGGS) is not the parent organization
for Girl Scouts of the USA (GSUSA). WAGGGS is an international scouting association
comprised of 145 member groups, including many Catholic organizations. As individuals, Girl
Scouts of Eastern Missouri members, girls and adults, are not members of WAGGGS.

While financial contributions from GSUSA to WAGGGS is based on the number of registered
GSUSA members, Girl Scout membership dues from girls and adults are not used to pay
WAGGGS dues. GSUSA pays these dues from investment income.

It has been suggested a portion of earnings from Cookie Program participation are diverted. All
proceeds (100-percent) from the Cookie Program stay within our local community to fund troops
and regional program opportunities.

Our two organizations have enjoyed a history of cooperation for almost 100 years. Girl Scouting is a
values based, secular leadership development organization. Recognizing the importance of faith
formation in a girls life, we partner with religious organizations including the Catholic Church. These faith
formation opportunities complement our leadership programs and support Girl Scouts in developing
courage, confidence and character so they may positively impact our world.
