The following is a collection of documents that mark the introduction of the historic Bill of Law in the Panama National Assembly labelled as Initiative No. 23 which proposes legislative initiatives to rescue, conserve and safeguard the historic and cultural sites of the so-called Silver Community. Its objective is to preserve the memorials of the Westindian laborers who worked on and, in large part, are credited with the construction of the Panama Canal. In conclusion, the proposed Citizen's Bill of Law seeks to declare as National Historic Patrimonies the Silver Cemeteries at Corozal, Gatun, and Mount Hope in the Province of Colon. This evaluative report from the Direction of Plenary Matters of the Asamblea Nacional suggests that this Bill of Law will be sent to the PERMANENT COMMISSION on Education, Culture and Sports in accordance with the Internal Rules of the National Assembly.
