ABCD Project: post-Haiyan intervention directed at reconstructing civil records and other legal documents for purposes of reestablishing the civil and legal identities of survivors to facilitate access to claims and benefits Areas of operation: 2 cities & 32 municipalities (15 are 5th class)

Records were reconstructed: 46% were re-transcribed at the LCROs books to complete the reconstruction process
9,926 4Ps members were
served: they were able to avail of Php96.22M worth of benefits and claims due to free legal services

Lessons Learned (1)
Officially registering the vital events in peoples lives is central to inclusive development and good governance:
Legal Identity is about a persons right to recognition as a
person before the law and their formal relationship with the state. It is important in accessing essential services such as healthcare, education and social protection. This also has implications for other ensuing rights and empowering activities such as political participation, recourse to justice, nationality, property ownership, formal employment, inheritance and the use of banking and financial services among others.
Recording every life event is also an opportunity to produce
the most accurate, complete and timely statistics on health and demographics of the population and to maintain a national civil registry or population database.

Importance of CRVS for individuals: Provides the documentary evidence and permanent record for individuals to establish their legal identity, and proves civil status and familial relationships Precursor for social, economic, cultural, political and human rights protection Facilitates access to essential services such as healthcare and education
Enables political participation, property ownership,
recourse to justice, formal employment, inheritance and access to financial services Reduces the risk of statelessness and human trafficking

Importance of CRVS for society and the state: Provides information for better social, economic, infrastructure and health policy decisions and targeted intervention Reinforces transparency, accountability, and participation for good governance Enables modern public administration, national population databases and efficient resource allocation Allows the monitoring of levels and trends in population dynamics, fertility, mortality and causes of death including progress in attaining (M/S) Development Goals Facilitates the implementation of universal health coverage Supports disaster risk reduction and assists with postdisaster recovery

Emphasis on the need for us to go back to
the most fundamental needs of the people if we want development that is inclusive and sustainable.
Being INCLUDED presupposes a LEGAL
IDENTITY. The first step to inclusive development is to count people in.
We must identify the excluded and the
vulnerable.
We read and analyze also the silences or
what is not written and counted in the texts and statistics
One Legal Identity not afforded, is one life
too many. It is a life ommitted in the eyes of the law. It is a life rendered vulnerable and exposed to multiple exclusions.
