Its festival
time

Crisp brown, red and green leaves line the streets of Ballan
just in time for the annual Autumn Festival.
The 2016 event will take over the main street of Ballan this
Sunday, with the every popular parade at 11am, to be led by
Festival King Ray Meadows.
The festival gown (pictured) was created by local Myrniong
resident and former festival treasurer, Gabrielle Shanahan,
and was used in princess competitions held during the
festivals earlier years.
Current festival president Kevin Harper said he looked
forward to this years event, which would cater for people of
all ages and for all interests.
There will be kids entertainment, musical interludes, family
activities, arts and crafts and community competitions. As
well as the favourites; this year I am particularly pleased to
announce that we have a Food, Wine, Beer and Cider tasting
trail that will surely tantalise the tastebuds of our visitors,
he said.
Local wine and food producers will be available to share
their knowledge on how to grow great fruit and vegetable
and produce some of the areas best wine.
Over 100 stalls will line the main street, with fresh produce
from local businesses including St Annes Winery, Mount
Cam Winery and Vineyard, Twins Pantry, Harmony Garlic
and Lisas Country Kitchen.
Activities on the day will include a hot rod and vintage car
display, a cooking demonstration from former My Kitchen
Rules contestants Josh and Rose, a journey through a century
of Red Cross Signature Quilts, Chris Humfreys Wild Action
Zoo, pony rides and a performance by Toby the T-Rex. A
Moorabool Landholders Expo will also be taking place in the
Mechanics Hall.
In 2015, more than 8,000 visitors came to the town, enabling
the event to be the Moorabool Shires most successful Ballan
event.
The Ballan Autumn Festival will be held this Sunday

A sign to remember

The Coimadai Avenue of Honour can


now be easily identified thanks to the
unveiling of two new signs.
Representatives of Bacchus Marsh
Grammar School conducted the formal
presentation on Wednesday (March 9)
on the corner of Coimadai-Diggers Rest
and Bacchus Marsh-Gisborne Roads.

Ken McDonald attended the event
alongside his grandson, Braden and
other members of the association.

Bacchus Marsh Grammar School was


a major supporter of the Coimadai
Avenue of Honour project, providing
the funding for the manufacturing and
installation of the signs at each end of
the Avenue.
Deputy principal Kevin Richardson
said the school was more than happy to
be involved with something that was a
big part of their community.
We have a range of students who come
to our school from the Coimadai area,
and as long as Ive been at the school,
which is around 17-years, weve had a
good association with the Coimadai

Primary School, the community and


now of course the Restoration Society,
he said.

following the unveiling of the new sign.
Along this Avenue, there is one tree
for every soldier from this area. We
are very appreciative and grateful to
Bacchus Marsh Grammar for taking
such an interest in this project, Mr
McDonald said.

Back in
court

The two men charged with


murdering
Springbank
resident Ken Handford appeared in a Ballarat court via
video-link last week.
Jonothan Cooper, 28, and
Adam Williamson, 39, appeared live from Port Phillip
Maximum Security Prison
on Thursday (March 10).
Homicide squad detectives
arrested the two Ballarat
men last year in relation to
the 90-year-old WWII veteran who was found murdered
at his home in September.
Court documents revealed
the two men were also
charged with aggravated
burglary, after they entered
Mr Handfords home wearing balaclavas and gloves,
stealing $3900 worth of cash
and World War II medals.
They were each in possession of a knife at the time.
Williamson was ordered
to a three-day committal
hearing from June 21, whilst
Cooper will reappear for a
committal mention on April
7.
A third man, Adam Rowe,
also appeared via video-link
on Thursday charged with
being an accessory to the
murder and handling stolen
goods. He was remanded in
custody until a further committal hearing in June.

Families who lost it all in
the Scotsburn fires have
been donated a set of new
wheels.
Peter Stevens Motors in Ballarat handed over the keys to
three brand new vehicles on
loan to three families who
were affected by the December wildfire.
The vehicles, which include
two Nissan Navaras and a
Patrol, have been provided
with free insurance, registration and tow bars to be used
over the next three months.
New car sales manager, Michael Warren said the team
at Peter Stevens Motors, in
conjunction with Nissan
Motor Company Australia,
wanted to assist the families
in getting back on their feet.
Everyone locally has been
shocked by the magnitude
of this fire and the impact it
has had on the affected families, he said.
We have been pleased to
provide these three brand
new vehicles for the next
three months and hope that

Wild action at Expo

A salt-water croc, a laughing cockatoo and a dingo

to Ballan, but the three animals will stop in this weekend to help celebrate the annual Autumn Festival.
Hosted by the Moorabool

Landcare Network, the animals are part of Chris Humfreys Wild Action Zoo and
will feature in the Moorabool Landholder Expo this
Sunday.

The state of the art zoological facility is the only mobile


zoo in the state and includes

a number of rare and endangered species.

The Wild Action Zoo creates interactive hands-on

inspire children.

Roads may log


into funding

Two Moorabool roads have
been identified as needing
work done because of the
impact of traffic from the
timber industry.

Sullivan told the March
council meeting that the
newly re-written Timber
Industry Road Evaluation
Study, 2016-2020, listed Spargo Creek Road and YendonEgerton Road as affected
and needing repair.
There are five priority
projects in our region (Central Victoria Region, one of
four across the state) two of
which are in our shire, Cr
Sullivan explained.

Theyve got to go through


a process of evaluation and

hopefully, well get money


for those roads.
The money is for roads affected by logging vehicles.
Its not to say that the forests are in our municipality,
theyre coming from other
destinations along those
roads to the port or mills or
wherever, so this study is a
fairly sophisticated model
that looks at tonnages, it
looks at all those things and
as a result of that these are
those roads that have come
forward.
Funding is not however
guaranteed.
Its not locked in, but
theres been a proper process
followed and they are two
roads that have gone into the
top five.
We dont have the money;

were hoping that in that


four-year period we might
get some money for those
roads.
Moorabool has been successful in the past with
funding.

Road and the Morrisons
Road funded, hundreds of
thousands of dollars have
been forthcoming for those
roads in Moorabool, weve
had some success over the
journey.
These roads, along with
a number of roads across
the state, are being put forward and theyll have to
go through an assessment
process - but there is a lot of
bureaucratic confidence in
the process.

The next Ordinary Meeting of Council will be held on Wednesday 6 April, 2016 in the
James Young Room, Lerderderg Library, 215 Main St, Bacchus Marsh, commencing at 5pm.

Council is seeking feedback on possible rate options for the coming 2016/17
nancial year.

Members of the public are most welcome to attend.

You will have seen recent media on the State Governments decision to cap council rates at an
increase of CPI; 2.5% for the 2016/17 year. This is a one size ts all approach for urban and rural
councils across Victoria.

SPECIAL MEETING OF COUNCIL
Notice is hereby given that a Special Meeting of the Moorabool Shire Council will be held in
Council Chambers, Ballan on Wednesday 23 March, 2016 commencing at 6pm.

Moorabool Shire Council delivers over 100 services and capital works of approximately $16
million each year across an area of over 2,000 square kilometres. It is increasingly difcult to
balance service delivery in growing communities and to meet the growing gap of need and
actual spending on infrastructure such as sealed and unsealed roads and footpaths.This is also in
the context of federal assistance grants that have been frozen and an overall trend of reducing
government grants and cost shifting from the state government over time.
Your Council has reduced operating expenditure by nearly $5 million in the past 5 years in
comparison to our Strategic Financial Plan projections, whilst maintaining service levels and
continues to explore other revenue sources to assist in keeping rates as low as possible.

2. Election Caretaker Period Policy.

CPI is a measure of the cost a basket of various goods and services that is not reective of the
labour costs and construction costs that are the main drivers of councils expenditure. Rate
increases capped at CPI will place Councils nancial sustainability at risk in the medium term if
there are no offsetting reductions in service levels or capital expenditure.

3. Any other business admitted by the unanimous resolution of Council.

As such three rating options for 2016/17 are being put to you for consideration and feedback:

new housing areas and will assist with the protection of the character of the Bacchus Marsh area.

(Woodlands), introduces an Incorporated Plan for Woodlands to provide planning permit
exemptions under the Heritage Overlay for development carried out in accordance with the
Incorporated Plan. The Amendment also introduces a new incorporated document Bacchus
Marsh Heritage Study Statements of Signicance (February 2015) which contains the Statements
of Signicance for properties affected by Amendment C6 (Part 2) and C6 (Part 3).
A copy of the Amendment can be inspected, free of charge, at the Department of Environment,
Land, Water and Planning website at www.delwp.vic.gov.au/public-inspection and free of charge,
during ofce hours, at the ofces of the Moorabool Shire Council, 182 Halletts Way, Darley.

Residents are encouraged to provide feedback on the rate cap options that the Council will

Council has also commissioned a research company (Micromex) to conduct a telephone survey

Mayor and CEO will make a
trip to Canberra this week to
advocate for funding for the
region.
The Parwan Employment
Precinct has been given the
highest priority for the Central Highlands region in advocating to Federal and State
governments for funding.
The Moorabool Shire Mayor
and CEO have been working
with neighbouring councils as part of the Central
Highlands group of councils
to determine what priority projects require urgent
funding. This information
will be taken to Canberra
this week, with meetings set
up between Mayors, CEOs
and Federal Ministers and
advisers.
Mayor Allan Comrie said
the Parwan Employment
Precinct is vital to growing
food and fibre industries in
the region, as it will deliver
an integrated agribusiness
precinct on the doorstep of
Melbourne and Geelong,
creating 1200 jobs.
Of equal importance and
very high on the list of priorities is the Western Highway
upgrade and Bacchus Marsh
traffic improvements.

from Wednesday to Friday.

X-ray machine has been installed at
Ballan District Health & Care, using
funds raised at the 2015 Love is in
the Air dinner.
The machine captures images of the
teeth and jaw, which are used for
diagnostic purposes by our dentist,
GPs and visiting orthodontist.
The X-ray facility has been operating
since 2013 and has proved popular
with the community, helping local
people to avoid traveling out of
town for medical imaging.

Sarah Wade has been pre-selected as
the Liberal Candidate for the Ballarat
electorate in this years federal election.
Ms Wade will be up against incumbent
Labor Member and Shadow Health
Minister Catherine King, who was first
elected in 2001, has been re-elected a
subsequent four times, and has served
as a Parliamentary Secretary, Minister,
and Cabinet Minister with a number
of portfolios currently in the role of
Shadow Health Minister.
A lawyer, Ms Wade is married with
two adult children and has a small
business.
Following her pre-selection at the end
of January, Ms Wade listed jobs as the
number one issue faced in the electorate
- adding that it extends to Moorabool;
followed by mobile phone black spots,
infrastructure and roads.
It is always on the radar that one,
people are talking about jobs for
families and thats a high priority, Ms
Wade told the Moorabool News.

Being thrifty helps

Its been 12 months, and
250 bowls of free soup, since
Thrifty Minx opened its
doors.
The Ballan community notfor-profit thrift shop and
caf will celebrate its first
birthday this month, with
free cake and plenty of antique pleasures.
Manager Sarah Springfield
said she was overwhelmed
by the past 12 months, which
had seen the little shop turn
into a real community hub.
We have regulars coming
in every day, Thrifty Minx
has become a really welcoming environment for so
many people - whether they

are feeling lonely or down,


or just want to pop in to have
someone to talk to over coffee, she said.
The Thrifty Minx pay-itforward scheme, which involves people pre-paying for
those who need it, has donated 250 bowls of soup and
75 coffees over its first year.
The project was quite a
success, we keep a tally of
how many donations have
banked up so that people
can just come in and receive
a free bowl of soup or coffee,
then we just mark it off the
board, Ms Springfield said.
We have also helped a lot
of people in need by donating clothes or furniture;
helping to displace them in

times of need and connecting them with people who


can also be of assistance.
Ms Springfield said the local shop had slowly accumulated a number of valuable
volunteers, who varied in
age from 18 to 70-years-old.
We have people here who
are on the work for the dole
program and we also have a
partnership with the corrections service, which sends
people down to help us with
the gardening. Its great to
have a strong network with
different government bodies, she said.
The volunteers here really
do make the place. We also
receive a lot of donations

such as clothes, furniture;


and fruit and vegetables,
which we use to make a lot
of our food.
Ms Springfield said she was
very, very happy to have
made it to 12 months and
couldnt wait to celebrate.
There will be a Thrifty

Flea Market and free birthday cake on March 20 from


10am, and soup season will
commence on April 1.
We will also be hosting a
live music night at The Ballan Mechanics Hall in April,
and a monthly English tea
party will begin on the first

Saturday of each month. All


money will be donated back
into the community.

this current War on the
Planet (if I may be so bold
as to borrow words similar
to those used by George
W Bush) eventually meet
to discuss a way forward,
there will be a number of
questions they will have
of us who have declared
and fought this war. The
following questions are in
no order of importance or
significance.
Question One: Why did
you continue to use and
make plastic bags and such?

A new study has found that


somewhere between 15 trillion and 51 trillion pieces
of plastic litter the worlds
oceans. Thats three to 10
times more plastic than scientists had previously estimated. By the year 2050 it is

predicted that plastic pollution will outnumber fish and


marine life.

Question Two: Why didnt


people protest against this
War on the Planet?

Often when people labelled


greenies are defending the
planet they receive some opposition (all Scott Jordon, the
Save the Tarkine spokesperson, has to do is walk down
the street in Burnie to receive
abuse) but more generally
they are greeted with dead
silence. That is until they become part of the Clean-Up
Australia group. Then they
receive thanks for passersby as we did last weekend.
It seems that to defend the
planet in our current political and social climate, unless
it is tidying up the place, is
un-Australian.

our planet always in such a
rush?

Star which is currently fishing dry our eastern waters
before it heads overseas and

pig factory farms are surrounding by electric fences
with armed guards and not
a pig in sight. Pig manure is
10 times more water polluting than untreated domestic
sewage. And we like our
bacon and eggs and our children will ask why?
Then there are the chooks.
Nowadays in industrial
chicken houses thousands
of birds are fed grain with
antibiotics until they at a
young age are fat enough for
slaughter. Not only is this

not good for the chickens but


it is not good for us either.
Professor Michael Crawford of the Institute of Brain
Chemistry and Nutrition
in London has found that a
typical supermarket chicken
today contains almost three
times more fat than a typical
chicken in 1970 and a third
less protein. A typical chicken today, say from KFC, contains 50% more calories than
it did in 1970 and Crawfords
study also found that modern meat chickens contain
only a fifth as much DHA
another of the omega-3 fatty
acids as is found in wild
chickens.

Pre-settlement inspection a must

The day the home you bought months earlier


actually becomes yours should be an exciting
and memorable experience. But what if you open
the door to discover what you thought you were
getting, and what is left by the seller, are two
different things?
Sadly, this can be a problem. Buyers thought
they were getting the garden shed, clothesline,
dishwasher or satellite dish - yet, when moving in,
find some of them missing.
The REIV/Law Institute of Victoria real estate
contract, in widespread use, requires the seller
to hand over the property to you in the same
condition it was on the day you bought it, except
for fair wear and tear. The seller bears the risk of
loss or damage to the property until settlement.
For this reason, it is important to undertake a
thorough pre-settlement inspection which you

have the right to do in the week leading up to,


including on the day of, settlement.

If you do inspect and find the property isnt in


the condition you expected, or items are missing,
you must tell your conveyancer or lawyer straight
away so that your rights can be protected.
The best way to avoid issues is to ensure
everything is spelled out in your contract when
you sign it.

Record the propertys condition, take notes and


photographs. Often this is easier to do through a
private sale, but is equally important when buying
at auction.

And be as thorough as possible. For example, it is


not enough to simply specify, say, light shades it
is important to note the style and type, in case you
need to question this later on.

If you are selling, tell your agent what fixtures


and fittings go with the property and what
you intend to take away. This can be especially
important if you intend to remove plants from the
garden or take away a garden shed or hot-house,
for example.

When your contract is drawn up, check it


carefully to make sure it reflects the instructions
you gave to your agent. Remember, theres no limit
to the size of the list you draw up, its better to be
comprehensive than to have a costly argument
later.
If disputes arise they can always be sorted out,
but usually at some expense. Its far better, and
less costly, to be very clear in advance about what
stays and what goes when selling or buying - a
property.
