House Committee on Appropriations B-307 Raybum Howse Office Building B-307 Rayburn House Office Building ‘Washington, DC 2015 ‘Washington, DC 20515 Dear Chairman Carter & Ranking Member Roybal-Allard, We write to strongly urge you to include language in the FY17 Homeland Securit appropriations bill thet would apply much-needed enhanced security measures to Ameri resettlement program. srofngee (On November 19, 2015, the House voted overwhelmingly (289-137) to pass HAR. 4038, the American Security Against Foreign Enemies Act, to approve enhanced screening for refugees from Syria, a hotbed of temorism and the Islamic State (ISIS) in particular. We voted for this bill beeause ‘we understand the vulnerabilities inherent in our eurent refugee program, These gaps in national security have been affirmed by the Secretary ofthe Department of Homeland Security (DHS), the Ditector of the Federal Bureau of Investigations (FB, andthe Director ‘of National Intelligence (DNI). ISIS has promised to take advantage of these security gaps and exploit the refugee crisis to infiltrate Europe and the United States. We should not and cannot allow this vulnerability to continue on our watch anl tobe paid for under an appropriations bill that Congress approves. We respectfully request that provisions are included in this bill to ensue that those refugees considered for refugce resettlement in the United State who come from hotbeds of terorism (Iraq, Libya, Somalia, Syria, or Yemen) not be resetled inthe United States if they have not been subjected to enhanced security sereening. Specifically, we ask that the FY17 Homeland Sceurity appropriations bill include the following seneral provision: "None of te junds in this Act may be used to grant aximission to the United States wider ‘Section 207 ofthe Immigration and Nationality Act to any applicant from frag, Libya Somalia, Syria, or Yemen, except for those applicants cerijied by the Director ofthe Federal Bureau of Investigation, the Seeretary of Homeland Security, and the Director af National Itelligence as not posing a threat t0 the security of the United States.” ‘Thank you for your consideration ofthis request.
