The Chief Justice, dissenting from the denial of certiorari.
The conflict between current Association practice and
what the Charter prescribes on this matter makes it clear
that the Court should answer this important question in order
to guide future Association conduct. For this reason, I
respectfully dissent from the denial of certiorari.
