NARRATIVE
ON SATURDAY, APRIL 9, 2016, AT APPROXIMATELY 11:31 P.M., OFFICER AMANDA WILLIAMS, MANNING UNIT 607 OF THE SIXTH DISTRICT,
WAS NOTIFIED VIA N.O.P.D. DISPATCH TO INVESTIGATE A SIGNAL 94, RELATIVE TO ILLEGAL USE OF WEAPONS, AT THE INTERSECTION OF
SOPHIE WRIGHT PLACE AND FELICITY STREET. DURING THE COURSE OF THE INVESTIGATION, THE PROPER SIGNAL WAS DETERMINED
TO BE A SIGNAL 30S, RELATIVE TO HOMICIDE BY SHOOTING.
UPON ARRIVAL, OFFICER WILLIAMS OBSERVED A KNOWN BLACK FEMALE VICTIM, WITH A GUNSHOT WOUND TO HER RIGHT LEG ON THE
SIDEWALK AT THE LOCATION. OFFICER WILLIAMS ALSO OBSERVED A KNOWN BLACK MALE VICTIM, WITH SEVERAL GUNSHOT WOUNDS TO
HIS BODY, PARTIALLY INSIDE THE FRONT DRIVER'S SIDE OF A SILVER MERCEDEZ-BENZ SUV AT THE LOCATION.
UNIT 699 OFFICER DONALD WISE, UNIT 621 OFFICER IVAN MCINTYRE, UNIT 627 OFFICER AKRON DAVIS, ALL OF THE SIXTH DISTRICT
WERE NOTIFIED AND ARRIVED ON SCENE.
TWO KNOWN BLACK MALE SUBJECTS WERE DETAINED ON SCENE.

OFFICER WILLIAMS OBSERVED A RUGER SEMIAUTOMATIC, SR45 MODEL, .45 AUTO CALIBER, SERIAL NUMBER 380-09942, WITH THE
MAGAZINE REMOVED, ON THE HOOD OF AN ORANGE HUMMER AT THE LOCATION. OFFICER WILLIAMS, WHILE WEARING LATEX GLOVES,
CLEARED AND SECURED THE FIREARM. OFFICER WILLIAMS DISCOVERED A LIVE 45 AUTO ROUND IN THE CHAMBER OF THE FIREARM.
OFFICER WILLIAMS OBSERVED THE MAGAZINE TO BE CLEAR OF ROUNDS. WHEN DETERMINED TO BE SAFE, OFFICER WILLIAMS PLACED
THE FIREARM IN THE REAR OF HER MARKED POLICE UNIT. A BLACK HOLSTER WAS ALSO RECOVERED FROM THE SCENE AND PLACED IN
THE REAR OF OFFICER WILLIAMS' MARKED PATROL UNIT.
OFFICERS MCINTYRE AND WISE TRANSPORTED BOTH KNOWN SUBJECTS TO HOMICIDE PENDING FURTHER INVESTIGATION.
OFFICER WILLIAMS ALSO INVESTIGATED A RELATED SIGNAL 20, RELATIVE TO AN AUTO ACCIDENT AT THE SCENE, UNDER N.O.P.D. ITEM D10618-16.
UNIT 1637, DETECTIVE CHRISTOPHER PUCCIO, OF THE SIXTH DISTRICT PROPERTY D.I.U., WAS NOTIFIED AND ARRIVED ON SCENE.
UNIT 1674, OFFICERS MATT BENCIK AND CHARLES HAW AND UNIT 1678, OFFICERS RANDY WALTON AND DEVIN ASHMORE, ALL OF THE
SIXTH DISTRICT TASK FORCE WERE NOTIFIED AND ARRIVED ON SCENE.
UNIT 640, SERGEANT KERMANSHIAH PERKINS WAS NOTIFIED AND ARRIVED ON SCENE TO SUPERVISE.

EMS SPRINT UNIT 6249, MANNED BY TECHNICIAN C. GUIDRY, EMS UNIT 3224, MANNED BY TECHNICIANS S. PIERRE AND J. MEHAN, AND
EMS UNIT 3215, MANED BY TECHNICIANS S. SHERMAN AND C. VOGELS ARRIVED ON SCENE TO TREAT THE VICTIMS.
THE BLACK MALE VICTIM WAS PRONOUNCED DECEASED AT 11:45 P.M. ON SATURDAY, APRIL 9, 2016 BY DR. CROUCH OF UNIVERSITY
MEDICAL CENTER.
THE BLACK FEMALE VICTIM WAS TRANSPORTED TO UNIVERSITY MEDICAL CENTER VIA EMS UNIT 3215.
N.O.F.D. LADDER 8 ARRIVED ON SCENE.

UNIT 4150, SERGEANT WAYNE DELARGE, OF HOMICIDE, WAS NOTIFIED AND ARRIVED ON SCENE.
UNIT 4100, LIEUTENANT JIMMIE TURNER, OF HOMICIDE, WAS NOTIFIED AND ARRIVED ON SCENE.

UNIT 4156, DETECTIVE JAMAANE ROY, UNIT 4154, DETECTIVE GREGORY JOHNSON, UNIT 4152, DETECTIVE ROBERT BACHELOR, ALL OF
HOMICIDE, WERE NOTIFIED AND ARRIVED ON SCENE.
UNIT 5133, CRIME LAB TECHNICIAN SHEAGO LASTIE, UNIT 5169, CRIME LAB TECHNICIAN TED KOELLING, AND UNIT 5150, CRIME LAB
LIEUTENANT ERROL FOY, WERE NOTIFIED AND ARRIVED TO PROCESS THE SCENE.
UNIT 5076, FORENSIC INVESTIGATOR #13 JENNIFER TRIJUEROS, ARRIVED ON SCENE.
UNIT 7270, CORONER'S INVESTIGATOR BRIAN LAPEYROLERIE, ARRIVED ON SCENE.
UNIT 6240, EMS CHIEF BOUVIER ARRIVED ON SCENE.
UNIT 6272, EMS P.I.O. E. BELCHER ARRIVED ON SCENE.
UNIT 2224, OFFICER JUAN BARNES, OF PUBLIC AFFAIRS, ARRIVED ON SCENE.
UNIT 4821, MICHAEL KITCHENS, OF THE D.A.S OFFICE, ARRIVED ON SCENE.
UNIT 1600, LIEUTENANT NICHOLAS GERNON, OF THE SIXTH DISTRICT D.I.U., ARRIVED ON SCENE.
CORONER JEFFERY ROUSE WAS NOTIFIED AND ARRIVED ON SCENE.

UNIT 3029, CORONER TECHNICIANS RODNEY ROBINSON AND BYRON VALLERY WERE NOTIFIED AND ARRIVED ON SCENE TO REMOVE
THE DECEASED MALE VICTIM'S REMAINS.
UNIT 3320, L. NICKERSON AND UNIT 311, L. CRAFT, OF THE NEW ORLEANS AUTO POUND ARRIVED ON SCENE TO REMOVE THE INVOLVED
VEHICLES ON SCENE.
TAMARA JACKSON, VICTIM'S ADVOCATE, ARRIVED ON SCENE.
OFFICER WILLIAMS CONTACTED N.C.I.C. SMITH REGARDING THE FIREARM AND WAS NOTIFIED THERE WAS NO RECORD FOR THE
FIREARM.
OFFICER WILLIAMS RELOCATED TO C.E. & P. WHERE THE FIREARM, MAGAZINE, AND HOLSTER WERE PLACED ON THE BOOKS AS
EVIDENCE UNDER C.E. & P. RECEIPT D-10616-16.
OFFICER WILLIAMS' BODY WORN CAMERA (BWC) WAS ACTIVATED DURING THE INVESTIGATION.

IT SHOULD BE NOTED WHEN OFFICERS WILLIAMS ARRIVED ON THE SCENE SHE WAS ABLE TO DETAIN TWO POSSIBLE PERPETRATORS,
ALONG WITH SEVERAL WITNESSES AND RECOVER A FIREARM THAT WAS FOUND ON SCENE. OFFICER WILLIAMS BRIEFLY OBSERVED
VICTIM NUMBER TWO LAYING ON THE GROUND SCREAMING FOR HELP BEFORE SHE WAS CARTED OFF BY EMERGENCY MEDICAL UNIT
(EMS). OFFICER WILLIAMS IN THE INITIAL POLICE REPORT MADE AN ERROR BY LISTING THE VICTIM AS A WHITE FEMALE WHEN IN FACT
SHE IS A LIGHT COMPLEXION AFRICAN AMERICAN FEMALE.
