Mission Statement
Just as a Resident Assistant (RA) helps resident students transition to college life, a Commuter Assistant (CA) does the same for
WVUs first-year students who are living off-campus. The CA's serve as peer mentors and resources for first-year students as they
adjust to college life. The goal of the CA Program is to assist in the transition of incoming commuter students from high school or
their previous college or university to life at WVU.
Throughout the year, CA's will establish contact with commuters and transfer students, messaging them weekly with timely
content and meeting with their groups. CAs will help incoming students with any questions they may have about the college
experience, encourage student engagement in clubs and organizations, and even accompany their incoming students to a variety of
University-sponsored events. CA's will also develop programming within their groups to help commuter and transfer students to
become involved and meet other students at WVU.
Objectives

CAs will:

Serve as a resource to commuter, transfer, and off-campus students.


Develop and maintain active contact with an assigned group of first-year commuter/transfer students
through emails, in-person meetings, email and other social media.
Assist the program coordinator and graduate assistant in populating communication, programming,
and social media calendars for the academic year.
Devise programming ideas.
Promote WVU services, programs, and resources in a timely manner.
Project a caring, concerned and approachable demeanor in order to facilitate communication and
establish positive relationships with students.
Meet with commuters at the University Welcome (Date? Time?), and will attend at least one
commuter welcome week activity on 08/17/16, 08/18/16, or 08/19/16.
Attend at least one of the Commuter Student Success Fairs on 09/26/16 or 10/17/16.
Participate in June and August NSO.

Weekly Communications
CAs will copy the program coordinator and graduate assistant on messages with their groups.
Commuter programming and University events will also be promoted on our Twitter feed (@WVUCommuters).
CAs will be featured on the Commuter Student Program website
(http://campuslife.wvu.edu/commuter_student_programs) which will include CAs name, hometown, and major, along
with MIX address.
Promote @WVUCommuters, @WVU_OCH, and @WVUNontrad during NSO.

Workers and Federal Work Study Students
Student Employment Programs
Title 133 Procedural Rule of the Higher Education Policy Commission Series 8, Personal Administration Section 2.1.5
defines a Student Employee as: an employee enrolled at the institution as a student and whose primary purpose for
being at the institution is to obtain an education. A student employee is not eligible for benefits and is not covered by
the classification of the program.
Many students work as a component of their educational financing strategy, and students who work fewer than 15-20
hours a week often report higher GPAs than those who do not work at all. However, the U.S. Department of Education
previously reported that full-time work was negatively associated with persistence and attainment and among
undergraduates who initially enrolled full time, the more hours they worked, the more likely they were to drop to less
than full-time enrollment or to stop attending.

Federal Work Study Students and Student Workers Employees
The Office of Student Employment consists of the Federal Work Study program and the Student Worker program. The
programs serve students while they are taking classes. They have part-time jobs during the semester and full-time and
seasonal jobs during the summer.
Federal Work Study Employees
What is Federal Work Study?
Federal Work-Study, also referred to as FWS, is one of the major federal student financial aid programs authorized
under Title IV of the Higher Education Act. It is designed to provide part-time employment to students who have
established financial need according to federal guidelines. The federal government pays a percentage of the students
salary; the University or off campus employer pays the remainder. The primary goal of the Federal Work Study
Program is to provide students with the opportunity to gain work experience and offset some of their educational costs.

The work a student performs must be in the public interest either on campus or off-campus with non-profit
organizations. (This handbook does not apply to off campus jobs with Community Partners.)
Job responsibilities must not promote religious doctrine or involve political lobbying, and the student may not replace
or fill a permanent staff position. FWS jobs range from basic services to highly technical lab or computer positions.
Many students seek a position related to their career objective. Others seek positions that offer skill development. In
either case, the FWS Program is intended to provide a balance between the interests of the student and the needs of the
department or agency.
Who is eligible for Federal Work Study?
Federal Work Study (FWS) is awarded according to the standard financial aid application and statutory need analysis
procedure. In order to be eligible for a FWS award/funds, a student must:
-Be determined eligible and be awarded FWS allocation by the Financial Aid Office
-Students must complete the application process by filing a Free Application for Federal Student Aid (FASFA) and
meet the March 1st priority filing deadline.
-Recipients must reapply for the FASFA each year.
-Be regularly admitted to WVU
-Be a US Citizen, US National or Permanent Resident
-Be enrolled in at least 6 credits for each semester he/she is employed
-Maintain Satisfactory Academic Progress (SAP) as determined by the number of credits attempted and completed,
GPA Standards and degree progression. Contact the Office of Financial Aid if you need more detailed information
about the SAP Policy
-Not owe a repayment to any Title IV grant program nor be in default on any Title IV loans received at any school.
Students who receive offers of Federal Work Study in their financial aid award must respond to the award offer within
30 days (accept or decline) or it will be canceled for no response and may not be reinstated. Students who do not
respond, even returning workers, will cause their Federal Work Study awards to be canceled. The program encourages
community service work and work related to your course of study whenever possible.
Student Employment for Student Workers
Student Worker positions are fully funded by the department hiring the student. To be eligible for a position the student
must be registered at WVU and taking classes.

Graduate Assistantships
Students enrolled in a graduate or professional-level degree programs should first investigate graduate assistantships
through their academic department or college in order to receive a university tuition waiver and living expense stipend.
Graduate assistantships that are non-departmentally linked are posted in MountaineerTRAK, and on our social media.
Students interested in applying for a Graduate Assistantship should:

Generally speaking, graduate assistants should be assigned no more than an average of 20 hours of work per week and
may be employed in another on-campus student worker position, in addition to the assistantship, for no more than 100
hours per semester. Questions regarding special circumstances, or requests for approval of temporary modifications to
these requirements should be sent by e-mail to the senior associate provost Russell Dean at rkdean@mail.wvu.edu.

With regard to graduate assistants, this handbook only applies to the additional 100 hours per semester of an on campus
student worker job.
Students with Partial Graduate Assistantships may be simultaneously employed in one WVU hourly student worker
position for up to 10 hours per week.
Reasonable Accommodations
An employee in his/her present position who is otherwise qualified and has or acquires a permanent medial impairment
or impairments causing functional restrictions or limitations which can be reasonably accommodated will be provided
such measures by the University, a reasonable accommodation will permit the employee to meet the essential
requirements of his/her particular job. Student workers seeking reasonable accommodations should contact WVUs
ADA Coordinator, by phone at (304)-293-5600.
Employee Benefits
Student employees are not eligible to receive other employment benefits such as overtime pay, shift differential, paid
holidays, vacation, or sick leave, unemployment insurance, or permanent status.
Processing for Payroll at WVU
Immediately after a student receives a job offer the student must process for payroll before their start date may be set
by the supervisor. Students cannot start working before processing is complete. Your hiring supervisor will know if you
have completed processing and when you can start work.

Payment and Recording Time
Students are paid twice a month for hours worked. WVU pays semi-monthly, at the middle and end of the month.
Payment is in the form of checks deposited directly into the students bank account. Students are also paid 2 weeks in
arrears. Therefore, generally they will not receive their first paycheck until after working at least one month. The
university is required by law to make deductions from paychecks for federal and state income taxes, and Social
Security.
To track time worked student workers will use a time clock near their workplace and swipe using their Mountaineer ID
badge or log into MyAccess. The department supervisor will instruct the student worker as to what method is preferred.
If the student worker is working off site and neither a time clock nor the Web is available, the student worker will
complete an official paper time sheet. Notify your supervisor if you believe there is a problem with your paycheck.

Failure to log in appropriately or the falsification of time records can result in disciplinary action up to and including
termination and repayment of funds for time not worked..
Notify your supervisor immediately in writing of any errors with clocking in and out.
Clocking In and Out via My Access

To punch in and out of any on campus job or internship via computer, you must go to myaccess.wvu.edu. In the top
right corner it says login which takes you to a screen where you input your username and password. Your credentials
are just your masterID and your current password. For example, if your email is asmith92@mix.wvu.edu, your
username is asmith92 and your password is the one you are currently using. After you have successfully logged in, you
will now be taken to the home screen. To clock in, click the link that says Web Clock. When you are starting your
shift, click on the green in button and when clocking out click the red out button.
Checking Your Time Card
To check your current time, click on the time card link on the home screen. Select your role, which is most likely
employee and this will bring you to your time card. From there you can choose the pay period you want to see your
totals for and you can either choose the time card details or time card pay view.
Viewing Your W-2 and E-Paystubs
To view your electronic pay stubs or your W-2, visit http://www.wvsao.gov/login.aspx. If you do not have an account
with this site, you will have to set one up. After you have created an account, it will take you to the myApps tab. From
there you will see different links to your electronic paystubs as well as W-2s. Choose which one you want to look at
then select the date you want to view.
Viewing WVU Pay Days
To see when you will be getting paid, navigate to http://benefits.hr.wvu.edu/ and on the right hand side, click the link
that says Pay Day Schedule. Sign in with your masterID and password and click on the proper pay day schedule that
pertains to you. It would be beneficial to print out this sheet so you dont have to continue navigating to the site to
figure out when you get paid.
Monitoring Student Earnings
It is both the student and employers responsibility to maintain a cumulative record of the students gross earnings.
FWS students must stop working once they have earned their full award allotment. It is highly recommended that
supervisors keep a sign in sheet as a back up to MyTime records. To see a sample of a sign in sheet click here.
A supervisor should not permit one student to enter time for other students.
Federal Work Study Exceeding Award Amounts
Federal Work-Study policies include a provision that student workers cannot earn in excess of their academic year
award.
It is both the student and employers responsibility to maintain a cumulative record of the students gross earnings.
FWS students must stop working once they have earned their full allotment. Any earnings above the students FWS
allocation will result in a charge to the employing department/agency for the earnings beyond the students FWS
award.
The Office of Student Employment will send a warning notice to the students supervisor when his/her earnings
reach a certain threshold (within $500 of awarded amount). The student and supervisor should carefully review how
many hours the student has left to earn and plan accordingly.
FWS Financial Aid Award/ FWS Revisions
A students FWS award may be revised at any time during the academic year to compensate for other types of aid such
as Pell Grant, state grant, or outside scholarships or fellowships. The Financial Aid Office will issue a revised award

notification to the student and send a notice to his/her supervisor regarding the change. If the FWS award is revised,
both the maximum earnings and number of hours worked per week will be affected. Therefore, the students ability to
work and/or remaining hours must be re-evaluated by the supervisor.
FWS Increases in hourly rates
Work-Study students may be considered for a merit salary increase. The employing department must complete a Pay
Rate Increase Form https://urwvu.wufoo.com/forms/fws-payrate-increase-request/ and submit it to the Office of
Student Employment for review. If approved, the hiring supervisor and EBO will receive a confirmation email from the
Office of Student Employment. It is the supervisors responsibility to notify the student.
Retirement Savings Plan
A 403(b) Tax Deferred Retirement Savings Plan is available to employees, including those employees not otherwise
entitled to benefits. Should a student employee wish to enroll, an Enrollment Form for my selected vendor, either
TIAA-CREF or Great West, is required. In addition a Non-Benefit Eligible Salary Reduction Agreement, where I
indicate the amount to be contributed each pay, is required. Both forms are available on the Human Resources website
at www.hr.wvu.edu. If a student does not have access to a computer he/she is responsible for informing the department
or the Division of Human Resources so that a solution may be determined.
Under age 18
Students that are under age 18 may work on campus but they are required to have additional documents completed at
the Division of Human Resources, Employment Services. The hiring supervisor will initiate these forms.
Injuries
Every student employee is covered during working hours by Workers Compensation for work-related injury/illness. It
is imperative that the employee immediately report any job-related accident or illness to his/her supervisor. If a student
employee is injured while on the job, the student and supervisor should contact WVU Human Resources at 304-2935700. If the student does not seek medical treatment they cannot do a Workers Compensation claim. All injuries, no
matter how trivial, should be reported immediately. Questions regarding Workers Compensation should be directed to
WVU Human Resources.
Work Hours and Breaks
The University has determined that students working in on-campus student employment positions (i.e., student worker,
student resident hall assistant, or Federal Work Study) shall be limited to no more than an average of 20 hours worked
per week, during the fall and spring semesters. To read the full memorandum click here. All University personnel were
required to implement this practice on the first day of classes for the Fall 2011 semester. Student workers and FWS
Students may work 37.5 hours (if not taking classes) a week during breaks, summer, and holidays if the department has
work available.
Federal Work Study students may not work during University holidays or emergency closures (i.e. serious weather
related closures).
Students who have an F-1 or J-1 Visa (most of our international students) cannot work for more than 20 hours a week
(or 40 hours during breaks and holidays), or they will put their visa status in jeopardy and risk deportation. These
students must work on campus.

This paragraph applies only to the International Students and is based only on the Immigration rules. These are the
rules that the International Students need to follow to be in compliance from an Immigration stand point. It does not
apply to US citizens nor does it address University policy or procedure concerning student employment in general.
From an Immigration point of view, the summer term is considered a period of break in which the student can work up
to 40 hours per week, regardless of enrollment, without violating their VISA status. However, if University policy
limits a student (whether a US citizen or International) from working full time if they are enrolled, then the University
policy would apply equally to all students.
During the course of a workday of six or more hours, your supervisor is required to allow you to take at least a 20minute meal break. This provision shall be required in all situations where you are not afforded necessary breaks and/or
permitted to eat lunch while working. Additional rules regarding meal breaks, including applicable compensation
standards, can be found in WVU-BOG Policy 50Meal Breaks. You must log out on MyAccess when you leave for
lunch then log back in when you return to work. A meal break may not be taken at the end of a shift.
If the employee is under the age of 18, the supervisor shall require a meal break after five hours of continuous work.
The meal break must be at least 30 minutes long.
You may be granted a rest period not to exceed ten minutes during each 4-hour shift of work. Rest periods are granted
at the discretion of your supervisor. You may be required to work through your rest period, due to operational needs.
Since a rest period is compensatable time, you will not receive additional compensation if you are required to work
through your rest period.
Last Day of Employment
The last day of student worker employment during a semester is the last day of finals.
The last day of student worker employment for a graduating senior is the last day of finals in the last semester. Student
worker employee cannot continue through the summer after graduation.
A FWS students assignment will end when they have exhausted their full Federal Work Study allocation.
Dual Jobs
When a student holds more than one job at a time, the total hours worked cannot exceed 20 hours per week when
taking classes and cannot exceed 37.5 hours per week during breaks and summer.
One Federal Work Study Assignment Rule
FWS students may be employed in only one FWS position at any given time. Students may choose to change FWS
positions. However, in general, they are discouraged from making more than one FWS position change during the
academic year. The Office of Student Employment may limit the number of position changes for a student.
Workplace Standards
Attendance/Timeliness
Your role as a student worker is important to the successful operation of the University. Therefore, you are expected to
arrive and be ready to start work at the time you are assigned by your supervisor. Attendance is very important. If you
have to leave work earlier than the assigned time, it must be cleared with your supervisor in advance.
Procedures for Reporting Absences
Notification of an absence, prior to a workers scheduled start time, is of the utmost importance. If, for any reason, an
employee is unable to report to work as scheduled, the employee must notify their supervisor prior to their scheduled

start time with their reason and expected duration of the absence. Failure to notify an immediate supervisor concerning
an absence can result in discipline to the employee, including termination. It is the obligation of the employee to make
certain that the immediate supervisor or designee is notified of an absence prior to the employees scheduled start time.
Supervisors have the right to enact and enforce a more detailed policy for particular departments.
Drug Free Workplace
All employees of West Virginia University, including faculty classified and non-classified staff, administrators, and
student employees, must comply with the Drug-Free Workplace Act of 1988 (Public Law 100-690 Title V, Subtitle D,
41 U.S.C. 701 et. Seq.).
Prohibitions:
-The unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the
workplace.
-Reporting to work under the influence of a controlled substance is prohibited.
Notice to Employees:
As a condition of University employment, every employee must abide by the terms of this policy and notify their
supervisor and the Division of Human Resources of any conviction on drug or alcohol related charges resulting from
any activity occurring in the workplace or otherwise on University premises no later than five days after such
conviction.
Disciplinary Sanctions
Any employee found in violation of this provision shall be subject to disciplinary action, including dismissal.

Background Checks
Background checks may be required by various on-campus departments prior to final employment.
Other certifications
Other job certifications and trainings may be required specifically for your job. They may include (but are not limited
to): Food Handling, Cash Handling, Lifeguard, First Aid, CPR, HIPPA, and FERPA.
Employee Rights and Responsibilities
Employees are required to behave in a civil, professional manner, to treat others with respect; to comply with state and
federal laws and regulations related to individual rights, business operations and procedures, health and safety, conflict
of interest, and to comply with University regulations, rules, and policies and procedures. Employers are entitled to be
treated with respect and dignity (by supervisors and other employees).

Misuse of Computing and Telecommunications Resources


Including, but not limited to:
-WVU campus network
-WVU telecommunications and telephone systems
-University owned microcomputers and printers
-University owned software
-E-mail
-Computer or communications equipment, data, or programs owned, leased, or otherwise provided by WVU are for
authorized administrative and academic purposes.
The following is specifically prohibited:
-Disruption or interference with the normal use of computers or communications-related equipment, data, or programs
of individuals, or the University
-Unethical, unauthorized, illegal, or other improper use of this equipment, data, or programs.
-Attempts to breach security in any manner
-Use or a computer account or network access for other than the purpose for which assigned
-Unauthorized copying or unauthorized use of computer software.
The WVU campus e-mail system are services provided to faculty, staff, and students for official University business
only; it is not to be used for personal gain, political, religious or special interest purposes.
Schedule/duties
If you are employed by an office, it is especially important for you to learn the general office procedures and to become
an expert in your specific assignment.
Once you are hired, it is your responsibility to perform well on assignments and tasks that you are assigned according
to the schedule given to you by your supervisor. Do not expect to study while you are scheduled for work, unless you
are allowed to do so by your supervisor.
Tobacco Policy
Tobacco or other similar products is prohibited on the Morgantown campus of West Virginia University. Smoking is
also prohibited in any motor vehicle owned, leased, or otherwise operated by West Virginia University. Tobacco use is
prohibited on the Health Sciences Campus.
Students can utilize tobacco cessation programs through WELLWVU at well.wvu.edu
Visitors and Phone Use
You should inform friends and relatives that during the hours you are scheduled to work you cannot have social
visitors. Unofficial phone use should be strictly limited to necessary use and emergency use only. Personal calls should
be limited to break time.
Your Personal Appearance
Your supervisor has the authority to require specific personal appearance regulations to dress, beards, hair, and personal
hygiene. You are expected to present a neat and clean appearance all times while scheduled to work.
Your Personal Conduct
As a student worker of WVU, you represent the institution. You are expected to always treat fellow students, faculty,
staff, and visitors in a respectful and professional manner.

Use of University Vehicles


Student employees required to operate a University vehicle must possess a valid drivers license, have a good driving
record, and must be authorized by the immediate supervisor and take the state drivers training.
Work Ethics and Confidentiality Information
While at work, you may learn confidential information about business, other students, parents of students, or other
university personnel. This information is strictly confidential and should not be discussed with others. Your supervisor
may ask you to sign a confidentiality agreement.
Sexual Harassment Policy Commitment
West Virginia University is committed to providing its faculty, staff, and students with a work and educational
environment free from all forms of sexual harassment. Therefore, sexual harassment, in any manner of form, is a
violation of University policy and expressly prohibited. All Faculty, students, and staff of the University are expected
to:
-Engage in conduct that meets professional standards
-Remain sensitive to the effect of their actions and words on others
-Take appropriate action to prevent sexual harassment
-Avoid behavior that might be construed as sexual harassment
-Acquaint themselves with this policy

Workplace Violence
West Virginia University is committed to preventing workplace violence and marinating a sage work environment. In
order to provide a safe and healthful work environment for its employees, customers, students and visitors the
University expects employees to follow rules of conduct that will protect the interests and safety of all employees and
the university.
Solicitation
Solicitation and the selling of products or articles on University property, owned or leased, are prohibited; except, by
organizations and groups directly affiliated with and recognized by West Virginia University, and authorized by written
approval of the intuitions president/designee.
University Property
University programs, personnel, time, titles, and property, including equipment, systems, vehicles, information,
supplies, and office space, are to be used in conducting authorized business of the University. Use of such for personal
benefit or gain may be grounds for disciplinary action.
Employees are responsible for securing the University building, office, room, equipment, and other keys assigned to
them for work related reasons. When employment ends, students are expected to return any keys they may have been
issued.

Reporting Child Abuse or Neglect


The purpose of WEST VIRGINIA UNIVERSITY BOARD OF GOVERNORS, POLICY 49 is to protect children
under the age of 18 on WVUs premise or involved in University sponsored programs at all geographic locations by
providing guidance on reporting requirements for child abuse and neglect. Child abuse or neglect means physical
injury, mental or emotional injury, sexual abuse, sexual exploitation, sale or attempted sale or negligent treatment or
maltreatment of a child by a parent, guardian or custodian who is responsible for the childs welfare, or other person in
a position of trust in relation to a child under his or her care, custody or control, under circumstances which harm or
threaten the health and welfare of the child. Sexual abuse means a child who is less than sixteen years of age, any of
the following acts which a parent, guardian or custodian or other person in a position of trust in relation to a child
under his or her care, custody or control, shall engage in, attempt to engage in or knowingly procure another person to
engage in, with such child, notwithstanding the fact that the child may have willingly participated in such conduct or
the fact that the child may have suffered no apparent physical injury or mental or emotional injury as a result of such
conduct: (i) sexual intercourse; or (ii) sexual contact; any conduct whereby a parent, guardian or custodian or other
person in a position of trust in relation to a child under his or her care, custody or control, displays his or her sex organs
to a child, or procures another person to display his or her sex organs to a child, for the purpose of gratifying the sexual
desire of the parent, guardian or custodian, of the person making such display, or of the child, or for the purpose of
affronting or alarming the child. Immediate action should be taken in order to protect children present on the WVU
campus or participating in programs that may be connected with the University. Importantly, under West Virginia law,
an individual that
reports an incident of child abuse or neglect in good faith is immune from civil or
criminal liability.
Reporting Child Abuse or Neglect
If any member of the University community observes or has reasonable cause to
suspect any type of child abuse or neglect, including physical or sexual abuse, he
or she must immediately report the circumstances to the Title IX Coordinator in
the Division of Diversity, Equity and Inclusion at 304-293-5600. In cases
involving a mandatory reporter, as described in Section 3.2, the University
community should be aware that such individuals are required by law to report in
accordance with W. Va. Code 49-6A-1 to -11 (2013) and the BOG Policy 49: Section 3.2 available at
diversity.wvu.edu/ea/policies/policy-49.
Progressive Discipline
Progressive discipline is a process for dealing with job-related behavior that does not
meet expected and communicated performance standards. The primary purpose for
progressive discipline is to assist the employee to understand that a performance
problem or opportunity for improvement exists. The process features increasingly formal efforts to provide feedback to
the employee so he or she can correct the problem.
The goal of progressive discipline is to improve employee performance. The process of progressive discipline is not
intended as a punishment for an employee, but to assist the employee to overcome performance problems and satisfy
job expectations. Progressive discipline is most successful when it assists an individual to become an effectively
performing member of the organization.
A student may be disciplined for various reasons.
If there is a disciplinary problem with a student employee, the discipline can range from an oral admonition, written
warning (with terms and conditions of continued employment), to termination.
If a supervisor cannot resolve an apparent problem with the student, they will notify the Office of Student
Employment.

Terminations/Separations/ End of FWS Allocation


If at any time, you decide to discontinue working, you are expected to notify your supervisor two weeks in advance in
writing. An employee is expected to work throughout the two week notice, unless waived by the immediate supervisor.
A FWS students assignment will end when they have utilized their full Federal Work Study allocation. Remember, if
the student continues to work after the full FWS award allocation has been reached the department/agency will be
charged for the overage;
With the exception of the student working the full FWS award allocation, if termination is requested either by the
student or supervisor, the Release Form (https://urwvu.wufoo.com/forms/federal-work-study-release-form/) must be
completed.
Employment Termination
Grounds for termination include excessive tardiness, inappropriate behavior, sleeping, absenteeism, or failure to
perform assigned duties and tasks. If a student is recording time fraudulently, the student will immediately be
terminated and be referred to the Office of Student Conduct who will render appropriate disciplinary action.

SAFE Zone Training


The mission of Safe Zone is to foster an atmosphere of support and celebration of Lesbian, Gay, Bisexual,
Transgendered, and Questioning individuals on theWVU campus. This program is co-sponsored by the West Virginia
University Council on Sexual Orientation, the Carruth Center for Counseling and Psychological Services, and the
Division for Diversity, Equity and Inclusion.
Safe Zone provides students, faculty, and staff with access to more easily discernible individuals who are available to
provide support and knowledge. The goals of the program include:

Create a campus culture and climate that is more welcoming to and affirming of lesbian, gay, bisexual,
transgender, and questioning students, faculty and staff and their families.

Establish a university-wide network of visible allies and mentors who can provide support, information and

Transportation and Parking Information


Welcome to West Virginia Universitys Department of Transportation and Parking. Our goal is to provide you with
excellent transportation services and to make getting around our three campuses as effortless as possible. Our
Department provides on-campus parking and fleet maintenance for University vehicles, operates shuttle services for
persons with mobility impairments and bus services on and off campus, and operates WVUs world famous Personal
Rapid Transit system known as the PRT.

Administrative and Parking Management staff is located in Mountaineer Station, which is our intermodal transportation
center. Mountaineer Station houses a 500 space parking garage that is open to all, a transit terminal for Mountain Line,
Megabus, apartment shuttles, and our WVU shuttle bus services. Amenities such as bicycle lockers and showers are
also provided for those that would like to ride their bike to campus.
Parking at West Virginia University is in high demand. We strive to accommodate as many requests as possible. Our
goal is to provide you with the best information possible to assist you with your parking needs.
Students, employees and visitors of (WVU) who park a vehicle/motorcycle on campus in a permit area must secure and
display a parking permit as prescribed in the WVU Parking Rules and Regulations and towing policy.
In order to be added to a waitlist for an on-campus permit spot, send an email to transportation@mail.wvu.edu and
include your name and employee number.

Rules and Regulations

Below is a summary list of major points of the WVU Parking Rules and Regulations.
Temporary parking: No more than one consecutive day of parking in the same area.
Numbered parking areas throughout WVU require valid parking permits for University affiliated persons and
visitors
Faculty, staff, and students are not considered visitors and are in violation when parking in visitor spaces
Temporary permits for a paid parking area may be requested for special purpose by contacting the Parking
Management Office at (304) 293-5502
Downtown permits are valid on a temporary basis in the following lots on campus: Areas 42, 45, 46 , 77 and 81.
Health Sciences permits are valid on a temporary basis in the following lots on campus: Area 5, 7, 42, 45, 46
and 77.
Evansdale permits are valid on a temporary basis in the following lots on campus: Areas 5, 7, 42, and 81.
Law School permits are valid on a temporary basis in the following lots on campus: Area 5, 7, 45, 46, 77 and
81.
If the parking area to which one is assigned is full upon arrival, proceed to the nearest paid lot. Notify the
Parking Management Office immediately by calling 304-293-5502, proper instructions will be provided. Failure to
follow this procedure may result in the issuance of a citation.

enforced from 6:00a .m.-5:00p.m during the duration of fall and spring terms and 7:00a .m.-5:00p.m. Monday thru
Friday. Short-term lots are enforced from 6:00a.m.-8:30p .m. Monday thru Friday.
Parking is enforced 24-hours in Areas 1 (Willey Street), 3 (Falling Run), 4 (Beechurst), 5 (Business &
Economics), 6 (Madien Lane) 8 (Beechurst), 9 (Mountainlair Parking Garage) ,10 (Brooks Hall) ,12 (Arnold Hall) , 13
( Daily Athenaeum), 14 (Next to Gaskins House), 15, 17 (Ming Hsieh Hall), 21 (CBCR), 22 (lower grant avenue) , 23

Persons should respond within ten days from receipt of the citation to resolve the matter. Faculty and staff
members who disregard their citation may be referred to a magistrate court. Students who fail to respond may be
placed on academic restriction.
Persons that have five unpaid parking citations issued from permitted parking areas may be towed at the
owners expense. Persons that have ten unpaid citations issued from short term parking areas may be towed at the
owners expense. Once a vehicle is towed, ALL outstanding citations must be paid in full in order to have your vehicle
released.
Some parking areas for special performance and athletic events may be reserved. Persons that have permits for
these areas must relocate their cars to unrestricted areas by the times noted on parking area signs.
All legal parking areas are designated by signs, painted stripes, or other markings. If it isnt marked- dont park!
The absence of a sign at the entrance of a parking area does not denote that those without proper permits can
use that area.
Parking restrictions are in effect at all times including semester and holiday breaks.
Permits purchased by individuals departing WVU may not be given or sold to persons remaining at the
institution. Permits are not transferable.
Permits may only be used by the permit holder registered with Parking Management. Dependents, friends, and/
or associates of any authorized permit holder are not authorized to use that persons permit while parking for their
personal convenience.
Bicycles, motorcycles, etc., must park in areas provided. They must not park in paid areas assigned to
automobiles. They also must not be secured to railings, fences, or other stationary devices.
Citations will be issued to vehicles parking on sidewalks , grass, yellow lines, at yellow curbs/bumper blocks,
fire zones, in no-parking or non-designated areas, loading and unloading zones, those blocking entrances or exits from
buildings, and students or employees parking in visitor areas . Please do not park in an ADA or disability services space
without proper State or University permit.
Lack of convenient space is not considered a valid excuse for violation of a regulation.
Parking and going into building for ANY period of time to drop off or pick up an item is not a valid excuse to
park in any lot requiring a permit.
Handicapped areas are restricted 24 hours a day, 7 days a week. Violations will result in fines ranging from
$200-$500 and can be towed at the owners expense.

TOWING POLICY
Those persons with 5 or more unpaid citations from parking illegally in West Virginia University lots requiring a
permit will be subject to towing. Those persons with 10 or more unpaid citations in a short term lot will also be subject
to towing. The vehicle will be moved to a location under control of the WVU Police Department.
Should your car get towed, please call the Parking Management Office, 304-293-5502 or the WVU Police Department,
304-293-3136 after hours for information regarding the procedure for getting your car. Prior to release of a towed car,
all unpaid parking citations and the tow charges must be paid.

hr restricted area. During observed WVU Holidays, the non-24 hr restricted lots are available for free parking.

Personal Rapid Transit Information


The Personal Rapid Transit (PRT) system is a unique and easy-to-use transportation solution for WVU students,
faculty, staff, and the Morgantown community. There are five stations: Walnut Street Downtown; Beechurst Avenue for
the Downtown campus; Engineering Sciences; the Evansdale Residential Complex; and Health Sciences. Powered by
electric motors, the computer-driven cars arrive at your station within five minutes after you swipe your Mountaineer
Card or employee ID.
DISRUPTION OF SERVICE
If the PRT is temporarily out of service a notification will be sent out to users via: @WVUDOT twitter account or
Facebook with an estimated time of return service. Direct bus service will be provided for the portion of the system
that is temporarily out of service. Should there be any long-term outage, announcements will be communicated through
mix accounts, e-news, WVU Information Stations and other media across campus.

Accessibility Services
The WVU office of Accessibility Services and Department of Transportation and Parking are committed to helping
students with disabilities receive reasonable transportation around campus. Our goal is to provide an efficient and
effective multi-modal (PRT, shuttles, and Mountain Line bus) accessibility transportation service for WVU students
with temporary and permanent disabilities. The accessibility shuttle service is a free service for all students servicing
all WVU residence halls, and both Evansdale and Downtown campuses. It is designed to meet the mobility needs of
WVU students to get to and from class. Services are provided for the WVU main campus only.

WVU Baseball
Shuttles for WVU Students Free shuttle service for WVU students will also be offered to each WVU baseball home
game this season through WVU Transportation. Student must have a valid WVU Student ID to ride the shuttle.
Two shuttle buses will be available to WVU students. Shuttle pickup locations will be at the Mountainlair 90 minutes
and 30 minutes prior to first pitch, while a pickup will also take place at Towers, approximately 80 minutes and 20
minutes before first pitch each home game.

Zip Car
WVU is offering a short-term rental car sharing program called Zipcar. Zipcar is available 24/7 to provide students,
faculty, and staff with a great method of alternative transportation. As part of our WE GO! campaign to promote
alternative transportation, Zipcar vehicles are conveniently located on on both the Evansdale and Downtown
Campuses.
Two cars will be located on the Evansdale Campus in the loop in front of Bennett Tower, while an additional three will
be located downtown. On the Downtown Campus, two cars will be stationed on Maiden Lane in front of Stalnaker Hall
(beside the Mountain Lair) and another will be located in Sunnyside on the corner of First and Grant street (by Honors
Hall).
The cars are only $8 per hour rented or just $66 for an entire day during the week or $9 per hour or $72 during the
weekend. Gas and insurance are included in this low price so there is no need to worry about filling the tank when your
done! There is an annual $35 registration fee for for becoming a registered Zipster. For new users, Zipcar is offering
$35 worth of free driving to use during your first month, so make sure to take advantage of this special campus deal!

Zimride
Dont let that empty seat go empty for long let someone ride with you and save on transportation costs and get some
neat parking benefits. The WE GO Carpool program is open to WVU faculty and staff including those employees that
work in the Health Sciences Center or WVUH (Ruby Hospital). An employee that carpools with one other person and
travels 50 miles round trip per day could save over $9,000 per year in transportation costs and reduce carbon monoxide
emissions by 640 pounds. Benefits of the Carpool program include preferred parking available to the Carpool from
6:00 a.m. until 9:30 a.m. Monday through Friday in their assigned parking area; 18 free one-day parking permits for
each carpool participant, and; two free Guaranteed Rides Home per year (July through June) for emergency trips.
Students do not get those previously mentioned carpool benefits but they do have access to the carpool matching
software through Facebook.com. Carpool for students is not only beneficial for trips around campus but also for trips
back to hometowns and away sporting events. Log onto WVUs Zimride website at zimride.wvu.edu for more
information on how to register for carpool matching.
Eligible carpools consist of two or more individuals sharing one permit per carpool (members can register more than
one vehicle). When the carpool has been approved all carpool members must be present at the time the permit is issued.

carpool regulations. If a member of the carpool chooses to leave the carpool or leaves employment with the University
or its affiliates, a new carpool agreement must be signed by the remaining members.

PARKING
When arriving at Evansdale Crossing by vehicle, please be advised that free parking is not available.
Metered parking is available in Short Terms Lot 9 (ST9). (See Map) Pay stations are located on the road-side of the lot.
Parking spaces in the lot are numbered. Please remember the number of your parking space and proceed to the pay
station prior to entering Evansdale Crossing. Automated text messaging is available if you need to add additional time
to your parking pass.
Important Notice:
When arriving at Evansdale Crossing, DO NOT proceed past the building. Morrill Way terminates at the Student
Recreation Center Parking Lot. There is not sufficient space to turn around once you have reach the gated access point.
The fee for utilizing this lot is intentionally high to discourage use by individuals who are not visiting the Student
Recreation Center. Parking in this lot will result in a $20 fee, no matter the time spent in the lot.
Parking Validation is not offered for those visiting the Mountaineer Hub.

Want to Make Monthly Payments on Your Tuition Bill?
West Virginia University is pleased to offer a monthly payment plan, administered by Higher One, for all students.
The Tuition Payment Plan is an alternative to paying each semester's tuition and/or housing expenses in full prior to the
Fall term (due in August) and the Spring term (due in December). Some of the advantages of the Higher One Tuition
Pay Plan are
MORE TIME TO PAY. Spread your tuition payments over a period of several months.
AVOID HIGH INTEREST RATES*. Unlike traditional loans, Tuition Payment Plans only charge a small fee
at enrollment.
CONVENIENCE. Enroll, manage your account and make payments all online, 24 hours a day.
CONVENIENT ONLINE STATEMENTS. You will receive your statements via email each month, with a
link to Manage Your Account, where you can view your account or make payments online.
How do I sign up?
Enrolling in the payment plan is fast and easy. You can enroll as early as March 29th for Summer, Fall, and Annual
Plans. The steps to enroll are

Need to Know Information
Late Fees - Should you pay after the 1st on your payment to Higher One then you could incur late fees from
both West Virginia University and Higher One.
Delinquency - Should you miss two consecutive payments your contract will be terminated and you will need
to pay WVU directly in full.
Double Check Your Information - Incorrect information such as your student ID could lead to your tuition
pay payments being applied to another student.
Rent - You cannot pay Rent at WVU owned apartments by Tuition Pay. You will need to pay those charges
separately through STAR and contact the office of student accounts to apply your payment to your rent.
Changes in Bill - Should you add a charge such as a larger meal plan or extra tuition you will need to adjust
your account online through the Higher One website. Failure to do so could result in Late Fees.
Over Payment - Should your contract be larger than your term balance you will be refunded by the office of
student accounts upon the completion of your contract. Refund policies can be found at

Late Fees
In compliance with WVU Student Payment Policy, a non-refundable 1.5% late fee will be assessed on all outstanding
balances greater than and including $200 on the second day of each month.

All payments being mailed must be received and posted by the Office of Student Accounts prior to each due date.
Therefore, it is important to allow sufficient time for your payment to be received and posted by our office. Please
allow 5-7 business days for all mailed payments to be received and posted.
Because of potential delays in U.S. mail, we encourage all students to pay electronically through STAR, where all
payments are updated and reflected immediately.
Financial Holds
Students that do not meet payment deadlines timely will be subject to having their account placed on financial
hold.These holds can only be released after the balance has been paid in full or a previous tuition pay contract has been
brought up to date. Negative effects include inability to

Collection Policy
If a debt is outstanding in addition to holds and late fees a student can be placed in collections. WVU attempts to
prevent this by contacting students by Email, Paper Bills, and other various communications. Once all internal efforts
have been exhausted, WVU will issue a final letter to the student with a deadline for payment. Failure to pay by the
deadline will result in the students account being referred to an outside agency for collection, which normally occurs
near the end of the semester in which there is a delinquent balance. In addition to holds, collection placement will have
a negative effect on your credit score. If you are collections you can contact the appropriate agency below.

Financial Aid and Scholarships


Financial aid is money to be used in meeting expenses related to the completion of an educational program. The
financial aid award is based on your individual financial need and eligibility, and may include various types of aid. This
is your financial aid package. This package may include any combination of scholarships, grants, employment, and/or
loans.
Eligible students meeting required deadlines are offered the maximum amount of aid available after considering
external sources such as the Federal Pell Grant, State Grants and non WVU scholarships. Financial aid primarily comes
in four basic forms:
Scholarships: Gift aid based on academic performance, talent, or achievement. Scholarships can be offered by
WVU or by an outside source.
Grants: Gift money which you do not repay; usually requires financial need.
Student Employment: Money you can earn through a job during college.
Loans: Money that students and/or parents borrow for college expenses which must be repaid (usually after
college).
Receiving Your Aid
Respond to your award offer:

You will receive an award notification. Specific information relating to the various types of financial aid offered
at WVU can be reviewed at our Types of Aid page. IMPORTANT: Some award types have additional
requirements to be completed prior to aid disbursal. You must review the description of each aid type or
contact our office with any questions you have. To avoid cancellation of certain award types, you must
respond to the aid offer within 30 days through your STAR account or by returning the Award Letter if you are
a first time freshman. Some aid types cannot be reinstated after being canceled or declined.

Social Media Guidelines
Purpose
Sharing information is a basic tenet of higher education. Through social media, it is easier than ever to reach out to
others and to share information. There have never been fewer barriers to sharing, but with this openness comes a need
to know exactly what to share and with whom, as well as a clear understanding of what not to do.
WVU is committed to free and open expression and supports its faculty, staff, and students in the use of social media to
connect with each other and to accelerate teaching and learning. Social media is a powerful tool that carries with it
many rewards, but with those rewards come personal and institutional risks. The University has developed these
guidelines to assist the University community in the safe, legal, and effective use of blogs, Facebook, Twitter,
YouTube, LinkedIn, Foursquare, and other social media outlets, and to protect users personal and professional
reputations and the institutional reputation of the University. Because technology evolves constantly, these Guidelines
will be monitored and revised as deemed necessary.
Scope
These Guidelines govern members of the University community, as defined in Board of Governors policy as any
person who is a student (including those at the Health Sciences Center), faculty member, University official or any
other person employed by the University, in their use of web-based social media.

General

Use of social media must comply with all applicable University policies, guidelines, and regulations, including
but not limited to: Board of Governors policies, Division of Human Resources policies, Administration and Finance
policies, and OIT standards and procedures.

Data and Technology Resources Standard, http://oit.wvu.edu/standards/au/. Nothing in these guidelines supersedes the
standards set forth by the Office of Information Technology.

Posting content on social media websites on behalf of the University requires specific authorization.
All social media accounts created on behalf of the University must be linked to a departments administrative or
resource e-mail account, never a personal e-mail account. More than one University employee must have
administrative access to the account. In the event that a site requires an individual account, a unique account should be
created expressly for this purpose. No employee or student should be required, asked, or permitted to use a private,
personal account for the purposes of creating social media accounts on behalf of the University. Administrative access
will be terminated upon the employees termination, voluntary cessation of employment, or assignment to another job.
If, for any reason, a University departments social media account is presently linked to an individual persons e-mail
account, that person relinquishes all rights to the account upon graduation, termination, voluntary cessation of
employment, or assignment to another job. Social media accounts created on behalf of West Virginia University are the
sole property of the University; creators and administrators have no ownership rights whatsoever.
Do not hide your identity. Clearly state your role and goals when posting on behalf of the University.

West Virginia University trademarks and logos may not be used without approval. Contact University Relations
for an approved logo and other images to ensure coordination with other WVU sites and content.

WVU employees and representatives who post on behalf of the University must be mindful at all times of
protecting the Universitys reputation and promoting the Universitys educational mission.

Social media sites provide forums for thoughtful discussion of opposing ideas; if online conversations become
volatile or hostile, employees and representatives of the University must remain respectful, professional, and conscious
of the Universitys primary role as an educational institution.

7.

If a question or comment is directed to one of the Universitys social media sites or pages, strive to respond in a
timely and appropriate fashion. Supervisors should determine who will be permitted to respond directly to users and
whether prior approval is required before issuing a response.

8.

Keep in mind that posts may be viewed by anyone, anywhere in the world, and material can be copied and
forwarded. In addition, search engines may find posts years after their publication dates.

9.

Be familiar with the terms of service and policies of the sites and networks with which you interact and ensure
that you follow them.

10.

Keep personal views separate from University posts. When posting on behalf of the University, ensure that the
contents of your post will further the Universitys mission and reflect positively on your department and the University
as a whole.

11.

Be wary of posting links to another website, as they could contain viruses or imply the Universitys
endorsement of the linked site.

12.

Do not publish any information that you have learned through your job, such as closings, cancellations,
emergencies, or other non-public information, until it has been officially announced by University Relations or other
authorized persons.

Do not cite or reference colleagues or co-workers without their approval.

Do not post confidential information about the University, its faculty, staff, or students. Become familiar with
the FERPA and HIPAA statutes and regulations that impose restrictions on the sharing of certain information. If you

Posting Personal Comments

Identify yourself and be clear that you are sharing your personal views and that they do not represent the views
of the University. If you discuss higher education or issues related to WVU, it is suggested that you add the following
disclaimer: "The views expressed here are mine alone and do not necessarily reflect those of West Virginia University."

2.

Never pretend to be someone else and remember that tracking tools may trace the authors of supposedly
anonymous posts.

3.

Refrain from harassing, abusive, threatening, intimidating, endangering, fear-provoking, dishonest, deceptive,
coercive, or harmful language toward others. A legitimate criticism or other statement of opinion, expressed in a
respectful manner, is not prohibited by this guideline.

4.

Strive to maintain an appropriate and respectful tone when engaging in online discussion. Even though you are
not speaking on behalf of the institution, readers will likely associate you with it. The actions and words of even one
student may reflect on the reputation of the entire University.

5.

You can be held legally liable for what you post on your own site and on the sites of others. Legal liability may
arise for comments that are proprietary, copyrighted, defamatory, libelous, or obscene.

6.

Before posting, consider your audience. Future employers may search the web to screen applicants.

7.

Do not post unapproved projects. If projects you worked on at the University have not been approved for
publication, do not post them on your personal website until the University has done so.

8.

If you are a member of the faculty or a teaching assistant and wish to use social media to relay information and
discuss class topics with students, take care to notify students of whether material posted on the site will remain private
or will be shared publicly. Consider providing students with the choice to opt out of participation in social media sites,
or permit them to use aliases if they have privacy concerns.

9.

If you require use of social media a part of course participation, allow students the option of creating a unique
personal account to be used expressly for this purposes; however, should the student choose not to, the student should
be reminded that posts on the personal account regarding the course or WVU will not be considered personal or
private.

10.

Do not use the Flying WV logo, the WVU logotype, the University seal, the image of the Mountaineer, or any
other WVU marks or images on your online sites. Do not use WVUs name to promote or endorse any product, cause,
political party, or candidate.

11.

Protect your personal information from identity thieves and scam artists. Do not provide your home address,
telephone number, work e-mail address, or work phone number. Consider creating an e-mail address that you use only
for social media sites.

12.

Participate responsibly in online communities by following a code of ethics. There are many codes of ethics for
bloggers and active participants in social media. If you have your own social media site, you may want to post your
own code of ethics.

I understand that, during my participation on Adventure WV, I will be exposed to above normal risks. Although Adventure WV program has
taken precautions to provide proper organization, supervision, instruction and equipment for each trip, it is impossible for the Adventure WV
program to guarantee absolute safety. I acknowledge that all risks cannot be eliminated without destroying the purpose and character of the trip
or seminar. Also, I understand that I share the responsibility for safety on the trip and I assume that responsibility. I agree to comply with the
instructions and directions of the Adventure WV staff members during the trip. The following describes some but not all of the risks.
WVU Adventure WV program take place out of doors, where participants are subject to environmental and other risks. Activities include
hiking and backpacking, camping, rock climbing, initiatives, challenge course activities, caving, and whitewater boating.

Activities take place in remote places, far from medical facilities. Communication and transportation are difficult and sometimes
evacuations and medical care can be significantly delayed.
Equipment may fail or malfunction, despite reasonable maintenance and use.
Meals are prepared on gas stoves or fires. Water requires disinfection before use. Camping risks and hazards include burns, cuts,
diarrhea and flu-like illness, and falling timber.
Travel is by vehicle, raft, on foot and by other means, over rugged unpredictable off-trail terrain, including boulder fields, downed
timber, rivers, rapids, river crossings, mountain passes, steep slopes, slippery rocks. Risks include collision, falling, capsizing,
drowning and others usually associated with such travel.
Environmental risks and hazards include rapidly moving, deep or cold water; insects, snakes, and predators, including large animals;
falling and rolling rock; lightning, flash floods, and unpredictable forces of nature, including weather which may change to extreme
conditions without notice. Possible injuries and illnesses include hypothermia, frostbite, sunburn, heatstroke, dehydration, and other
mild or serious conditions.

I am aware that Adventure WV activities include risks of my injury or death. I understand the description above of these risks is not complete
and that other unknown or unanticipated risks may result in property loss, injury or death. I agree to assume responsibility for the inherent risks
identified herein and those inherent risks not specifically identified. My participation in this activity is purely voluntary, no one is forcing me to
