Description:
The Maine Energy Recovery Company (MERC) was a point of contention in the city of Biddeford, Maine for almost 30 years.
Citizens and politicians alleged the trash-to-energy facility on the bank of the Saco River scared businesses away from the city's downtown due to the plant's smell. Others claimed the facility caused cancer.
In 2012, the city council voted to buy the facility from Casella Waste for $6.65 million, and many citizens rejoiced.
This story explores the history of MERC, and why the 1983 city council
voted to allow the facility in their borders.
