CHAPTER 1.

INTRODUCTION
1.1 Background
Undang-Undang Nomor 20 Tahun 2003 about the National Education
System, Pasal 1 angka 1 state that pendidikan adalah usaha sadar dan terencana
untuk mewujudkan suasana belajar dan proses pembelajaran agar peserta didik
secara aktif mengembangkan potensi dirinya untuk memiliki kekuatan spiritual
keagamaan, pengendalian diri, kepribadian, kecerdasan, akhlak mulia, serta
keterampilan yang diperlukan dirinya, masyarakat, bangsa dan negara. Then,
Pasal 3 restate that national education berfungsi mengembangkan kemampuan
dan membentuk watak serta peradaban bangsa yang bermartabat dalam rangka
mencerdaskan kehidupan bangsa, bertujuan untuk berkembangnya potensi peserta
didik agar menjadi manusia yang beriman dan bertakwa kepada Tuhan Yang Maha
Esa, berakhlak mulia, sehat, berilmu, cakap, kreatif, mandiri, dan menjadi warga
negara yang demokratis serta bertanggung jawab. Function and purposes of the
national education become the main parameter to formulate the Education
National Standard. Education National Standard berfungsi sebagai dasar dalam
perencanaan,

pelaksanaan,

dan

pengawasan

pendidikan

dalam

rangka

mewujudkan pendidikan nasional yang bermutu. Education National Standard is


consist of eight standards, one of them is Assessment Standard that aims to
guarantee:
a) students assessment planning is appropriate with the competence that
will be achieved and based on the assessment principals;
b) implementing students assessment professionally, transparent,
educative, effectively, efficiently, and appropriate with the socialculture context.;
c) reporting the students achievement objectively, accountably, and
informatively.
Education Assessment Standard is arranged as reference of assessment for
teachers, education unit, and government for elementary and middle education
level.

a. What is the definition of education assessment standard?
b. How are the principals and assessment approach in 2013 curriculum?
c. How are the scope, technique, and assessment instrument in 2013 and are
there any difference with the previous curriculum?
d. How are the mechanism and procedure of assessment in 2013 curriculum
and are there any difference with the previous curriculum?
e. How are the implementation and the assessment reporting in 2013
curriculum and are there any difference with previous curriculum?

The purposes of this paper are expresses as follows:
a. To know the definition of education assessment standard
b. To know the principals and assessment approach in 2013 curriculum

difference with the previous curriculum
d. To know the mechanism and procedure of assessment in 2013 curriculum
and the differences with the previous curriculum
