BRITISH COLUMBIA Fire Inspection Report Courthouse Camp May 25 /16 Courthouse Camp inspection 3:30 Pm May 25/16 Escorted by Colin Brown (Vic PD), Dan O'Connor (Vie PD) Based on the order of: May 11, 2016: by Bob Cooper (OFC) Issues from order: Fire Services Act Section 21(a): The premises are in a state of disrepair that a fire starting them might spread rapidly to endanger life or other property; Fire Services Act Section 24(c): A fire hazard exists on the premises 1. Spacing between personal temporary shetters is inadequate. «Spacing between tents inadequate as the required 1 Meter clearance all around does not exist. ‘* There is an overall deterioration of the situation due to the addition of more tents and tarps. 2. The use of flammable tarpaulins over personal temporary shelters and other structures. © The use of tarpaulins covering multiple tents and structures is still a fire safety concern. There seems to be no progress towards of becoming compliant and there appears to be additional tents since last inspection with an increase in the number of tarps in use. 3. Inadequate secondary egress paths from personal temporary shelters to the main egress paths, '* Since the last inspection, the main egress route is more congested through the middle and most temporary personal shelters are situated such that entrances are obstructed. * The addition of more tents to the site since the last inspection has made egress more difficutt ‘© The limited secondary egress that did exist has been further obstructed, 4, Personal temporary shelters do not face a path of egress. ‘* Most temporary shelters still do not face a path of egress. 5. Cooking is too close to combustibles. ‘* No iissues observed at the time of this inspection. There is excessive storage of combustible materials. + There is excessive storage of combustibles through all of the camp that appears to be increasing 7. Open fires without adequate separation from flammable and combustible materials. * Heating was not observed although the tented structures are closed and any open flame equipment was not witnessed. + Inspection of interior of tents not permitted by occupants. © The fire pit was not observed at the time of inspection. Summary There has been deterioration of the camp since the last inspection with items blocking egress pathways. Structures are larger and flow together due to flammable tarpaulins with little or no separation between the tents. Overall the danger to life safety created by the fire hazard increasing and is considered to be only a matter of time before a serious fire incident occurs.
