Dr. Ku Maisurah Ku Bahador dilahirkan di
Kampung Singkir Darat, Yan, Kedah pada 23
Februari 1976. Beliau mendapat pendidikan
asas di daerah Sik, Kedah dan melanjutkan
pelajaran di POLIMAS dalam kursus diploma
perakaunan pada 1994 sebelum melanjutkan pengajian di Universiti Utara Malaysia.
Selepas mendapat Ijazah Sarjana Muda Perakaunan dengan Kepujian, beliau ditawarkan
menjadi Tutor di universiti yang sama dan
seterusnya berpeluang melanjutkan pengajian ke peringkat Sarjana di Universiti Sains
Malaysia (2002) dan Doktor Falsafah (PhD)
pada 2014 di University of South Australia,
Adelaide. Dr. Ku Maisurah Ku Bahador bertugas sebagai Pensyarah Kanan di Pusat Pengajian Perakaunan, UUM dan buat masa ini
sedang memegang jawatan Pengurus Jaminan Kualiti Akademik di Institut Pengurusan
Kualiti (IPQ).

Dilahirkan di Johor, anak bongsu dari 5 adik
beradik ini telah mendapatkan kelulusan
Bachelor of Science (Computer Science) dari
University of Omaha, Nebraska, U.S.A. Beliau
telah memulakan tugas di Universiti Utara
Malaysia sejak tahun 2015 dan kini ditempatkan di Bahagian Perancangan Korporat,
Institut Pengurusan Kualiti (IPQ) sebagai
Pengurus e-Management.

Beliau dilahirkan pada 08 Julai 1988 di
Hospital Besar Kangar, Perlis dan sekarang
menetap di Jitra, Kedah. Ibu kepada dua
orang anak ini berkelulusan Ijazah Sarjana
Muda Sains Sosial dan Kemanusiaan
(Psikologi) dari UKM dan kini sedang
melanjutkan pengajian dalam bidang
Master of Business Management (MBA)
di OYAGSB UUM secara separuh masa.
Beliau telah memulakan tugas di Universiti
Utara Malaysia sejak tahun 2012 dan kini
ditempatkan di Institut Pengurusan Kualiti
(IPQ) sebagai Pegawai Tadbir N41 sejak
Januari 2015. Antara projek Universiti
yang pernah dikendalikan beliau selain
mengendalikan hal ehwal pentadbiran
ialah projek MyMohes, SBSys dan Anugerah
Kecemerlangan UUM.

Dilahirkan pada 09 Disember 1989 di Sungai Behrang, Perak dan sekarang menetap
di Changlun, Kedah. Anak bongsu daripada
6 orang adik beradik. Berkelulusan Diploma
Kejuruteraan Elektronik Komputer dari Politeknik Seberang Perai, Pulau Pinang. Beliau
telah memulakan tugas di Universiti Utara
Malaysia sejak tahun 2013 dan kini ditempatkan di Institut Pengurusan Kualiti (IPQ)
sebagai Pembantu Tadbir (Pengkeranian/
Operasi) di bahagian Daya Saing Global
(BDSG).

Beliau dilahirkan pada 21 Januari 1991 di
Jelebu, Negeri Sembilan dan sekarang
menetap di Kodiang, Kedah. Anak bongsu
daripada 5 adik beradik ini berkelulusan
Diploma Sains Kesetiausahaan daripada
Politeknik Tuanku Syed Sirajuddin (PTSS).
Beliau telah memulakan tugas di Universiti
Utara Malaysia sejak tahun 2011 dan sehingga kini beliau diamanahkan bertugas
di Institut Pengurusan Kualiti (IPQ) sebagai
Pembantu Setiausaha Pejabat.

Berasal dari negeri Johor Darul Takzim dan
dilahirkan pada 5 Februari 1980, beliau merupakan anak ketiga dari empat orang adik
beradik. Beliau mula berkhidmat di Universiti Utara Malaysia pada Februari 2001 sebagai
Pembantu Tadbir P/O di PACE dan kemudian
bertukar jabatan ke Jabatan Hal Ehwal Pelajar bermula dari tahun 2006 sehingga tahun
2013. Pada Disember 2013, beliau ditempatkan di Institut Pengurusan Kualiti (IPQ) dan
masih berkhidmat sehingga kini.

15 November 2015 (Ahad) - Komitmen tinggi semua pihak diperlukan bagi memastikan Pelan Strategik Fasa II Universiti Utara Malaysia (UUM) yang akan dilancarkan tahun hadapan dapat dilaksanakan dengan berkesan.
Naib Canselor, Prof. Dato’Seri Dr. Mohamed Mustafa Ishak berkata Pelan Strategik Fasa II UUM perlu dihasilkan secara kolektif oleh semua warga UUM tanpa mengira ahli akademik atau para pentadbir kanan supaya semua
pihak dapat menjadi sebahagian daripada agenda yang ingin dibangunkan ini. “Komitmen yang tinggi dari semua pihak terutama kepimpinan atasan dari pihak akademik dan pentadbiran amat diperlukan. Semua
pihak perlu yakin dan percaya terhadap pelan strategik ini supaya ianya dapat dilaksanakan dengan berkesan kerana ia adalah hasrat dan matlamat untuk dicapai bersama dalam tempoh lima tahun akan datang ke arah
meletakkan UUM ke tahap yang lebih baik,” ujarnya ketika berucap pada majlis perasmian Bengkel Penetapan KPI Siri II Pelan Strategik Fasa II (2016-2020) anjuran Institut Pengurusan Kualiti (IPQ) di EDC-UUM semalam.
Bengkel Siri II berlangsung selama dua hari mulai semalam dan hari ini yang memfokuskan kepada pemurnian, semakan dan penentuan pemberat, serta persediaan kepada KPI Pusat Pengajian dan PTJ. Beliau
turut membentangkan pencapaian UUM sejak Pelan Strategik Fasa 1 dilancarkan pada 2010 dan membentangkan sasaran UUM bagi Pelan Strategik Fasa II yang akan dilancarkan pada 2016 sehingga 2020. “UUM
telah menempa beberapa kejayaan cemerlang sejak Pelan Strategik Fasa 1 dilancarkan seperti berada dalam kedudukan 701+ dalam QS World University Rankings dan tersenarai dalam kedudukah 200 terbaik
dunia dalam subjek Perakaunan dan Kewangan selain memperoleh akreditasi Association of MBAs (AMBA), ABEST21 dan pensijilan AUN-QA bagi lima program pengajian pada 2015,” katanya. Tambah beliau, laluan
ke hadapan UUM bagi tempoh 2016-2020 dari segi kedudukan dalam QS World University Rankings ialah mensasarkan kedudukan 200 universiti terbaik dunia, kedudukan 50 terbaik di Asia, kedudukan 10 terbaik
di Asia Tenggara, kedudukan lima terbaik di Malaysia selain meletakkan Othman Yeop Abdullah Graduate School of Business (OYAGSB) dalam kedudukan 100 sekolah perniagaan terbaik dunia.

PELAN STRATEGIK FASA II
Naib Canselor menambah aspek penyelidikan, penerbitan dan perundingan juga perlu ditingkatkan dan ia perlu diperkukuhkan dengan mensasarkan setiap puat pengajian mempunyai satu pusat kecemerlangan (Centre of
Excellence) dan institusi penyelidikan sedia ada perlu digerakkan menjadi Pusat Kecemerlangan Pengajian Tinggi (Higher Institution Centre of Excellence, HICoE). Selain itu katanya bagi program pengajaran dan pembelajaran
siswazah dan pascasiwazah, setiap pusat pengajian masing-masing perlu mempunyai satu program flagship siswazah, dan program flagship pascasiswazah. “Manakala bagi tiga buah pusat pengajian pascasiswazah perlu ada
pendidikan eksekutif yang berimpak tinggi dan pelbagai serta pembelajarannya disesuaikan dengan kajian kes,” ujarnya. Sementara dari aspek kebolehpasaran graduan, 90% graduan disasarkan memperoleh pekerjaan pada
2016-2020, selain memperkenalkan integrated cumulative grade point average (iCGPA) dan program kurikulum berasaskan industri kerana mahu melahirkan graduan yang diterima di pasaran kerja.
“Pusat pengajian juga perlu memperkenalkan CEO faculty programme + adjunct professor bagi setiap program pengajian bagi membolehkan profesional-profesional dari industri berinteraksi dengan fakulti
dan program berkenaan pada setiap semester supaya program-pogram pengajian lebih bersifat industri. CEO dan profesor adjung juga akan membantu untuk menyemak kurikulum dan program pengajian,”
jelasnya. Antara perkara-perkara lain yang ditekankan beliau untuk dilaksanakan pada 2016 dan seterusnya ialah modal insan, pembangunan bakat dan pengurusan, pengantarabangsaan, penjanaan
kekayaan dan pengkomersilan serta langkah-langkah penjimatan. Di samping itu, Pengarah IPQ, Prof Madya Dr Haim Hilman Abdullah mengucapkan jutaan terima kasih kepada Timbalan Naib Canselor
Penyelidikan & Inovasi, Prof. Dr. Noor Azizi Ismail, ahli-ahli Jawatankuasa Pengurusan Universiti (JPU), dekan-dekan pusat pengajian, ketua-ketua jabatan, dan pegawai-pegawai kanan universiti.

PENGARAH
Terus Maju Memacu Agenda UUM
IPQ terus gigih dalam usaha memastikan setiap agenda yang diamanahkan
oleh universiti kepada IPQ dilaksanakan pada tahap terbaik. Ada sesetengah
pihak beranggapan berada dilokasi seperti Sintok menyukarkan UUM untuk
berkembang maju. Pada asasnya ada benar anggapan tersebut tetapi buat
mereka yang yakin bahawa setiap kekurangan akan membuka peluang pasti
melihat perkara ini dari sudut positif.
Ini dapat diterjemahkan apabila satu demi satu kejayaan diraih oleh UUM
dan semua kejayaan tersebut tidak bertunjangkan kepada faktor lokasi tetapi
kualiti. Dengan kata lain, IPQ selaku peneraju agenda kualiti, ranking, rating
dan perancangan korporat UUM telah membuktikannya menerusi beberapa
kejayaan besar yang diraih UUM mutakhir ini.
Pendekatan IPQ yang mengamalkan konsep KITA atau ‘WE’telah membuahkan hasil
cukup memberansangkan. Di IPQ, semua warga kerja dilayan sama rata, dihormati,
hubungan disulami dengan nilai-nilai agama dan kekeluargaan yang tinggi. Perkara
serupa juga dikembangkan apabila IPQ berurusan dengan rakan-rakan dari Pusat
Tanggungjawab (PTJ) lain iaitu mereka yang berurusan dengan IPQ.
Kesan daripada kerjasama erat tersebut telah membolehkan UUM terus
cemerlang dalam QS World University Rankings. Secara khususnya, pada
tahun pertama UUM menyertai agenda ranking antarabangsa, UUM tidak
tersenarai dalam ranking dunia tetapi berada di kedudukan 299 Asia sahaja.
Namun begitu hasil dorongan Dato Seri Naib Canselor dan kepimpinan universiti,
IPQ dan seluruh PTJ yang berkaitan terus gigih berusaha dan hasilnya telah
membawa kepada lonjakan kedudukan UUM di mana pada 2013 meningkat
naik ke tangga 234, manakala pada 2014 dikedudukan 213 dan pada 2015 buat
pertama kalinya UUM memecah masuk ke dalam kelompok 200 terbaik Asia iaitu
di kedudukan 193.
Untuk julungkalinya juga pada 2015 UUM tersenarai dalam QS ranking
peringkat dunia di mana berada dikedudkan 701+. Ini ,merupakan satu
pencapaian terbaik dalam sejarah sepanjang penubuhan UUM selama 31
tahun. Berada dalam kelompok 701+ terbaik dunia untuk sebuah universiti
berfokuskan pengurusan dari jumlah keseluruhan universiti di dunia iaitu
sekitar 35,000 buah adalah satu pencapaian membanggakan.
Dengan kata lain kejayaan cemerlang ini banyak bergantung kepada
peningkatan kecekapan sistem penyampaian UUM yang ditunjangi oleh IPQ.
Secara khususnya IPQ adalah PTJ yang bertanggungjawab dalam memastikan
kelangsungan pelaksanaan MS ISO9001:2008, dan Asean University NetworkQuality Assurance (AUN-QA) di mana hari ini 5 program telah peringkat sarjana
muda telah memperoleh pensijilan peringkat serantau ini.

COMMITMENT FROM ALL NEEDED FOR UUM STRATEGIC PLAN PHASE II TO SUCCEED
15 November 2015 (Sunday) - The strong commitment of all parties is needed to ensure that the Phase II of the Universiti Utara Malaysia (UUM) Strategic Plan which will be launched next year will be effectively implemented.
UUM Vice-Chancellor, Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak said the Phase II of the UUM Strategic Plan has to be produced collectively by UUM denizens regardless of academicians or senior administrators so as to
ensure that everyone can be part of this soon to be developed agenda. “High commitment from all parties, especially from the main leadership of the academics and administrative is vital. Everyone must be confident and
believe in this strategic plan so that it can be implemented effectively as it is the desire and the goal to be achieved together in the next five years to come in hopes of positioning UUM at a better level, “ he said in his speech at
the opening ceremony of the Key Performance Index (KPI) Determination Workshop Series II UUM Strategic Plan for Phase II (2016-2020), organised by the Institute of Quality Management (IPQ) at EDC-UUM on Saturday.
The two-day Series II Workshop continued yesterday with moderation, revision and determination of the weightage sessions as well as preparation of Key Performance Index (KPI) session for the various Schools and Centres
of Authority. Prof. Dato’Seri Dr. Mohamed Mustafa Ishak also presented attendees with the achievements accomplished by UUM since the launch of the its Strategic Plan Phase 1 in 2010 as well as the target of Phase II which
is set to take place from 2016 until 2020. “UUM has made several breakthroughs since the launch of Phase I of its Strategic Plan namely when being positioned at the 701+ position in the QS World University Rankings and
listed amongst the 200 world’s best for subject s namely Accounting and Finance aside from obtaining various accreditation which include Association of MBAs (AMBA), ABEST21 and AUN-QA certification for a total of five
courses in 2015, “ he said. He added that the path forward for UUM for the 2016-2020 period in terms of position in the QS World University Rankings is targeted at becoming amongst the world’s top 200 universities, Asia’s
best 50, ranked 10 in Southeast Asia, the top five universities in Malaysia as well as positioning the Othman Yeop Abdullah Graduate School of Business (OYAGSB) in the list of the100 of the world’s best business schools.
The Vice-Chancellor also added that research, publication and consultation must be improved and strengthened by setting up a centre of excellence for every school and mobilizing the existing research institutes into Higher
Institution Centres of Excellence (HICoE ). In addition to the undergraduate and postgraduate teaching and learning programmes, each school should have both undergraduate and postgraduate flagship programmes. “The
three Postgraduate Schools should each have a variety of high impact executive education as well as learning with the assistance of customized case studies,” he said. As for the marketability aspect of graduates, 90% of
graduates are targeted to find jobs in 2016-2020, in addition to introducing the integrated cumulative grade point average (CGPA) and industry-based curriculum programme for the desire to produce graduates who are
marketable in the job market.
“Schools should also introduce CEO faculty programme + adjunct professor for each study programme to enable professionals from industry to interact with the faculty every semester. Hence, by doing
so the study programme becomes more industry oriented. The CEO and adjunct professor will help to revise the curriculum and programmes of study,” he explained. Human capital, the management and
development of talent, internationalization, commercialization and wealth creation and steps to save are among the other matters on the agenda which will be implemented in the year 2016 were also
emphasised by the Vice-Chancellor. Aside from that, the Director of IPQ, Assoc. Prof. Dr. Haim Hilman Abdullah also expressed his gratitude and appreciation to the Deputy Vice-Chancellor for Research &
Innovation, Prof. Dr. Noor Azizi Ismail, members of the University Management Committee, Deans, Heads of Department and university senior officials for gracing the workshop.

Di samping itu, IPQ turut menjadi sekretariat dalam mengendalikan audit
Swaakreditasi yang merupakan audit institusi terbesar yang pernah dilakukan
dalam sejarah penubuhan UUM. Berjaya dalam audit ini yang akan diketaui
keputusannya pada pertengahan tahun 2015 akan membolehkan UUM
mengendali sepenuhnya sistem jaminan kualiti program akademik yang
sebelum ini dilakukan oleh MQA.
Akhir kata, secara khususnya Moto IPQ iaitu FOCUS, ACCURATE, SHARP & TIMELY
akan terus dijadikan asas utama oleh warga IPQ dalam memastikan setiap
amanah yang diberikan oleh universiti khususnya dan negara amnya dilaksana
pada tahap terbaik.

Continously Driving UUM Agenda
IPQ continues to preserve the agendas entrusted by the university to its
level best. Located at Sintok does not hinder UUM to outgrow. Certain
people may assume that it will be difficult, but for others who believe that
shortfalls may unlock opportunities, will definitely see things from the
positive viewpoints.
UUM has proven itself, one after another success and it does not orbited by
location, but quality. In other words, IPQ as the catalyst of quality, ranking,
rating and corporate planning of UUM has proven itself through series of
huge recent achievements.
The “we” concept practiced by IPQ has yield encouraging results. In IPQ,
everyone is treated equally, respected, and blended with the values of

religions and family. The same approach applied when members of IPQ deals
with others from other centres.
The outcome of such close cooperation enables UUM to continue to excel in
the QS World University Rankings. During the first year of its participation in the
international ranking agenda, UUM was not listed in the world ranking, but was
listed at 299th in Asia.
Nonetheless, encouragement by the Vice Chancellor and key-office bearers, IPQ
and other centres associated to keep striving has granted UUM to leap from
234th in 2013 to 213th in 2014 and later in 2015 for the first time, UUM was
ranked among 200 best Asia at 193th.
In the year 2015 as well, UUM was listed in the world QS Ranking at the position
of 701+. This is one of the greatest achievements in the history of UUM after
its 31 years of establishment. Being ranked as 701+ at world’s best for a
management focused university out of 35,000 other universities around the
world is an impressive achievement.
The success was influenced by the improvement of UUM delivery system
efficiency led by IPQ. IPQ is specifically responsible to ensure the continuity of
MS ISO9001:2008 and Asean University Network-Quality Assurance (AUN-QA)
certification. Today, five (5) of our bachelor degree programmes has obtained
the certification.
Apart from that, IPQ also acts as the secretariat in administrating the Self Accreditation audit. It is the largest institution audit carried out throughout
the history of UUM. The result of this audit will be released in mid of 2015.
Succeeding in obtaining this accreditation will enable UUM to administer its
own academic programme quality assurance system which was previously
handled by MQA.
Lastly, IPQ motto- FOCUS, ACCURATE, SHARP & TIMELY will continuously
become IPQ’s basis to perform our level best in preserving the trust given by
the university and country.

Dr. Mohamed Mustafa Ishak hari ini mempengerusikan
Mesyuarat Pembentangan Pencapaian 6 Bulan Pertama
Pelan Strategik Universiti Utara Malaysia (UUM) 2015 di Bilik
Mesyuarat Senat, Jabatan Canselori.
Beliau dalam ucapan aluannya menekankan beberapa
perkara yang perlu dititikberatkan terutama dalam Pelan
Strategik UUM Fasa 2 bagi merealisasikan agenda menjadi
Universiti Pengurusan Terkemuka.
Antaranya akreditasi, pensijilan ISO 26000 - Social
Responsibility, pensijilan OHSAS 18001 - Quality, Safety, Health,
Environmental, Radiation, and Hygiene Management, dan
pensijilan ISO 14001 - Enviromental Management Systems.
Tambah beliau lagi pihak pusat pengajian perlu meningkatkan
jumlah pengambilan staf dan pelajar antarabangsa kerana
pengantarabangsaan merupakan agenda penting dalam
Pelan Strategik UUM selain menggiatkan kolaborasi dengan
universiti-universiti antarabangsa.

Penubuhan Pusat Pengurusan Kualiti (PPQ).

1993:

Pusat Pengurusan Kualiti dinaik taraf kepada Institut Pengurusan Kualiti (IPQ).

2008:

Institut Pengurusan Kualiti (IPQ) diletakkan di bawah QPAI dan dikenali sebagai Pusat Pengurusan Kualiti (PPQ).

2011:

Pusat Pengurusan Kualiti (PPQ) telah ditukar semula kepada Institut Pengurusan Kualiti (IPQ) dan digunakan sehingga
ke hari ini.

1991:

Quality Management Center was upgraded to Quality Management Institute (IPQ).

1991:

13 August 2015 (Thursday) - UUM Vice-Chancellor, Prof Dato’
Wira Dr. Mohamed Mustafa Ishak chaired a meeting on the
Presentation of the Achievements of the First 6 Months of
the Universiti Utara Malaysia (UUM) Strategic Plan 2015 at
the Senate Conference Room, Chancellery, yesterday.
During his opening speech, the Vice-Chancellor stressed
on the need to emphasize several items found in the
UUM Strategic Plan Phase 2 in order to realise UUM’s
agenda of becoming
the
Eminent
Management
University.

9 August 2015 (Sunday) - The credibility and reputation of University of Malaya (UM) as a leading
university in Malaysia as well as being listed in the top 30 universities in the Quacquarelli Symonds
Asia has prompted Universiti Utara Malaysia (UUM) to learn from the success of UM’s Strategic Plan
in particular as UUM launches its Phase 2 of the Strategic Plan next year.

11 July 2015 (Saturday) - Kelab Kebajikan of Quality Management
Institute (IPQ) held iftar reception with the Vice-chancellor at TH Hotel
to foster better relationship in the holy month of Ramadan. The
reception was attended by the Vice-chancellor along with 40 IPQ
staff with their families. The Vice-chancellor in his speech expressed
gratitude to all IPQ staff who have helped improve the UUM ranking.

Universiti Malaya (UM) sebagai sebuah universiti
tersohor di Malaysia dan tersenarai dalam kelompok
30 terbaik dalam ranking QS Quacquarelli Symonds Asia
mendorong Universiti Utara Malaysia (UUM) untuk turut belajar
daripada kejayaan UM itu khususnya menjelang Pelan Strategik Fasa 2
UUM yang akan dilancarkan pada tahun hadapan.
Justeru bagi tujuan tersebut, Institut Pengurusan Kualiti (IPQ) UUM telah
menganjurkan sesi Perkongsian Pengalaman Universiti Malaya & Pelan Pembangunan
Pendidikan Malaysia (Pendidikan Tinggi) dengan mengundang Naib Canselor UM, Prof Dato’
Dr Mohd Amin Jalaludin dan Prof Dato’ Ir. Dr Mohd Saleh Jaafar, Perunding Pelan Pembangunan
Pendidikan Malaysia (PPPM) (Pendidikan Tinggi/PT) berkongsi pengalaman bersama warga UUM
di EDC-UUM pagi tadi. Perkongsian ini bertujuan mendapat input bagi memantapkan lagi Pelan
Strategik Fasa 2 UUM agar ianya selari dengan PPPM (PT) yang dilancarkan Perdana Menteri April
lalu. Prof Dato’ Dr Mohd Amin berkata antara strategi yang paling penting yang dilaksanakan UM
untuk meningkatkan reputasi akademiknya ialah pengantarabangsaan pelajar dan staf. Menurut
beliau pada tahun 2000 jumlah pelajar antarabangsa di UM hanya 5% dan ianya meningkat kepada
25% pada 2014 manakala staf antarabangsa berjumlah 10% pada 2000 meningkat kepada 27%
pada 2014.

“Pengantarabangsaan dibahagikan kepada dua iaitu yang pertama dengan menganjurkan dan menjadi
tuan rumah persidangan antarabangsa dan menjalinkan kerjasama strategik antarabangsa. Selain
membantu meningkatkan reputasi akademik UM, langkah ini juga meluaskan peluang untuk penyelidikan
dan penerbitan berimpak tinggi. “Pengantarabangsaan kedua ialah pertukaran staf akademik dalam
jangka masa pendek untuk meningkatkan keupayaan staf akademik UM dengan memfokuskan kepada
rantau Amerika Utara, Amerika Latin, Eropah, Australia, Korea dan Jepun; 200 Universiti terbaik dalam QS
Ranking, Times Higher Education, Shanghai Jiao Tong Rankings dan rakan usaha sama yang berada dalam
ranking 100 terbaik bagi setiap disiplin,” ucapnya. Tambahnya lagi antara strategi dan pelan tindakan lain
yang dilaksanakan UM ialah penjenamaan seperti penglibatan dalam QS, penyertaan dalam mesyuarat
dan jalinan strategik antarabangsa, pengiklanan dan peningkatan imej; jalinan kerjasama dengan industri
seperti latihan industri pelajar dan staf di syarikat antarabangsa dan multinasional untuk meningkatkan
reputasi staf; memperluaskan sumber manusia dengan mengambil staf antarabangsa dan pengekalan
bakat (talent retention) bagi mengurangkan penghijrahan cendekiawan; output penyelidikan strategik
dengan membuat siri penerbitan UM seperti ‘UM Collection of Malay Manuscripts Series’, ‘UM Biographical
Dictionary of Malaysia’ dan pengantarabangsaan kurikulum dengan mengadakan ijazah berkembar bagi
program siswazah dan pasca-siswazah (satu program berkembar di setiap fakulti).
Dalam satu lagi pembentangan mengenai Halatuju Pelan Pembangunan Pendidikan Malaysia
(Pendidikan Tinggi) yang disampaikan oleh Prof Dato’ Ir. Dr Mohd Saleh Jaafar, beliau menjelaskan
mengenai perubahan lanskap yang terkandung di dalam PPPM (PT). “PPPM (PT) menggariskan 10
Lonjakan bagi mencapai aspirasi sistem dan aspirasi pelajar yang akan mendorong kecemerlangan
berterusan dalam sistem pendidikan tinggi. Lonjakan ini juga akan menjelaskan kaedah untuk
menangani isu berkaitan prestasi utama sistem, terutamanya kualiti dan kecekapan serta pengaruh
persekitaran global yang semakin mencorakkan landskap pendidikan tinggi.”“Empat Lonjakan yang
pertama memfokus pada keberhasilan warga pendidikan tinggi, termasuk pelajar dalam laluan
akademik dan teknikal dan vokasional (TVET), komuniti akademik dan seluruh rakyat Malaysia
yang mengikuti pembelajaran sepanjang hayat. Enam Lonjakan seterusnya memberi tumpuan
pada pemboleh (enablers) ekosistem pendidikan tinggi, merangkumi pembiayaan, tadbir urus,
inovasi, pembelajaran dalam talian, pengantarabangsaan,” ujarnya.

Hence, the UUM Institute of Quality Management (IPQ) invited Prof Dato’ Dr Mohd Amin Jalaludin
the Vice-Chancellor of UM and Prof Dato’ Ir. Dr Mohd Saleh Jaafar, fellow Consultant, Malaysia
Education Blueprint (Higher Education) (PPPM (PT)) to share their thoughts and experiences in
a special sharing session with the UUM members of staff at the EDC-UUM yesterday morning. The
main aim of the sharing session is to gain the much needed input on ways to strengthen the UUM
Strategic Plan for Phase 2 so as to ensure that the objectives outlined are parallel to the Malaysia
Education Blueprint (Higher Education) launched by the Prime Minister last April. Prof Dato’ Dr
Mohd Amin said that one of the most important strategy implemented by UM to boost its academic
reputation is the internationalisation of academic staff and students. According to him, in the year
2000 the number of international students studying in UM was only 5% and it increased to 25% in
2014 while international staff amounted to 10% in 2000 and later increased to 27% in 2014.
“Internationalisation is divided into two, firstly by organising and hosting international conferences
and establishing international strategic alliances. In addition to helping enhance the academic
reputation of UM, this will also expand opportunities for high-impact research and publications.
“The second kind of internationalisation is sending the UM academic staff for short term exchange
programme to North America, Latin America, Europe, Australia, Korea and Japan; 200 best
universities in the QS Ranking, Times Higher Education; Shanghai Jiao Tong Rankings and partners
that are in the top 100 ranking for each discipline. These short term exchange programmes will
help improve and enhance the skills and capabilities of the UM academic staff, “he said. He added
that other strategies and action plans implemented by UM include branding namely participation
in QS, participation in international meetings and strategic alliances, advertising and image
enhancement; collaboration with industries such as industrial training for students and staff
at international and multinational companies to improve the reputation of the staff ; expanding
human resources with international staffing and retention of talent (talent retention) to reduce
brain drain; strategic research output by creating a series of UM publications such as ‘UM Collection
of Malay Manuscripts Series’, ‘UM Biographical Dictionary of Malaysia’ and the internationalisation
of the curriculum with a dual degree programme for graduate and post-graduate (one twinning
programme in each faculty).
In another presentation on Direction of Malaysia Education Blueprint (Higher Education) presented by
Prof Dato’ Ir. Dr Mohd Saleh Jaafar, attendees were enlightened with the changes made in the PPPM
(PT). “PPPM (PT) has outlined 10 shifts in order to achieve the system aspirations and the aspirations
of the students. These will in turn encourage continued excellence in the higher education system.
The shifts will also justify and determine the best method to address the major issues related to the
performance of the system, particularly the quality and efficiency as well as the effects of the global
environment that are increasingly shaping the landscape of higher education. “ “The first four shifts
focus on the success of the members at the higher education, including students in the technical and
vocational (TVET) route, the academic community and the people of Malaysia who pursue lifelong
learning. The six other shifts focus on the enablers of the higher education ecosystem namely financing,
governance, innovation, online learning, internationalisation, “he said.
Meanwhile, UUM Vice-Chancellor, Prof Dato’ Wira Dr. Mohamed Mustafa Ishak in his speech said
that the sharing session is important and useful to UUM especially in order to improve research and
publishing which are still new in UUM. Also present at the event were the Deputy Vice-Chancellor,

“IPQ plays a vital role to ensure the University’s Strategic Plan
involving the Phase 1 and Phase 2 continue to be at higher level.
Many tasks need to be done to complete the Phase 1 Strategic
Plan before entering the Phase 2 next year for a period of 5 years
where Phase 2 will be more critical and challenging because we
are now getting almost there,” he said. He said, therefore, everyone
must intensify efforts and work smart to improve quality of work.
He further added that IPQ has to keep an eye on other Centres of
Responsibility (PTJ) to ensure they are on the right track.

Bermula awal tahun 2015, Bahagian

are the activities held to gather ideas
and strategies from various centres in
UUM:

Di sesi pembukaan itu juruaudit mencadangkan slide
pembentangan ditambah baik di samping mengingatkan
Ketua Jawatankuasa dan Ketua Zon melengkapkan
dokumen masing-masing sebelum audit persijilan
sebenar dijalankan.
Setelah selesai sesi pembukaan, audit dokumentasi dan
audit kawasan dimulakan bermula dengan Zon Daya Saing
Global. Pada sebelah petang audit kawasan bersambung
di Zon Sistem Kecemerlangan Kualiti dan di akhiri dengan
Zon Perancangan Korporat.
Audit ini diakhiri dengan sesi pembentangan daripada
Juruaudit akan hasil penemuan serta cadangan
penambahbaikan yang perlu diambil oleh IPQ sebelum
audit persijilan yang sebenar dijalankan. Pengarah IPQ
berharap agar semua staf dapat mengambil tindakan
penambahbaikan dengan kadar segera untuk memastikan
IPQ berjaya mendapat Persijilan 5S MPC nanti.

5S PRE-AUDIT VISIT BY MPC

3 August 2015 (Monday) – A 5S practises pre-audit visit by
Malaysia Productivity Corporation (MPC) auditor, Mr Mohd
Khairil Anuar Amir Hamzah was held. The ceremony began
with presentation of the IPQ 5S montage and a briefing by
the Director of IPQ, Assoc. Prof. Dr. Haim Hilman Abdullah.
In the opening session, the Auditor recommended
the presentation slides to be improved in addition to
reminding the Head of the Committee and Head of Zone
to complete the respective documents before the actual
certification audit is conducted.
Later, documentation and area audit was started,
beginning with Global Competitiveness Zone. In the
afternoon, the audit continued with Quality Excellence
System Zone and ended with Corporate Planning Zone.
The audit was concluded with the Auditor’s presentation
on findings and recommendations of improvements
that need to be taken by the IPQ before the actual audit
certification. Director of IPQ hoped that all staff would
take immediate action to ensure IPQ manages to get MPC
5S certification later.

The major focus for the Strategic Plan Phase 2 is the
prolongation from the Strategic Plan 1 with part of the plan
was successfully achieved in 2015. One of the achievement
is the ranking accomplishment being at below 700+ in the
QS Ranking.

Fokus utama Pelan Strategik Fasa 2 adalah untuk menjadi
kesinambungan kepada Pelan Strategik Fasa 1, di mana
beberapa hasil daripada Pelan Strategik Fasa 1 telah pun dirasai
pada tahun 2015. Di antaranya adalah pencapaian ‘ranking’ pada
tangga ke 700+ global dibawah QS Ranking. Untuk mencapai
objektif utama pada Pelan Strategik Fasa 2 iaitu antaranya
mendapat Business School ‘Top 100’ serta ‘ranking’ Top 200
dunia untuk UUM, banyak perancangan dan strategi yang perlu
dilakukan oleh UUM. Dengan adanya Pelan Strategik Fasa 2, KPI
(Key Performance Indicator) yang diaturkan dapat membina dan
membentuk pencapaian UUM ke arah hasil yang diinginkan.

UUM needs to put forth a great deal of planning and
strategies in order to achieve the Top 100 Business
School and to rank at world top 200, as devised in the
Strategic Plan Phase 2. With Strategic Plan Phase 2, the
KPI (Key Performance Indicator) determined will be able
to develop and gear UUM’s achievements towards the
desired outcome.

Antara KPI yang diwujudkan adalah berkaitan pengajaran dan
pembelajaran pelajar, penyelidikan dan penerbitan serta latihan/
konsultansi. Selain daripada itu, aspek penyediaan prasarana
serta kualiti perkhidmatan kepada pelajar juga tidak dilupakan.
Program-program yang diberikan juga perlu mencapai akreditasi
untuk memastikan program yang diberikan adalah berkualiti.

Among the KPI developed includes teaching and
learning, research and publication as well as trainings and
consultations. Besides that, the aspect of amenities and
service quality to students are also taken into consideration.
The programmes provided should also achieve the
accreditation standard in order to ensure the quality.

Cabaran utama untuk UUM melaksanakan Pelan Strategik Fasa 2
ini adalah keadaan ekonomi yang tidak menentu bermula akhir
tahun 2015 dan semakin nyata pada tahun 2016. Penurunan bajet
yang diberikan kepada Universiti Awam berikutan semakan Bajet
2016 oleh kerajaan memberi impak kepada UUM. Ini bermakna
bajet untuk pelaksanaan Pelan Strategik Fasa 2 juga memberikan
cabaran kepada pihak UUM untuk melaksanakan perancangan
yang telah ditetapkan. UUM akan cuba sedaya upaya untuk
mencapai perancangan Pelan Strategik Fasa 2 dalam keadaan yang
mencabar ini, memandangkan perancangan pada masa sekarang
akan memberi impak kepada pencapaian pada masa hadapan.

The precariousness of our economy at the beginning of
2015 and becoming apparent in this early 2016 has become
the major challenges for UUM to implement the Strategic
Plan Phase 2. Budget reduction to public universities in
the Budget 2016 review gave quite an impact to UUM.
This indicated that the budget for Strategic Plan Phase 2
implementation also pose a challenge to UUM in executing
them. Nonetheless, UUM will do its level best in achieving
Strategic Plan Phase 2 that has been outlined, hence,
today’s planning will impact the future’s achievement.

22 Disember 2015 (Selasa) - IPQ telah berjaya menganjurkan
Bengkel Servis Kualiti di Hotel EDC-UUM bermula pada 15
hingga 16 Disember 2015. Seramai 25 orang dari pelbagai
Pusat Tanggungjawab UUM dan agensi luar telah turut
serta dalam bengkel ini. Matlamat utama bengkel ini
diadakan adalah untuk memberi pendedahan kepada para
peserta tentang servis kualiti bermutu tinggi.
Dr Noor Hasmini Hj Abd Ghani, Timbalan Pengarah
Bahagian Sistem Kecemerlangan Kualiti dalam
ucapannya mengalu-alukan kedatangan semua peserta.
Menurutnya lagi, penambahbaikan kualiti dalam aspek
penyampaian perkhidmatan perlu terus ditingkatkan
dari masa ke masa bagi peningkatan prestasi PTJ yang
lebih baik.

Fasilitator bengkel, Dr. Noorhisham Bin Mohd. Alwi juga
banyak berkongsi maklumat tentang bagaimana untuk
berinteraksi dengan pelanggan secara professional.
Peserta juga diberikan tugasan dalam aktiviti
berkumpulan bagi memahami prinsip-prinsip asas dalam
komunikasi dengan pelanggan, etika dalam perhubungan
pelanggan, mengenal kerenah pelanggan dan moment
of truth. Beliau juga memperkenalkan matrik prestasi
perkhidmatan pelanggan dan kaedah pembentukan
strategi untuk menambah baik kualiti perkhidmatan.

Akhir sekali, IPQ berharap agar semua peserta bengkel

adalah salah satu inisiatif untuk memupuk semangat kerja
berpasukan dalam kalangan warga kerja IPQ dan beberapa

SERVICE QUALITY IMPROVES PERFORMANCE
22 December 2015 (Tuesday) - IPQ has successfully
organised a workshop on Service Quality at EDC-UUM
on 15 to 16 December 2015. A total of 25 people from
various UUM Responsibility Centres and other agencies
participated in this workshop. The main objective of this
workshop was to expose participants to high-grade quality
of service.

Dr Noor Hasmini Hj Abd Ghani, Deputy Director of Quality
Excellence System, in her speech welcomed all participants.
According to her, quality improvement in all aspects of
service delivery should be continuously upgraded from
time to time to increase the performance of PTJ.

PERKHIDMATAN

The workshop facilitator, Dr. Noorhisham Bin Mohd.
Alwi, also shared a lot of information on how to interact
with clients professionally. Participants were also given
an assignment in group activities to understand basic
principles in communication with customers, ethics in
customer relations, identify customer behaviour and
moment of truth. He also introduced customer service
performance metrics and methods of forming a strategy to
improve the quality of service.
Finally, IPQ hopes that all participants can apply the
knowledge they have learned when they return to their
respective PTJ.

Norita Md Norwawi telah mengadakan lawatan kerja ke Institut
Pengurusan Kualiti, UUM bagi mendapatkan pendedahan
berkenaan pengurusan kualiti di UUM baru-baru ini.

Science & Technology (FST), Universiti Sains Islam Malaysia
(USIM) led by the Dean of FST, Prof. Dr. Norita Md Norwawi
held a working visit to Quality Management Institute, UUM to
get some insights on quality management at UUM.

22 November 2015 (Ahad) - Institut Pengurusan Kualiti (IPQ)
baru-baru ini telah mengadakan Taklimat Pendekatan Best
Management Practices (BMP) -ISO. Objektif utama projek
Pendekatan BMP-ISO ini adalah untuk melakukan penilaian pada
semua dokumen ISO setiap PTJ ke arah penambahbaikan yang
menjurus kepada Reducing Operational Burden di dalam setiap
proses kerja bagi penghasilan mutu kerja yang lebih efektif
dan cekap. Lanjutan daripada itu, taklimat ini diadakan adalah
bertujuan untuk memberi pendedahan awal kepada juruaudit
BMP yang telah dilantik sebelum menjalankan penilaian
dokumen ISO terlibat menerusi pendekatan BMP-ISO ini.
Menurut Pengarah IPQ, Prof. Madya Dr. Haim Hilman Abdullah,
projek ini melibatkan Empat Fasa Utama. Bagi Fasa Per-1, projek
penilaian dokumen ISO ini memfokuskan kepada
aliran proses kerja yang dicirikan sebagai

22 November 2015 (Sunday) - Quality Management Institute
(IPQ) held a briefing on the Best Management Practices
Approach (BMP)-ISO. The main objective of the briefing was to
do an assessment on all ISO documents for each PTJ towards
improvements that lead to Reducing Operational Burden in every
work process for the production of more effective and efficient
work. Consequently, the briefing was also intended to provide
early exposure to the BMP auditors who were appointed to audit
the ISO document evaluation using this BMP-ISO approach.
According to the IPQ director, Assoc. Prof. Dr. Haim Hilman
Abdullah, the project involves Four Main Phases. For Phase 1,
ISO document appraisal focuses on the flow of work process
characterized as Easy Category in advance. Followed by phase
2 and 3 for Medium Hard Category and 4th Phase for the
category of Difficult. The time frame to complete

Delegasi turut dibawa melawat U-Assist, SOC dan Galeri UUM
sebelum berangkat pulang. Pengarah IPQ berharap lawatan
ini dapat meningkatkan lagi hubungan dua hala antara
FST, USIM dengan UUM di samping meluaskan jaringan
hubungan kerjasama dalam bentuk latihan, pertukaran idea
dan perkongsian kepakaran.

11 November 2015 (Wednesday) - A SIRIM MS ISO 9001: 2008
audit process was conducted on 8-9 November 2015 at Universiti
Utara Malaysia (UUM). The opening meeting was chaired by the
Deputy Vice-Chancellor (Academic and International Affairs),
Prof. Dr. Hassan Ali. He said that UUM is totally committed to
ensuring that the university retains the MS ISO 9001: 2008
certification.

Pasukan Juruaudit SIRIM diketuai oleh Hanida Ghazali, dibantu
oleh Azhar Abd Karim dan Rajakumaran A/L Karnagaran telah
berjaya melaksanakan proses pengauditan dengan jayanya di
beberapa PTJ yang terpilih.
Antara PTJ yang terlibat seperti UUM Press, Pusat Pengurusan
Penyelidikan dan Inovasi (RIMC), Pusat Pengajian
Pembangunan Sosial (SSD), Pusat Pengajian Pengurusan
Pelancongan, Hospitaliti dan Alam Sekitar (STHEM), Jabatan
Keselamatan dan Unit Komunikasi Korporat (UKK) sepanjang
dua hari audit dijalankan.

formula baru amalan terbaik dalam pengurusan serta menyediakan ruang kepada penjawat

IPQ RECEIVES 5S/QE MPC CERTIFICATION
6 October 2015 (Tuesday) – The Quality Management Institute (IPQ) Universiti
Utara Malaysia (UUM) continues making impressive strides as a high-performance
department when it received the national certificate of 5S/QE from the Malaysia
Productivity Corporation (MPC). The certificate was presented by the Director of
MPC Northern Region, Dr. M. Sugumaran to UUM Vice-Chancellor, Prof. Dato’ Seri
Dr. Mohamed Mustafa Ishak during the launching ceremony of the seminar on the
Innovation, Quality, Integrity, Creativity & Blue Ocean Strategy in the Public & Private
Sector 2015 organised by IPQ UUM at Adya Hotel.The seminar was officiated by UUM
Vice-Chancellor .

Hanida dalam laporan dapatan audit semasa mesyuarat
penutupan audit telah mengucapkan setinggi-tinggi
tahniah kepada UUM kerana prestasi audit tahun ini cukup
cemerlang kerana tiada Non-Conformance Reports (NCR)
direkodkan. Keputusan ini lebih baik dari audit 2014 di mana
UUM memperoleh 2 NCR.

Speaking during the presentation of the audit findings,
Harnida expressed her sincere congratulations to UUM for
this year’s outstanding audit performance given that there
wasn’t any Non-Conformance Reports (NCR) recorded for this
year. This result is certainly better than the audit findings in
2014 where two (2) NCR were recorded.

terus mengorak langkah dalam memartabat dirinya menjadi jabatan berprestasi tinggi apabila
menerima sijil 5S/QE peringkat kebangsaan dari Malaysia Productivity Corporation (MPC)
(MPC). Sijil
tersebut telah diserahkan oleh Pengarah MPC Wilayah Utara iaitu Dr. M. Sugumaran kepada
Naib Canselor, Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak pada majlis perasmian Seminar
Inovasi, Kualiti, Integriti, Kreativiti & Strategi Lautan Biru Sektor Awam & Swasta 2015 anjuran
IPQ UUM di Hotel Adya, petang tadi. Naib Canselor yang menyempurnakan perasmian seminar
tersebut berkata kecemerlangan sesebuah organisasi bergantung kepada sikap pekerja di
organisasi berkenaan, justeru adalah penting bagi setiap organisasi untuk mempunyai pekerja
yang mempunyai sikap dan budaya kerja yang betul. Beliau menambah sesebuah organisasi
itu memerlukan pekerja yang berkualiti untuk memacu kecemerlangan sesebuah organisasi.
“90% daripada kualiti itu datangnya dari sikap individu itu sendiri, manakala 10% lagi adalah
ilmu pengetahuan. Organisasi akan menghadapi masalah jika mempunyai pekerja dengan
sikap yang tidak betul,”ujarnya. Tambahnya lagi usaha untuk memajukan sesebuah organisasi
itu tidak akan berjaya meskipun ia mempunyai pelan strategik terbaik jika ia mengambil
pekerja yang salah.

Speaking at the launching ceremony, Dato’ Seri Vice-Chancellor said that success and
achievements of an organisation depends on the attitude of the employees, thus it is crucial
for any organisation to have employees who possess the right attitude and the right culture.
An organisation needs quality employees in order to succeed. “90% of it comes from the
quality of the individual’s own attitude, while 10% comes from knowledge. The organisation
will face problems if you employ staff with the wrong attitude,” he said. “It is certainly
difficult to change the attitude of individuals; however, skills can be honed and trained,
as evinced in the expression, “Hire for Attitude, Train for Skill”. The seminar, held on 6 to 8
October 2015, highlighted the efforts to develop a lasting culture of excellence as the core of
an organisation. It also serves as a platform to discuss matters related to innovation, quality,
integrity, creativity and the blue ocean strategy among civil servants and employees in the
private sector. The seminar drew the participation of over 104 participants from the public
and private sectors. This seminar also aims to explain important concepts in management
in order to handle issues and challenges related to workplace culture and how to overcome
them; highlighting new formula of the best practices in the management and the seminar
also provides the avenue for civil servants and employees in the private sector to share
information and experience.
The seminar featured prominent speakers including the Chief Executive Officer of
Langkawi Development Authority (LADA), Tan Sri Khalid Ramli; Former Director General
of the Institute of Islamic Understanding Malaysia (IKIM), Datuk Nik Mustapha Hj Nik
Hassan; Managing Director of Innovation Business Excellence, Tuan Haji Ab. Razak Omar;
Senior Director of the Malaysian Institute of Integrity (IIM), Tuan Mohammad Diah Haji

CERTIFICATION
3 November 2015 (Tuesday) - Quality Management Institute (IPQ) held a
Thanksgiving ceremony to celebrate the success of IPQ in obtaining the 5S/
QE MPC certification on 7 October 2015. The ceremony was attended by all
IPQ staff and Mr Rosley Che Ros, Senior Manager of Uniutama Property Sdn.
Bhd. (UPSB). Among the PTJs that helped IPQ in the process of obtaining the
certificate were the Department of Development and Maintenance (JPP) and
UPSB.
The ceremony began with doa recital led by Dr.
Mohd. Farihal Osman followed by
welcome speech by the Director of
IPQ, Assoc. Prof. Dr. Haim Hilman
Abdullah in which he asked all IPQ
staff to work more diligently so as to
gain more success in the future. The

Penceramah kedua, YBhg. Datuk Nik Mustapha Haji Nik Hassan, mantan Ketua Pengarah
Institut Kefahaman Islam Malaysia (IKIM) telah menyentuh aspek kualiti sebagai asas
kelangsungan sesebuah organisasi. Nik turut memberi penekanan akan pentingnya
aspek keagamaan iaitu Islam dijadikan asas dalam segala aspek pembangunan sesebuah
organisasi.
Manakala YBrs. Tn. Mohammad Diah Haji Wahari, Pengarah Institut Integriti Malaysia
telah berjaya mengupas apa itu integriti dan Pelan Integriti Nasional (PIN) dengan baik
sekali. Beliau memberi penekanan khusus akan kepentingan integriti dalam merealisasi
Wawasan 2020 negara.
Seminar terus disemarakkan oleh YBrs. Tn. Haji Abdul Wahab Omar, Pengarah Urusan
Innovation Business Excellence yang berjaya mengupas topik kreativiti dengan
jayanya di mana mampu mengaitkannya dengan KIK. YBrs. Prof. Madya Dr. Haim
Hilman Abdullah, Pengarah IPQ-UUM mengakhiri seminar dua hari tersebut dengan
membentangkan kertas kerja bertajuk Strategi Lautan Biru Sektor Awam. Haim telah
kongsikan beberapa langkah mudah tentang kaedah mengaplikasi strategi lautan biru
kepada semua peserta. Secara keseluruhan, dapatan yang diperolehi daripada para
peserta adalah amat memberangsangkan iaitu mereka berpuas hati dengan pengisian
SIQIC 2 dan berhasrat untuk hadir SIQIC 3 pada tahun 2016.

18 October 2015 (Sunday) - Quality Management Institute (IPQ) held a Seminar
on Innovation, Quality, Integrity, Creativity & Public & Private Sectors Blue Ocean
Strategy 2015 at Adya Hotel, Langkawi on 6-8 October 2015. The seminar was
officiated by YBhg. Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak, the Vice-chancellor
of Universiti Utara Malaysia. The seminar exposed the 104 participants from various
agencies in the country to the importance of innovation, creativity, integrity, quality
and blue ocean strategy in developing competitiveness.

Dalam majlis tersebut, Kelab Kebajikan Staf IPQ juga turut meraikan hari kelahiran
staf yang lahir di bulan September, Oktober dan November iaitu Dr. Noor Hasmini
Abd. Ghani, Pn. Faizah Ibrahim, En. Mohd. Farhan Ismail dan Cik Norsila Ellias. Turut
diadakan sesi penyampaian Anugerah Staff of the Month bulan September iaitu
Pn. Rozaime Ilyas dan bulan Oktober iaitu Pn. Nur Hazlina Ghazali. Majlis diakhiri
dengan jamuan makan dan sesi ramah mesra bersama tetamu jemputan. Semoga
majlis ini dapat mengeratkan lagi hubungan silaturrahim antara staf IPQ dan
diharapkan semua staf dapat meneruskan kecemerlangan dalam pelaksanaan

Seminar telah dirasmikan oleh YBhg. Prof. Dato’ Seri Dr. Mohamed Mustafa Ishak,
Naib Canselor Universiti Utara Malaysia. Seminar ini telah memberi ruang kepada
104 peserta dari pelbagai agensi dalam negara akan pentingnya inovasi, kreativiti,
integriti, kualiti dan strategi lautan biru dalam membentuk daya saing kompetitif.

Five experienced speakers enabled the SIQIC 2 to achieve its objective. The first speaker,
YBhg. Tan Sri Khalid Ramli, CEO of the Langkawi Development Authority touched aspects
of value creation with an emphasis on the importance of using blue ocean strategy
concepts in producing services or high-impact products.The second speaker, YBhg.
Datuk Nik Mustapha Haji Nik Hassan, former Director General of the Institute Kefahaman
Islam Malaysia (IKIM) touched the aspect of quality as the basis of the continuity of an
organisation. Nik also emphasized the importance of religious aspects, namely Islam as a
basis in all aspects of the development of an organisation.While YBrs. Tn. Mohammad Diah
Haji Wahari, Director of the Malaysian Institute of Integrity successfully tapped on what is
integrity and National Integrity Plan (NIP). He emphasized the importance of integrity in
the realisation of vision 2020 of the country.
The seminar was continued by YBrs. Tn. Haji Abdul Wahab Omar, Managing Director
of Innovation Business Excellence who successfully covered creativity topic and able
to relate it to the ICC.YBrs. Assoc. Prof. Dr. Haim Hilman Abdullah, Director of IPQUUM ended the two-day seminar by presenting a paper on Public Sector Blue Ocean
Strategy. Haim shared a few simple steps on the method of applying the blue ocean
strategy to all participants.Overall, the findings obtained from the participants were
very encouraging. They were satisfied with the SIQIC 2 content and intend to attend
SIQIC 3 in the year 2016.

21 September 2015 (Isnin) - Institut Pengurusan Kualiti (IPQ) telah mengadakan Bengkel Amalan Persekitaran Berkualiti
(5S/QE) bertempat di Dewan Seminar C, Kompleks Konvensyen UUM. Seramai 83 orang peserta yang terdiri daripada staf
UUM dari pelbagai pusat tanggungjawab telah menghadiri bengkel ini. Bengkel selama satu hari ini dikendalikan oleh
Timbalan Pengarah Bahagian Sistem Kecemerlangan Kualiti, IPQ iaitu Dr. Noor Hasmini Bte Hj Abd Ghani.
Tujuan bengkel ini diadakan adalah untuk memberi pendedahan dan kefahaman yang lebih berkesan kepada para peserta
mengenai pembudayaan 5S di universiti. Antara aspek-aspek penting 5S yang ditekankan termasuklah pengenalan 5S
di Malaysia, 5S dan UUM, konsep-konsep utama 5S dan gerak kerja bagaimana untuk melaksanakan amalan 5S yang lebih
berkesan di PTJ masing-masing. Di samping itu juga, latihan sebenar bagaimana proses penilaian amalan 5S turut didedahkan
kepada para peserta bengkel.
Harapan IPQ, semoga peserta bengkel dapat menggerakkan agenda 5S di PTJ masing-masing
sekaligus dapat menambahbaik kualiti perkhidmatan PTJ terhadap pemegang taruh
dan akhirnya dapat membantu merealisasi visi UUM iaitu menjadi Universiti
Pengurusan Terkemuka.
Pihak IPQ juga mengucapkan ribuan terima kasih kepada
semua yang terlibat kerana telah memberikan

Self-Accreditation

Akreditasi atau pengiktirafan bagi program akademik
di Institut Pengajian Tinggi (IPT) adalah penting untuk
memastikan jaminan kualiti akademik memenuhi keperluan
pihak Malaysian Qualification Agency (MQA). Pada tahun 2014,
Kementerian Pendidikan Malaysia telah mempelawa UUM
untuk menyertai Swaakreditasi. Swaakreditasi merupakan
status yang membolehkan sesuatu institusi
mempunyai autonomi untuk mengakredit
program akademiknya sendiri. Walau
bagaimanapun, status ini masih tertakluk
kepada audit pemantauan institusi oleh
pihak MQA dari masa kesemasa.

Accreditation or recognition for academic programmes in
higher learning institution is important to affirm the academic
quality assurance fulfilled the requirements of Malaysian
Qualification Agency (MQA). In 2014, the Ministry of Education
invited UUM to participate in Self-Accreditation. The status
allows an institution to have its own autonomy to accredit
their academic programmes. However, the status is
still subjected to the institution audit observation
from MQA timely.
One of the requirement is- the institution
needs to prepare a document of SelfReview Portfolio (SRP) and submit to
MQA before the audit visit by the panel
auditors. As the university’s academic
quality assurance, IPQ organised series
of workshops to produce the document
with internal auditors, lecturers and
administrators associated.

Salah satu keperluan Swaakreditasi
ialah pihak institusi perlu menyediakan
dokumen Self-Review Portfolio (SRP)
dan perlu dihantar ke MQA sebelum
audit lawatan diadakan oleh panel
auditor. Sebagai sekretariat jaminan kualiti
akademik Universiti, IPQ telah menyelaraskan
beberapa siri bengkel untuk menghasilkan
dokumen tersebut bersama auditor dalaman,
pensyarah dan pentadbir yang berkaitan.

5S FOR COMMON CONCERN
21 September 2015 (Monday) - Institute of Quality Management (IPQ) held 5S/QE Environment
Practises workshop at Seminar Hall C, Convention Complex UUM. A total of 93 participants from various Centres of
Responsibility (PTJ) attended the workshop. This 1-day workshop was led by the Deputy Director of Division of Quality
Excellence System IPQ, Dr. Noor Hasmini Bt Hj Abd Ghani.
The purpose of this workshop was to expose the participants to the 5S practises at the University. Among the important
5S aspects emphasized were the introduction of 5S in Malaysia, 5S and UUM, the main concepts 5S and how to implement
5S practises more effectively in their respective PTJ. In addition, the actual training of 5S evaluation process was also
disclosed to participants in the workshop.
IPQ hopes that all the participants would start practising 5S at their respective PTJ and at once be able to improve the quality
of services to the stakeholders and ultimately help realise UUM’s vision of becoming the Eminent Management University.
IPQ would like extend its sincere appreciation to all who were involved in succeeding the workshop.

concentration in the SRP preparation - a) Vision,
Mission, Education Objectives and Learning Outcomes, b)
Curriculum Design and Delivery, c) Student Assessments,
d) Student’s selection and Support Services, e) Academic
Staff, f ) Education Resources, g) Curriculum Observation
and Review, h) Leadership, Governance and Administration,
as well as, i) Continuous Quality Improvements. A relevant,
overall and complete evidence collection to support
each stated processes are the major challenges upon the
completion of documentation that fulfils the quality and
standard set.

Terdapat sembilan (9) bidang yang perlu difokuskan untuk
penyediaan SRP iaitu – a) Visi, Misi, Matlamat Pendidikan dan
Hasil pembelajaran, b) Rekabentuk Kurikulum dan Penyampaian,
c) Pentaksiran Pelajar, d) Pemilihan pelajar dan Perkhidmatan
Sokongan, e) Staf Akademik, f) Sumber Pendidikan, g)
Pemantauan dan Semakan Semula Kurikulum, h) Kepimpinan,
Governans dan Pentadbiran serta i) Penambahbaikan Kualiti
Berterusan. Pengumpulan bukti yang relevan, menyeluruh
dan lengkap bagi menyokong setiap proses yang dinyatakan
merupakan cabaran utama bagi penghasilan dokumen yang
memenuhi kualiti dan piawaian yang ditetapkan.

Self-Accreditation status will later benefit UUM in improving
and enhancing the academic programmes quality. It offers
new dimensions to the university’s academic programme
internal quality and is similar to MQA. Thus, obtaining
Self-Accreditation is crucial as the mechanism to a more
competitive founding for UUM in gearing the university to
international level.

Status Swaakreditasi ini kelak akan memberi kelebihan dalam
meningkatkan kualiti dan memantapkan program akademik
di UUM. Ia menawarkan dimensi baru kepada sistem jaminan
kualiti akademik dalaman Universiti yang menyamai peranan
MQA. Oleh yang demikian, usaha memperoleh Swaakreditasi
amat penting kerana ini menjadi pemangkin kepada
pembentukan daya saing UUM yang lebih kompetitif bagi
menggerakkan halatuju Universiti ke peringkat antarabangsa.

SISTEM OBE
2 Ogos 2015 (Ahad) - Satu bengkel penyelarasan dokumen MQF/
OBE, anjuran Institut Pengurusan Kualiti (IPQ) dengan kerjasama
UTLC telah berlangsung di Bilik Mesyuarat Eksekutif IPQ, UUM.
Bengkel ini bertujuan untuk mengumpul SEMBILAN (9) dokumen
MQF/OBE daripada program akademik yang tidak disenaraikan
dalam ‘Projek Rintis Sistem OBE’. Ini melibatkan jumlah
pengumpulan kira-kira 15,000 dokumen MQF/OBE merangkumi
lebih kurang 1,500 kursus yang dikenalpasti daripada 40 program
akademik sarjana muda.
Peserta-peserta bengkel ini terdiri daripada penyelaras-penyelaras
program sarjana muda UUM, wakil-wakil daripada IPQ, UTLC, HEA
dan UUMIT. Sepanjang bengkel berlangsung, semua hadirin telah
didedahkan dengan penerangan yang dimulakan oleh Dr.Mazni
Omar iaitu Timbalan Pengarah, Bahagian Daya Saing dan Global,
IPQ, mengenai kepentingan dokumen MQF/OBE. Kemudian,
taklimat seterusnya disampaikan oleh wakil HEA berkenaan
status terkini buku panduan akademik 2015. Timbalan Pengarah
Bahagian Teknikal, UTLC iaitu Dr. Shahbani Abu Bakar kemudiannya,
memberi penerangan mengenai pengumpulan dokumen sebagai
keperluan sistem OBE. Ini diikuti dengan demontrasi ‘sistem
pengumpulan dokumen’ oleh wakil daripada UUMIT.

Selain daripada agenda pengumpulan dokumen MQF/OBE, cadangan
dan idea juga dilontarkan daripada kalangan peserta mengenai
isu-isu berbangkit berkenaan penambahbaikan dokumen MQF/
OBE. Berdasarkan cadangan dan idea tersebut, adalah diharapkan
ia akan dapat membantu pihak yang terlibat melancarkan proses
pembangunan dan perlaksanaan sistem OBE di UUM.
Pihak IPQ dan UTLC merakamkan ucapan terima kasih kepada
semua hadirin yang terlibat kerana telah memberikan kerjasama dan
komitmen yang begitu tinggi dalam menjayakan bengkel tersebut
dan seterusnya dapat menghasilkan idea agar perlaksanaan Sistem
OBE dapat dijalankan dengan lebih mantap dan sempurna.

MQF/OBE DOCUMENT COORDINATION WORKSHOP :
A PLATFORM TO ENHANCE OBE SYSTEM
2 August 2015 (Sunday) - MQF/OBE document coordination
workshop organised by the Quality Management Institute (IPQ)
in collaboration with the UTLC was held at the Executive Meeting
Room, IPQ UUM. This workshop aims to collect nine (9) MQF/OBE
documents from academic programmes which are not listed in
the ‘Pilot Project of OBE System’. This involves about 15,000 MQF/
OBE documents which include approximately 1,500 courses
identified from 40 academic degree programmes.
Participants of the workshop consist of Coordinators of
undergraduate degree programmes at UUM, representatives
from the UTLC, IPQ, HEA and UUMIT. Throughout the workshop,
all the attendees were exposed with the briefing initiated
by Dr. Mazni Omar, Deputy Director of Division of Global
Competitiveness, IPQ on the importance of MQF/OBE documents.
The next briefing was delivered by the representative from HEA
about the current status of the 2015 Academic Handbook. The
Deputy Director of the Technical Division, UTLC, Dr. Shahbani
Abu Bakar then, gave briefing on the document collection as a

requirement for OBE system. This is followed by the ‘document
collection system’ demonstration by the representative from
UUMIT.
Besides the MQF/OBE document collection, some suggestions
and ideas were also shared by the participants on issues arising
concerning improvement of MQF/OBE document.
The IPQ and UTLC express gratitude to all attendees involved for the
high cooperation and commitment in succeeding the workshop
and subsequently producing ideas so that the implementation of
OBE System can be carried out more efficiently.

Audit ISO merupakan antara gerak kerja terpenting di
Universiti Utara Malaysia (UUM) di dalam memastikan
Pengurusan Sistem Kualiti UUM kekal cemerlang untuk UUM
terus kompetitif dan berdaya saing. Amalan pengurusan yang
berkualiti menerusi pelaksanaan MS ISO 9000 merupakan
mandat kerajaan berasaskan PKPA Bilangan 2 tahun 1996.
Sebenarnya ISO 9000 bukanlah satu benda yang baru
kerana ia telah mula diperkenalkan pada tahun 1987
dan terus berkembang dan dibuat penambahbaikan
dari semasa ke semasa. Kesinambungan
daripada ini, UUM merupakan universiti
pertama di kalangan universiti awam
menerima sijil ISO 9002. Selaras dengan
perkembangan dan penambahbaikan
yang berlaku, UUM juga bergerak selari
dengan perubahan amalan ISO 9002,
kepada ISO 9001:2008 dan terkini ISO
9001: 2015.

ISO Audit is among the crucial work at Universiti Utara
Malaysia (UUM) in sustaining UUM Quality Management
System at the outstanding level of competitiveness.
Quality management practice through the MS ISO
9000 exercise mandated by the government based on
PKPA Volume 2 Year 1996. ISO 9000 is not new as it was
first introduced in 1987 and gradually developed with
improvement from time to time. UUM are among
the first public universities to obtain ISO 9002
certificate. Aligned with the expansion and
enhancement, UUM too progresses in line
with the revolutions of ISO 9002 practices
to ISO 9001:2008 and the latest ISO
9001: 2015.
The importance of ISO audit
implementation at UUM does not
only yield quality work process, in
fact, it also leads to auditing based
on the international standard as
well as continuous and competitive
improvement.
Therefore, in this
increasing challenging world, auditors need
to be proactive and dynamics. Previously the
Internal Quality Audit (AKD) are more focused
to the assessment of internal management system
to ensure the organisation is operating effectively and
efficiently, and comply with the rules and regulations.
Today, AKD needs to expand itself to organisation risk
management, ethics, environment and corporate social
responsibilities.

Pentingnya, pelaksanaan audit ISO di
UUM ini memberi kesan terbaik kepada
UUM bukan sahaja di dalam penghasilan
proses kerja yang amat berkualiti, malah
pelaksanaan
pengauditan
berdasarkan
piawaian antarabangsa dan penambahbaikan
yang berterusanan dan kompetitif. Justeru, dalam dunia
yang semakin mencabar peranan juruaudit juga perlu lebih
proaktif dan dinamik. Kalau dahulu, peranan Audit Kualiti
Dalaman (AKD) adalah lebih kepada penilaian terhadap
sistem kawalan dalaman untuk memastikan organisasi
beroperasi secara efektif dan cekap serta mematuhi undangundang dan peraturan. Sekarang, peranan AKD perlu lebih
berkembang kepada pengurusan risiko organisasi, etika,
tadbir urus, persekitaran dan juga tanggungjawab sosial
korporat.

Hence, UUM look forward to obtain ISO 14001
(Environmental Management Standards) certification
and Declaration of Conformity for ISO 26000 (Social
Responsibility) through the SR10. These are another
crucial measures taken by UUM to sail through the
rising competition. In order to accomplish its success,
the Institute of Quality Management (IPQ) seek the
cooperation and assistance from UUM members to strive
for continuous UUM competitiveness.

Oleh itu, harapan UUM untuk berjaya mendapatkan
pensijilan ISO 14001 (Sistem Pengurusan Persekitaran) dan
Declaration of Conformity untuk ISO 26000 (Tanggungjawab
Sosial) menerusi SR10 merupakan satu lagi langkah
terpenting UUM di dalam menempuh cabaran dunia
kini yang semakin sengit. Demi kejayaannya, Institut
Pengurusan Kualiti (IPQ) UUM memohon kerjasama dan
sokongan padu dari seluruh warga UUM demi daya saing
UUM yang berterusan.

4 Disember 2015 (Jumaat) - Universiti Utara Malaysia (UUM) mengakhiri audit Swaakreditasi
yang berlangsung selama lima hari sejak 29 November lalu bagi melayakkan universiti
mengakreditasi sendiri program pengajian tanpa perlu mendapatkan kelulusan MQA dan
Kementerian Pendidikan Tinggi, KPT (hanya perlu dimaklumkan sahaja). Sehubungan itu,
Sesi Penutup Swaakreditasi telah diadakan di Bilik Senat bagi pembentangan dapatan awal
hasil audit yang diketuai Profesor Ir. Dr. Shahrir Abdullah dari Universii Kebangsaan Malaysia
(UKM) bersama enam auditor dan dua pegawai dari MQA. Sesi tersebut telah dipengerusi
oleh Timbalan Naib Canselor (Akademik dan Antarabangsa), Prof. Dr. Hassan Ali dan turut
dihadiri oleh Prof. Dr. Noor Azizi Ismail, Timbalan Naib Canselor (Penyelidikan dan Inovasi);
Penolong Naib Canselor, Dekan Pusat Pengajian, Ketua Jabatan dan wakil.
Prof. Dr. Hassan Ali menegaskan kejayaan dalam memperolehi status Swaakreditasi
ini kelak akan memberi kelebihan kepada UUM dalam meningkatkan kualiti dan
memantapkan program akademik dan penyelidikan dalam mempromosikan UUM sebagai
universiti pengurusan terkemuka di mata dunia.“Saya juga ingin mengucapkan ribuan
terima kasih kepada semua warga UUM yang terlibat secara langsung dan tidak langsung
bagi memastikan lawatan audit Swaakreditasi berjalan lancar,” katanya. Proses audit
peringkat institusi itu melibatkan seluruh organisasi pada peringkat Pusat Pengajian, Pusat
Tanggungjawab dan pengurusan pada semua peringkat serta melibatkan setiap lapisan staf
(akademik/ pentadbiran/ sokongan), pelajar di samping pihak industri dan juga alumni.
Sementara itu, Pengerusi Panel Auditor, Prof. Ir. Dr. Shahrir Abdullah dalam pembentangan
dapatan awal berkata, semua panel auditor berpuas hati dengan sistem yang telah
dilaksanakan oleh UUM. “Saya juga kagum dengan usaha UUM dalam memberi
perkhidmatan yang terbaik kepada semua pemegang taruh termasuk membangunkan
Anjung Tamu, U-Assist dan perlindungan insurans kepada semua staf di sini.
“Bagaimanapun, beberapa penambahbaikan juga perlu dibuat bagi memastikan UUM
bersedia mengakreditasi programnya sendiri,” ujarnya. Tambahnya, laporan penuh audit
akan diterima dalam masa sebulan dan UUM perlu membuat maklum balas kepada MQA
seperti yang telah ditetapkan.
Keputusan audit Swaakreditasi akan diumumkan oleh Menteri Pendidikan yang dijangka
akan diketahui pada awal tahun depan. Sebanyak 10 universiti yang terlibat dalam Audit

Haim Hilman Abdullah mengucapkan ribuan terima kasih kepada semua pihak di atas
kerjasama yang diberikan kepada IPQ selaku sekretariat audit ini di mana beliau menegaskan
audit ini merupakan audit terbesar yang pernah dilakukan sepanjang penubuhan. Beliau
turut menekan bahawa usaha memperoleh Swaakreditasi amat penting buat UUM kerana
ia akan menjadi pemangkin kepada pembentukan daya saing UUM yang lebih kompetitf di

SELF-ACCREDITATION STATUS AS THE IMPETUS TO CONTINUALLY ENHANCE
UNIVERSITY ACADEMIC PROGRAMMES
4 December 2015 (Friday) - Universiti Utara Malaysia (UUM) has recently been invited by
the Minister of Education to participate in the five-day audit exercise which began from
29 November to be a self-accrediting institution along with other institutions of higher
learning. The self-accreditation is a status granted to Institute of Higher Learning (IHL) that
qualifies the institution to self-accredit its own programme without requiring approval
from the MQA and Ministry of Higher Education (MoHE) (only notifications are required).
Nevertheless, the institution is also subjected to continuous surveillance audit by Malaysian
Qualifications Agencies (MQA).
In view of that, a Closing Session of the Self-Accreditation Auditing was held at the Senate
Meeting Room and the preliminary findings of the audit exercise were presented by the
Lead Assessor, Prof. Ir. Dr. Shahrir Abdullah from Universiti Kebangsaan Malaysia (UKM). He
was accompanied by six (6) panel of assessors and two MQA officials. Deputy Vice-Chancellor
(Academic and International Affairs), Prof. Dr. Hassan Ali chaired the closing session. Also
attended were Deputy Vice-Chancellor (Research and Innovation), Prof. Dr. Noor Azizi Ismail;
Assistant Vice-Chancellors, Deans, Heads and representatives of Departments. Prof. Dr.
Hassan Ali pointed out that the success in acquiring this self-accreditation status would give
an advantage to UUM in improving and enhancing the quality of its academic programmes
as well as researches in order to realise UUM aspiration to become an eminent management
institution. “I would like to express my sincere thanks to all UUM campus community who
involved directly and indirectly in this self-accreditation audit exercise,”he said. The institutional
audit exercise involved all levels of the organisations at Schools, Centres of Authority and
Management as well as UUM academic, administrative and support staff, students, industry
representatives and alumni. Meanwhile, Prof. Ir. Dr. Shahrir Abdullah said in the presentation of
the preliminary findings, all the panel of assessors were indeed satisfied with the system that
has been implemented by UUM. “I am also impressed with UUM efforts in providing the best
service to all stakeholders, including developing the Welcome Centre, U-Assist and insurance
coverage to its entire staff. “However, some improvements are also necessary to qualify UUM
to accredit their own academic programmes,” he said. He further reiterated that the full audit
reports will be received in about a month and UUM needs to respond to the MQA as specified.
The self-accreditation audit results will be announced by the Ministry of Education, which is
expected to be known at the beginning of next year. A total of ten (10) universities involved in
the self-accreditation audit exercise this year.

expressed his appreciation to UUM campus community for their cooperation and
contributions given to the IPQ for the duration of the audit exercise.He also emphasised
that to be granted the self-accreditation status would bring many benefits and
advantages to both the university and its students. This recognition would certainly give
the university academic programmes added value as well as the impetus to realise UUM
aspiration to become the eminent management university.

20 Ogos 2015 (Khamis) - Satu taklimat Swaakreditasi telah
diadakan kepada semua Pusat Pengajian bertempat di Institut
Pengurusan Kualiti. Taklimat ini telah dihadiri oleh wakil-wakil
Pusat Pengajian yang diantaranya terdiri daripada Timbalan
Dekan, Ketua Jabatan, Penyelaras Program dan Penolong
Pendaftar. Taklimat ini telah dipengerusikan oleh Pengarah
IPQ, Prof. Madya Dr. Haim Hilman Abdullah.

UUM GEARED UP FOR SELF-ACCREDITATION AUDIT VISIT

Taklimat ini bertujuan untuk menjelaskan dengan lebih
terperinci kepada Pusat Pengajian tentang kepentingan Audit
Swaakreditasi kepada UUM, cara pelaksanaan audit serta tarikhtarikh penting bagi merealisasikan audit swaakreditasi ini.
Semasa taklimat juga, pengarah IPQ telah menjelaskan peranan
yang perlu diambil oleh Pusat Pengajian dalam menjayakan
audit berkaitan.

The purpose of this briefing was to explain in detail to the
schools on the importance of this self-accreditation audit to
UUM, audit procedures and important dates to realise this
self-accreditation audit. Also in the briefing, the IPQ Director
clarified the steps to be taken by the schools in succeeding
this audit.

Lawatan Penilaian Swaakreditasi dijangka akan dilaksanakan
pada bulan November 2015. Dalam taklimat tersebut, penyerahan
Dokumen Swaakreditasi Induk telah diserahkan kepada wakil
Pusat Pengajian.
IPQ berharap agar taklimat yang diadakan dapat memberi
gambaran yang jelas kepada Pusat Pengajian tentang persiapan
dalam menghadapi Lawatan Penilaian tersebut.

20 August 2015 (Thursday) - IPQ held a briefing on selfaccreditation to all schools, which was chaired by the IPQ
Director, Assoc. Prof Dr Haim Hilman Abdullah and attended by
the Deputy Deans, Department Heads, Course Coordinators and
Assistant Registrars.

The Self-accreditation evaluation visit is expected to be held in
November 2015. During the briefing, Self-review Portfolio was
given to the Schools’ representatives.
IPQ hopes that the briefing held would give a clearer picture
to the Schools about the preparation in facing the upcoming
Evaluation Visit.

25 Oktober 2015 (Ahad) - Institut Pengurusan Kualiti (IPQ) telah
mengadakan satu Bengkel Perkongsian Bijak Pembangunan
Pelan Strategik Politeknik Malaysia bertempat di Universiti Inn,
UUM baru-baru ini. Bengkel ini adalah susulan daripada MoU
antara UUM dan Jabatan Pengajian Politeknik Malaysia yang
telah diadakan pada 5 Oktober 2015 yang lalu.
Bengkel selama setengah hari ini dikendalikan oleh Pengarah
IPQ iaitu Prof. Madya Dr. Haim Hilman Abdullah. Seramai
lebih dari 33 orang peserta dari 33 cawangan politeknik di
seluruh Malaysia telah menyertai bengkel tersebut. Bengkel
ini turut dihadiri oleh Pengarah, Bahagian Instruksional Dan
Pembelajaran Digital, Jabatan Pendidikan Politeknik Malaysia,
Puan Noor Aidi Nadzri.

AMONGST THE POLYTECHNIC COMMUNITY IN MALAYSIA

25 October 2015 (Sunday) - Quality Management Institute
(IPQ) held a workshop on Malaysia Polytechnic Strategic
Plan Development at University Inn, UUM. This workshop
was a follow-up of the MoU between UUM and the Malaysian
Polytechnic Education Department held on 5 October
2015.
This half-day workshop was conducted by the Director of
IPQ, Assoc. Prof. Dr. Haim Hilman Abdullah. More than 33
participants from 33 branches of the polytechnics in Malaysia
participated in the workshop. The workshop was also attended
by the Director of Division for Instructional and Digital
Learning, Malaysian Polytechnic Education Department, Mdm.
Noor Aidi Nadzri.

Tujuan bengkel ini diadakan sebagai platform perbincangan
di antara barisan Pengurusan atasan Politeknik Malaysia bagi
membantu mengkoordinasikan halatuju dan strategi Politeknik
sebagai persediaan Politeknik ke arah Pelan Pembangunan
Pendidikan Malaysia (PPPM(PT). Para peserta juga di beri
pendedahan mengenai 10 lonjakan utama PPPPM(PT) bagi
menghasilkan prestasi pendidikan Politeknik 2025.

The workshop served as a platform for discussion between
senior management team of Polytechnics to help coordinating
the roadmap and strategy of Polytechnics in preparing for
the Malaysia Education Blueprint (Higher Education) (PPPM
(PT)). Participants were also given exposure on 10 major shifts
in PPPPM (PT) to improve the performance of Polytechnic
education 2025.

Diharap bengkel ini dapat mengadakan ruang memperkukuhkan
hubungan silaturrahim dan interpersonal sesama pegawai
Politeknik dan Universiti Utara Malaysia. Bengkel diakhiri dengan
sesi soal jawab oleh para peserta.

It is hoped that this workshop could strengthen interpersonal
relationship between the polytechnics and University Utara
Malaysia. The workshop was concluded with a question and
answer session.

23 November 2015 (Isnin) - IPQ telah mengadakan satu Taklimat
Penyelarasan Audit Swaakreditasi yang bertempat di Auditorium
Bangunan Tambahan Perpustakaan Sultanah Bahiyah.
Taklimat ini telah dihadiri oleh Penolong Naib Canselor, Dekan
Pusat Pengajian, Dekan Pembangunan Pelajar dan Alumni,
Pengarah Pusat Tanggungjawab yang terlibat, Timbalan Dekan
Pusat Pengajian, Ketua Jabatan, Penyelaras Program dan wakil.
Taklimat ini telah disampaikan oleh Prof. Madya Dr.
Haim Hilman Abdullah, Pengarah IPQ. Sepanjang
taklimat, pengarah IPQ telah membincangkan
perjalanan audit dan maklumat tambahan
yang diperlukan semasa audit. Disamping
itu, pengarah memohon agar semua staf
memahami sistem dan prosedur yang
dijalankan di UUM.
Audit Swaakreditasi akan berlangsung
di UUM bermula 30 November hingga
3 Disember 2015. Audit ini akan
melibatkan 9 Bidang penilaian iaitu Area
1: Vision, mission, educational goal and
learning outcome; Area 2: Curriculum design
and delivery; Area 3: Assessment of students; Area
4: Student selection and support services; Area 5: Academic staff;
Area 6: Educational resources; Area 7: Programme monitoring and
administration; and Area 8: Total continual quality improvement.
Audit ini adalah penentu bagi mendapatkan status swaakreditasi.

BRIEFING ON SELF-ACCREDITATION AUDIT
23 November 2015 (Monday) - Accreditation Audit at the
Auditorium Sultanah Bahiyah Library. The briefing was
attended by the Assistant Vice Chancellor, Deans, Dean of
Student Development and Alumni, Directors of Responsibility
Centres involved, Deputy Deans, Heads of Departments,
Programme Coordinators and representatives.
This briefing was presented by Assoc. Prof. Dr. Haim Hilman
Abdullah, Director of IPQ. During the briefing, he discussed
the audit process and additional information needed during
the audit. Additionally, he requested all staff to understand
the system and procedures conducted in UUM.
The Self-accreditation audit in UUM will take place on 30
November to 3 December 2015. This audit will involve 9 Fields
of evaluation which are Area 1: Vision, mission, educational goal
and learning outcome; Area 2: Curriculum design and delivery;
Area 3: Assessment of students; Area 4: Student selection and
support services; Area 5: Academic staff ; Area 6: Educational
resources; Area 7: Programme monitoring and administration;
and Area 8: Total continual quality improvement. This is the
decisive audit in order to obtain the self-accrediting university
status.
IPQ hopes that all parties involved will work hand in hand to
succeed the audit visit.
