The Simple Majority Budget

 The status quo: The California Constitution specified
bills, including a bill making a change in state taxes for
the purpose of raising revenue, a bill containing an
urgency clause, and a bill, including the Budget Bill,
that makes certain appropriations from the General
Fund, to be passed in each house of the Legislature by
a 2⁄3 vote.
 SCA 5 would exempt General Fund appropriations

from the 2/3 requirement.

to public higher education
from the Governor’s
budget comes from
General Funds.

SECTION 12
Appropriations from the General Fund of the State,
except appropriations for the public schools or
appropriations made in the budget bill, are void unless
passed in each house by roll call vote entered in the
journal, two-thirds of the membership concurring.

Required 2/3rds majority is no longer in effect when


regarding public schools or the passing of the
annual budget bill of the state.
