High Level Structure in brief

ISO decided in 2012 that all Management System standards shall use a common
framework containing:
Unified High Level Structure (HLS)
Common Text and Terminology
Individual management systems standard will add additional
discipline-specific requirements as required
Main advantages:
Enhanced compatibility of standards
Easier to implement new standards

Easier to integrate standards into a management system

Increase value for users
Increased effectiveness in standard development for the technical committees

ISO 45001 will replace OHSAS 18001 and will adapt to the HLS

From OHSAS 18001 to ISO 45001 DNV GLs contribution

OHSAS 18001 and 18002 (guideline) was developed and maintained by
the OHSAS Project Group
Since its foundation DNV was an active member of the Project Group
and a co-author and contributor to the content of the standards (also
acknowledged in the documents).
The primary aim of the Group was to seek the development of a OH&S
management system standard by ISO.
ISO accepted mid-2013 a New Work Item Proposal from the Project
Group to develop such standard
DNV GL is currently actively participating in the ISO Working Group to
develop the new ISO 45001 representing IIOC as Liaison Member

ISO 45001 some basics

The aim of ISO 45001 is to enable an organization to provide safe and
healthy working conditions through:
Prevention of injuries and ill-health (including mental ill-health), and
Proactive improvement of the OH&S performance
To prevent ill-health and injuries it is important to recognize that causes
can be through:
immediate impacts (e.g. accidents
or epidemics), or
longer term impacts (such as repeated
exposure to radiation or carcinogenic
chemicals, or to a constantly stressful
working environment)

The standard is intended to be applicable to any

organization regardless of size, type, and activity

What are the key changes compared to OHSAS 18001?

ISO 45001 will replace OHSAS 18001. The key changes
incorporated into CD2 45001 compared with OHSAS 18001:2007
can essentially be divided into:
1. Changes due to the adoption of HLS (see slides 9-12); and
2. Those other changes that are specific to ISO 45001 (see
slides 13-20).

As a result of the HLS the structure and clauses of the standards are largely
changed compared with OHSAS 18001.
New clauses for systematic determination and monitoring of the business
context (external and internal issues) (Ref. 4.1) and needs and expectations
of workers and other interested parties (Ref. 4.2). This to identify and
understand factors that can (potentially) affect the ability of MS to reach the
intended results.
Risks and opportunity management (Ref. 6.1) to determine, consider and,
where necessary, take action to address any risks or opportunities that may
impact (either positively or negatively) the ability of MS to deliver its intended
results (including enhanced health and safety at the workplace).
Strengthened emphasis on Leadership and management commitment
(Ref. 5.1), including to actively engage and take accountability for the
effectiveness of the management system. (Ref. 5.1.1). Note also OHS specific
changes listed in slide 13

Strengthened focus on objectives as drivers for improvements (6.2) &
performance evaluation (9.1)

More emphasis on control of planned changes and review of

consequences of unintended changes (8.1)
Extended requirements related to Communications (7.4):More
prescriptive in respect of the mechanics of communication, including
determination of what, when and how to communicate
No requirement for Occupational Health and
Safety Manual. However still required to
have documented information

Note also the following related to the HLS

The HLS does not include a specific clause for or refer to the term
Preventive action. However the concept of preventive action is
considered to be implicitly embedded in the standards (e.g. through 6.1)
Documented information is now the term used as replacement of
Documents and Records

The term Management representative is no longer used, however the

responsibilities of role still explicitly addressed (5.3)
The CD2 ISO 45001 address that the standards fit with the PDCA
concept (see next slide)
In addition there are some other key changes (see next slides)

Most of the key changes for 45001 are induced
through the HLS (see previous slides). Those listed below are additional.
Regarding Leadership (5.1) there are OH&S specific add-ons to the HLS
induced changes:
Top Management shall demonstrate leadership and commitment by:
ensuring that knowledge of the organizations context as well as OH&S
risks and OH&S opportunities are considered when establishing the
OH&S management system;
taking overall responsibility and accountability for the protection of
workers health and safety and for the effectiveness of the OH&S
management system;
ensuring that the OH&S management system nonconformities and
opportunities are identified and action is taken in response to improve
OH&S performance;

-----5.1 continued --- ensuring that work related hazards are systematically identified, OH&S
risks are evaluated and prioritized, and action is taken to achieve risk
reduction to improve OH&S performance;
ensuring that opportunities to enhance health and safety at the
workplace are systematically identified and action is taken in response
to improve OH&S performance;
ensuring processes is established for consultation and active
participation of workers and worker representatives in the OH&S work
promoting and leading a positive culture with regard to the OH&S
management system

Definition for worker representative (3.6) added:
person(s) elected or appointed in accordance with national laws,
regulations and practice to represent workers interests as they relate to
the OH&S management system
A new clause is added for Participation, consultation and
representation (5.4):
The organization shall ensure effective participation and consultation by
workers at all levels and functions of the organization by:
a) Providing workers (and their representatives) with time and resources
necessary to participate in the following processes of the OH&S
system: Context of the organisation, planning, support, operation,
performance evaluation and improvement.

-----5.4 continued ---b) providing workers (and their representatives) with the mechanisms,
time, training and resources necessary to be consulted in, at a
minimum the process of developing the policy
c) providing workers (and their representatives) access to relevant
information about the OH&S system;

d) identifying and removing obstacles or barriers to participation

e) encouraging timely reporting and response to hazards, OH&S Risks
and opportunities, incidents and non-conformities.

6.1.2 contains enhanced requirements for what to take into account when
identifying hazards arising in the workplace and to workers.
Regarding Competence (refer 7.2):
Specified what elements to take into account when deciding actions to
ensure competence:

the hazards identified and associated risk assessment

preventive and control measures resulting from the risk assessment
assigned roles and responsibilities

individual capabilities including language skill and literacy

updating of competencies made necessary by context or work changes
evaluation of the competence of workers

Regarding Awareness (Refer 7.3):
Persons shall be aware of:
the OH&S policy
their contribution to the effectiveness of the OH&S management system
implications and consequences of not conforming with the requirements
lessons learned concerning incidents
Regarding Outsourcing (refer 8.3):
The organisation shall ensure that outsourced processes affecting its OH&S
management system are controlled
Controls shall be established for procurement (e.g. of
products, hazardous material, equipment) in order
to ensure items conform to its OH&S requirements
(refer 8.4 Procurement)

Regarding Contractors (refer 8.5):
The organization shall establish processes to identify and communicate
on the hazards, and to evaluate and control the OH&S risks arising from:
contractor activities and operations affecting the organization;

organizations activities affecting the contractor;

contractor's activities and operations to other interested parties in the

CD1 ISO 45001 has the following annex:
Annex A (informative) Guidance on the use of the ISO 45001. The
additional text given in this Annex is only informative and is intended
to prevent misinterpretation of the requirements contained in the ISO
45001. While the information in the Annex addresses and is consistent
with these requirements, it is not intended to add to, subtract from, or
in any way modify them.
