However, Mayor Pawlowski recommends this application on the basis of the economic impact of retaining this business in downtown and the level of investment that Mrs. McGoey has made (over $150,000). Spooner's Café caters to the business professionals, shoppers and visitors to downtown Allentown with a wide variety of homemade soups, sandwiches and salads. Spooner's opened in August 2006 for lunch and expanded to breakfast in April 2007. Catering is expanding from area businesses and doctor's offices to private home catering. Linda MeGoey, owner, began her business career in the field of human resources in 1991 and remained in this field for 25 years. After her last employer closed she was invited to participate in the SEA Program through CareerLink. Her decision to open a restaurant was based on her love of making soups, enjoying people and her positive attitude for downtown Allentown GRANT REQUEST The grant would be used to reimburse Ms. McGoey for equipment acquisition and for marketing of the restaurant. The writer referred Ms. McGoey to work with Tatiana Tooley from CADC to develop a strong marketing plan (including advertising) for Spooner's. The advertising/marketing expense is estimated at $12,200 a year (includes TV and radio commercials) plus the application fee which the customer opted to include in the grant request. The writer recommends approval in order to retain an existing restaurant in downtown and also based on the level of investment of the business owner. Ms. McGoey modified her original lease to reflect a total term of 5 years from the time of opening. Spooner’s Application for Restaurant incentive Grant Hello, | spoke with the Mayor this afternoon after his press conference and he confirmed that we should NOT waive any requirements for the Spooner's application. We should adhere to the procedures AND the guidelines we follow for all other applications as much as possible, Therefore, | will contact the customer tomorrow and have them ‘complete an application form for the Grant. In advition, Ms. MoGoey will have to pay the application fee of ‘$300.00 either via check witn the application or have it deducted from the approved grant amount as part of the soft costs of the Restaurant Row Incentive Program (provided the request is approved by Committee). ‘The Mayor aiso told me that the request should be for 2 combination of a grant and a loan, not 100% grant funds, {noted that the NBR program does not specifically include ‘marketing costs,” but we may present it to the Review Committee showing the marketing as e “soft cost” of the project, along with other expenses, If you have received any financial information from Ms, MeGoey please provide it to me so! can have a better idea about their financial situation and also the Investments she's made in the business since she started. | must ask for Tax Returns (business and personal) in order to document the NBR application. To date, every single customer has been required to complete an application. | am very concerned ‘bout waiving this requirement because is setting a precedent. With your approval | will contact the customer and have them complete an application. In addition, every single customer has paid an application fee of $300.00 (whether by check or coming out of the grant proceeds). | do not have an application fee for this customer. However, atter reviewing what was sent | need to ask if you could please revise these documents in order to follow the procedures we currently have in place, as follows: 4) Only ONE document should be submitted to the Committee for each application (it helps to avoid confusion). 2) The Summary Page should note the TYPE of grant the customer is requesting (in this case Restaurant Row Incentive Grant for $xx,.0%. xx) under the “grant amount requested.” 3) Total Project Costs: show a breakdown of hare (equipment, real estale, et.) and soft costs (plans, permits, fees, etc.) and a total amount for Doth, as applicable, 4) Completion Date means the date the full application packet was “completed” and/or received from customer (most times it's the same date). | usually do not include the “completion date" field for grant applications, but only for loans, so this field is not needed, 5) usually update the Committee meeting date before | send it out, no problem because | double check. 6) The "Background" section should have more information about the project, Itwould be helpful to the Comimitiee to know the name of the business that is subleasing from Spooner’. Also, please inclucie the owner's experience and qualifications that prepares them to successfully manage the operation. if there ate others involved in running the business, it would be helpful to the Committee members to know this information. How many empioyees work al this business (show impact to downtown}, how long the business has been open {in this case) anc why they were having problems and how they resolved them (being this an existing business that was/is struggling). I they don't own the building, then at minimum, mention the property owner's name. Spooner's pays @ monthly rent of $1,800 (annually $21,600), Therefore, they would qualify for the maximum amount of the grant which is $50,000. However, due to the fact that they are an existing operation and so that we do not significantly depiete the funds we have available, | would recommeng limiting the grant amount to half of their eligibility, or $25,009.00. Spooner's would receive $12,500/year or @ rent rebate of §1,047.67/month, This is generous, yet it does not Lake away the responsibilty that Ms. MicGoey has to increase hier sales volume and Teduce her expenses (as recommended by her accountant) - currently, her sales shortfall per month is $1,328.00.
