Dear Member of Congress: On behalf of the 700,000 members of the Communications Workers of America (CWA), I want to extend our gratitude for signing on to the recent letter sharing your concerns with Chairman Genachowski’s broadband reclassification proposal. Like you, we believe Congressional direction is necessary to clarify the Commission’s role over broadband Internet access. In particular, we remain concerned that this proposal will create significant regulatory uncertainty, potentially hampering the investment and innovation that helps to support hundreds of thousands of union jobs every day. Congressional legislation will hopefully restore certainty in the market - so private sector investment can continue to flourish. As FCC staff has estimated, it will take up to $350 billion to deploy broadband nationwide. In order to bring broadband to every corner of the country and create and maintain the jobs needed to build out this infrastructure, continued levels of investment must be sustained. At this time, we urge the FCC to prioritize the implementation of the National Broadband Plan. That Plan provides a blueprint to improve our nation’s competitiveness in highspeed broadband networks, while encouraging economic development and closing the digital divide. We look forward to working with you and your colleagues on targeted legislation that will help to clarify regulatory authority over broadband access and promote policies to spur investment, job creation and continued broadband expansion.
