This is a request for collateral investigation to be conducted in the Birmingham, ALA, area.

Oil 12-19-93 at approximately 1100 pm, Dr. -was op~ning mail

.... package described as a white cardboard box addressed to him with a return

·address of Uniono:f American H~brew Congregations, 1330 Beacon street,

Brookline, MA. Dr. stated that he. observed under that address

what he·thought was a packing slip and observed that there was another paper addressed.to himself with a different return address of Omega Publishers 866 Third Avenue, New York,NY 10021.

Dr. stated that believing the package to be suspicious and being

aware of reported package bombs having been sent to medical personnel elsewhere, he cautiouslY'cut the tape around the edge of the package and observed inside wires and a metal object. He stated. that he alerted his wife, exited thehou.se and telephoned the local police.

Responding public safety personnel responded to the scene and deactivated an explosive device comprised of four Sears DieHard 9 volt alkaline batteries, four snap connectors, two Radio Shack roller lever pressure release microswitches, connected to two pipe bombs consisting of approximately l' x 4" galvanized pipes with end caps containing black. powder and black coated multistrand wire with white inSUlation. The pipe bombs were held to the package by copper multistrand wire and an epoxy. The 9 volt batteries were fastened to the sides of the box by bent paper clips.

The return address of 866 Third Avenue, NY NY has been determined to be a real building, that of MacMillan Publishing; the company Omega Publishing is apparently fictitious. In addition, laboratory analysis determined that the epoxy used in the construction of the device was consistent with DuroMend· epoxy.

In addition, numerous photographs depicting apparent black powder re-enactments or revolutionary war type parades were recovered. NO black powder or black powder firearms were recovered.
