Goals/Purpose of the Sub-Committee: (Please summarize the charge of the sub-committee)

To develop, through consensus models, a recommendation(s) to be approved by the full Task


Force, to examine potential models related to consolidation of school districts.

Recommendations/Results:

1. The committee agreed on the following five models for consideration: (St. Georges)
- As is/Status Quo
- As is while consolidating more functions/services
- County-wide and only moving lines where cities are split between districts
- County-wide revenue system
- County-wide with an optimal number
2. The committee agreed to hear presentations/recommendations from:
- District Business Managers (Addendum attached)
- District Personnel Directors (Addendum attached
- District Nutrition Services Directors (Addendum attached)
- District Facilities Managers (Addendum attached)
- Data Service Center (Addendum attached)
- District Transportation (Addendum attached)
3. The committee agreed to assist in facilitating a contract with the Institute for Public
Administration at the University of Delaware for an administrative unit review.

4. Specific recommendations from the department groups and others are;

Transportation:

A) Review and revise the 1970’s formula’s which are currently used to bring
the service of student transportation up to modern era funding standards.
B) Review the transportation allocations for Charter Schools to ensure all
transportation funds allocated are spent only on student transportation.
C) Reduce the funding of a transportation supervisor to one per 3500 students
transported with additional earned formula positions beyond the
supervisor dedicated to transportation support staff positions.
D) Create a school transportation review committee, comprised of
stakeholders to make recommendations to DDOE for improvements to the
system.

Technology:

A) Commission a gap analysis of the hardware, software and personnel


structures in Delaware school districts and charters.
B) Review current technology funding formula support and the
staff/devices/systems supported by the state formula.

Facilities:

A) Review potential financial savings associated with consolidation of


county services;
1) Specialty equipment
2) Trash Services
3) Custodial Supplies
4) Maintenance Contracts
5) Relationship between state agencies and education agencies

Personnel Directors

A) Negotiate a statewide contract for employee attendance, substitute


assignment and online application systems

Nutrition Services- Recognized as a statewide leader in consolidation efforts

A) More effort to coordinate services/product from local agriculture to


education agencies

Data Service Center

A) Recommend to explore greater utilization of DSC services through a


statewide negotiated contract. Discussion should be focused on a base

contract which would provide continuity of service/product and reduction
of staff time necessary for data mining.

5. It is recommended all education departments formally organize to develop points of


contact and provide review of proposals going forward. In addition, all departments or
their representatives should develop a relationship with the GEAR Committee (addendum
attached) to maximize economy of scale opportunities.

The majority of the Structures Committee discussion focused on option two, keeping the system
as is with discussion of economies of scale and consolidation of services.
