When an agency requests permanent staff records, it implicitly commits itself to carrying out functions that maintain the integrity of records and their information over time. Those functions include: • Arrangement and description • Storage • Security • Preservation • Public access Undertaking to carry out these functions makes the agency into a de facto archival repository; this is a serious choice to make, and agencies must carefully gauge the costs, benefits, and handicaps involved in retaining records permanently. The staff permanent record generally intends the following guidelines as clarifications of the responsibilities agencies accept for keeping their records permanently; they are not mandated directives from the PRB with the force of law or administrative rules. The guidelines apply to records in any format: paper, audio recording, video recording, photographic, digital, etc. They briefly explain each of the functions for maintaining permanent records and what outcomes the functions accomplish. The staff permanent record will apply these guidelines on a case-by-case basis as situations call for them and as points for discussion with the requesting agency about a specific request for permanent retention. Functions for Permanent Record-Keeping 1. Arrangement and Description: This function ensures that the agency will maintain intellectual and physical control over the records it keeps permanently. Carrying out these functions renders the records understandable and accessible by researchers and interested members of the public. The agency will have to make sure that the permanently retained records are arranged in an appropriate manner and described in a way that captures the form and content of the records, their filing structure, and their relationships to other agency records. The agency must perform these tasks in order to facilitate the records’ continuing use by agency staff and by citizens at large. 2. Storage: Permanent records must be stored in such a way as to provide the appropriate access to them. This storage must protect and maintain the necessary physical arrangement of the records. It also has to allow for the retrieval of the records in a timely way when staff need to consult them. Storage should also enable the proper administration of confidential records.

3. Security: Keeping a sizeable volume of permanent records is a significant commitment of agency resources. Protecting the investment in these records requires adequate security. Not only must permanent records be kept safe from theft or vandalism, they must also be protected against unauthorized access and use. Agencies should establish security procedures and assign staff responsibilities in accordance with those procedures. Permanent records form a vital component of an agency’s administrative documentation. Therefore, any disaster plan for an agency that retains permanent records must explicitly incorporate those records into its plan. 4. Preservation: To ensure that permanent records remain accessible over time, agencies keeping them must take reasonable measures to maintain them physically intact. Appropriate measures for doing this differ according to record formats, but it is always important to use archival-quality storage enclosures and containers. Maintaining proper temperature and relative humidity in storage areas also does a great deal to prolong the useful life of records. Agency disaster plans should include procedures for the salvage and recovery of permanent records in case of fire, flood, or other disasters. It should be pointed out that permanently retained records will usually be comprised of the most crucial agency administrative records. An agency is likely to expend time and resources in converting these records, if they exist in paper format, into a digital form so that the obvious benefits associated with electronic versions can be obtained. If this is the case, or if the records already exist in electronic form, the agency needs to develop an appropriate preservation strategy for managing the risks inherent to the ephemeral nature of digital data. Agency staff needs to be aware that at the present time no one can guarantee the long-term viability and accessibility of data captured in a digital medium, and that maintaining the data in or migrating it to analog (i.e. paper or microform) format is currently the surest method of preserving the data into the future. 5. Public Access: Except in certain cases enumerated by statute, permanently retained records are still available to the public for inspection. Open records laws apply to these records as they do to all other non-confidential records. Given format is developed by group members which includes their own experience and how they want it to be.
