Why are Linn County Voters being
asked to support a funding package for a
Veterans’ home?
Linn County was the successful applicant in a
Request for Proposal process initiated by the Oregon
Department of Veteran’s Affairs to build a long-term
care facility in Oregon similar to the existing facility in
The Dalles. Measure 22-94 will construct 150 additional
beds for our local veterans in need of care.
Who will own the facility once it is built?
The Oregon Department of Veterans Affairs.
Where will the money come from to operate
the facility once it is built?
The source for the majority of the funding for the
operations will be Federal Medicaid dollars.  There will
be no local tax dollars required to operate the facility
once it is up and running.
How many jobs will be created?  Will they be
private sector jobs?
The current job estimate is at least 200 new jobs to
staff the facility and 200 in support of operations. Most
of the jobs will be medical industry related, which are
family wage jobs.   The majority of the jobs will be
private sector. In addition, it is estimated that over 240
construction jobs will be created to build the facility.

Why should I vote for a new Tax in these
difficult times?
• It’s Needed: There is a substantial shortage in
capacity for the long term care facilities for Veterans
in Oregon.
• It Will Create Jobs: The positive economic activity
created by this facility will do more for the local
economy and property values than the cost of Linn
County’s participation in the project.
How much will this cost me?
Measure 22-94 will cost property taxpayers
$.19 cents per thousand or an average of $28.50 per
year (estimated for a homeowner with a home
assessed value of $150,000).
Does Linn County have other debt for capitol
projects that voters are being assessed
property taxes for?
No, the last time Linn County asked voters for property
tax dollars for a capitol project was in 1994 for the Linn
county Fair/Expo facilities.  The Fair/Expo bond was
paid off in full in 2009.
