I apology I had completely misunderstood below two transient scenarios:

First one is for LNG ship (dry-dock ship) and second one is for LNG tank (initial commissioning for our LNG tank!). They are completely separated scenarios.

For the first one, the basis of 15.37kg/s is unknown, just FEED basis. There is no calculation sheet which explains about it. However, I assume they considered an inert operation as a normal LNG loading operation because the value is just the same as the ship vapour return rate during start of loading mode. (Stream #3410, 3400-PFD1004) I think this is a conservative approach because inert gas rate may be much smaller during purging even its molecular weight is larger than BOG.

For the second one, the basis of 1.8kg/s comes from LNG tank cooldown procedure. The study report which addressed LNG tank cooldown strategy using LNG ship states 2400 – 6400 kg/h of BOG to be used for initial cooldown. During this period, N2 in the LNG tank (not Ship!!) will be replaced with BOG then released to the BOG flare. Assuming average BOG rate to be 4000kg/h, it would be 5270Nm3/h in volume. This volume corresponds to 1.8kg/s in N2. Duration of the cooling time is just a best estimation. It takes 34hours totally to replace a whole volume of LNG tank (180,000m3) with BOG (5270Nm3/h). This is the basis.
