No more plastic bags.
This was the directive that will soon be implemented
strictly in Sorsogon as commercial establishments, includ-
ing public markets and sidewalk vendors, in the province
will be prohibited from using thin wrappers and single-use
plastic bags.
The prohibition takes place upon implementation of the
ordinance authored by provincial legislative board member
Vladimir Ramon Frivaldo and unanimously approved by the
Sangguniang Panlalawigan (SP) last week.
The ordinance seeks to penalize the use of plastic materials
among commercial establishments in the locality.
The move to ban the use of plastic as wrappers in com-
mercial establishments is “long overdue” considering the
harmful contributions of this kind of material to the environ-
ment, Frivaldo said.
“The ubiquitous thin plastic bags are blamed for polluting
our environment to the highest level. It chokes birds and fishes,

He said “an estimated 500 billion to one trillion plastic bags
are used worldwide every year and most, if not all of these, end
up as trash doing terrible thing to our environment—pollution
of long term duration considering the fact that this material
does not easily decompose nor it can be recycled.”
In the Philippines, government data indicate that plastic
comprises 15 percent of Metro Manila’s solid waste, with
food and kitchen waste accounting for about 45 percent,
paper 16 percent, glass and wood nine percent and other
discards 15 percent.
According to the Department of Environment and Natu-
ral Resources (DENR), some 756,986 kilos of garbage were
collected during the coastal cleanup operations in 2009,
with plastic bags constituting 300,176 kilos or almost half
of the retrieved garbage from shorelines and waterways
nationwide.
Given the ill-effect that these plastic bags contribute to
the environment, including a recent finding that the inks and
colorants used in some of them contain lead, a toxic chemical,
both the national and local governments have been slow-
moving in undertaking measures against them.
“This ordinance, the first of its kind in the Bicol region
will compel stores and similar commercial establishments
in the province to do away with this kind of plastic bag as
wrappers thus, reducing the release of pollutants into our
environment,” he said.
The ordinance provides for penalties to violators rang-
ing from cash fines of P3,000 to P10,000 and suspension
or cancellation of business permits which means closure of
operation of a commercial establishment, Frivaldo said.
Its implementation has been assigned to the local govern-
ment units composed of this city, the provincial capital and
14 municipalities of the province through their respective
Business Permit and Licensing Offices, he said.

Bakit ganyan ang mga pamantayan ko sa mga magiging
opisyal ng barangay? Ito’y dahil para sa akin ay napakahalaga
ang barangay.
Malaki ang papel ng barangay sa lipunan.
Una ang barangay ang mangunguna upang maging
produktibo ang mga mamamayan ng bawat barangay. Ibig
sabihin, ang barangay ang mag-gigiya sa mga mamamayan
upang magkatrabaho o magnegosyo upang kumita.
Ikalawa, ang barangay ang nangungunang katuwang ng
pambansang pamahalaan, lokal na pamahalaan at pulisya sa
pagpapanatili ng maayos at mapayapang pamayanan.
Ikatlo, ang barangay ay katuwang din sa pagtiyak na
manatiling malinis ang kapaligiran at iginagalang ng mga
residente ang kalikasan at kapaligiran.
Ikaapat, ang barangay ay mayroong estratehikong papel
para umunlad at sumulong ang bansa.
Ikalima, barangay din ang magsisilbing sandata laban
sa kurapsiyon at iba pang kasamaan. Kung mayroon pang
idadagdag ang mga mambabasa na mga papel, gawain,
tungkulin at obligasyon ng barangay ay bukas na bukas ang
kolum na ito sa inyong mga punto.
Sa madaling salita, napakahalaga ng papel nating mga
mamamayan sa pagpili ng karapat-dapat na mga opisyal ng
barangay sa pangunguna ng kapitan.
Kaya piliin ang mga karapat-dapat bilang paggalang sa
halalan ng barangay.

Charge Manila cops — Aquino
President Aquino ordered the fil-
ing of charges against police officials for
mishandling the Aug. 23 hostage crisis in
Manila that ended with the killing of nine
people, including the hostage-taker.
At a press conference in Malacanang
yesterday, the President also ordered ad-
ministrative proceedings against Manila
mayor Alfredo Lim for “misconduct in of-
fice and simple neglect.” The Department
of Interior and Local Government (DILG)
will handle Lim’s case.
The President said former Manila Po-
lice District Chief Supt. Rodolfo Magtibay
and other police officials will be formally
charged. But Aquino in his order did not
mention DILG undersecretary Rico Puno,
who had been receiving flak for failing to
adequately supervise the police during the
crisis, and former Philippine National Police
chief Jesus Verzosa.

his mother, the late president Cory Aquino,
in their first-ever rating as chief executive by
the Social Weather Station (SWS).
SWS announced that Aquino earned a “very
good” grade of +60 percent, or very high in all
areas of the Philippines and highest among the
so-called poorest socio-economic class E.
Early on in her presidency, Cory only got
53 percent. However, the President’s rating
failed to top that of President Fidel Ramos
who netted +66 in September 1992.

of jailed Senator Antonio Trillanes IV to

“Rogas interfered in the negotiations
and effectively aided and supported the
hostage taker by giving him a platform to
air his demands. Tulfo, by his own admis-
sion, violated police instructions. Their
behavior was irresponsible bordering on
the criminal,” he added.
Aquino said he does not want such kind
of “unprofessional behavior” to happen
again. Otherwise, he warned that he could
ask Congress for “appropriate regulations to
protect the safety of the public, our security
forces and media itself.”

The Senate leadership yesterday ordered the
padlocking of Sen. Panfilo Lacson’s office follow-
ing information that the Commission on Audit is
poised to question the disbursements made by the
lawmaker’s staff without his certification.

announced that members of the chamber reached
a “unanimous” decision to temporarily close down
Lacson’s office, adding it was a “painful” one.
“It’s painful for us to do that to a colleague but,
nonetheless, we have to do it. We have responsibility
to the Filipino people and to the laws of the country
to see to it that we will not, in anyway, violate the
laws because of a notion that no one is above the
law in this country,” Enrile told reporters.
“The (COA) expressed some reservation regard-
ing the continuation of supporting the financial needs
of the office of Senator Lacson. I notified his staff
that the Senate would not have any choice except
to discontinue supporting the budget of the senator
in the meantime,” he explained.
Lacson left the country last January before the
court could issue an arrest warrant against him in
connection with the killing of publicist Salvador
Bubby Dacer and his driver Emmanuel Corbito in
November of 2000.
The fugitive lawmaker denied any involvement
in the twin killings, alleging that former President
Gloria Macapagal-Arroyo was out to persecute
him, being one of the critics of the Arroyo admin-
istration.
In his memorandum dated Oct. 7, Enrile sus-
pended the release of the budget for the office of
Lacson, more specifically the P2-million MOOE
(maintenance and other operating expenses), includ-
ing the salary of the senator, “until such time that he
is fully able to perform his duties as senator.”
Enrile, however, clarified that the staff of Lacson
will not be affected since they will be transferred
temporarily to the Senate Secretary's office.

ered the most distinguished and talented dance crews
representing close to a hundred schools and colleges
all over the country. Hordes of streetdance fans and sup-
porters packed the SM Mall of Asia Music Hall last Sept.
18 for the first leg of the eliminations. The succeeding
legs were just explosive in SM Megamall Activity Event
Center, which was filled to the rafters this past Sept. 25
and 26, and Oct. 2 and 3 as it hosted the next four legs of
the biggest, toughest and hottest streetdance competition
in the country.
The tremors are still reverberating as the grandest
streetdance competition shook the nation when it unleashed
a series of elimination legs, separating the cream of the
crop and reducing the huge field of participants to the
worthy 22 crews.
With four spots left in the Skechers Streetdance Final
Battle, the last College elimination leg on Oct. 9 is guar-
anteed to be even more exhilarating.
Stellar, the all-girl crew composed of members from
the world famous Philippine All-Stars, joined the party and
provided a generous serving of flair and intensity with a
heart-stopping mob dance number as they grooved along
with representatives from participating schools.
The crowd’s deafening cheers brought in the noise as the
crews showcased their wares in a display of heart-pumping
routines one after the other. Hosts Mo Twister, Sam YG,
and Toni Toni in the kick-off party and elimination legs in
SM Mall of Asia Music Hall and SM Megamall matched
the enthusiastic crowd with sheer fun and entertainment.
Some of the biggest names in the dance community judged
the elimination legs, featuring Wilson Ong of Whiplash,
Lema Diaz of Philippine All-Stars, and Jhong Hilario of
Streetboys.
The PUP Danz Company, the PLM Iskolars Dance
Incorporated, and the Performing Arts Guild of Fatima
Dance Troupe secured their spots in the Final Battle on
Nov. 20 at the Araneta Coliseum, along with the La Salle
Dance Company-Street (Year 4 champions) in the first

September 5 opened five spots in the finals for the High
School Eliminations. Claret Hataw (last year’s champions),
La Salle Greenhills' Airforce, School of the Holy Spirit's
