3 84 ‘STANDING RULES ‘STANDING RULE 4 ~ LEADERSHIP VOTE Leadership Vote Committee (1) The Executive of the Party shall appoint 2 co-chairs of the Leadership Vote Committee, and whose responsibility will include organizing the Leadership contest, including nominations, campaigns, vote, and Extraordinary Convention held in concert with the Leadership Vote, (2) A Leadership Vote and Extraordinary Convention Committee shall be established according to [section 65 of the Constitution]. Notice Notice shall: (@) _ be given according to [section 63 of the Constitution] at least 120 days prior to the convention the Executive shall send notice of the date, time and place of the convention in writing to all members of the Party, (&) inclde (@ name of the Party; Gi) date, time and place of the convention; (ii) time of opening and closing of registration; Gv) signature of President or designate, Candidates (1) Allnominations for Leader shall be: (©) addressed to the Secretary of the Party, (b) delivered to Party headquarters not less than 14 days prior to the date of the Leadership Vote; (©) signed by at least 100 members in good standing of the British Columbia Liberal Party. @) Each leadership candidate shal file a statement of expenditures with the [Party Treasurer] of the Party 60 days after the conclusion of the Leadership Convention on 85 a reporting form received from the [Party Treasurer]. (3) Bach leadership candidate shall spend no more than $75,000 on his or her election campaign, (4) Each leadership candidate is required to disclose all contributions over $100. (5) The [Party Treasurer] shall declare vacant any office where the successful candidate overspent the allowance. 4 Referee A Referee shall: (@ be appointed by the Executive of the Party; (&) adjudicate all disputes arising over accreditation; (©) instruct, if appropriate, the Credentials Committee to issue a ballot 5 Credentials Committee ‘The Credentials Committee shell: (®) be appointed by the Executive of the Party; (©) validate the signatures of members in good standing who signed the nomination ‘forms; (©) issue a ballot, ifso instructed by the Refbree, to a delegate whose disputed accreditation has been adjudicated; (@ _ validate each ballot as itis distributed to each member in good standing who shall sign for it (©) present a credentials report to the chair of the meeting, 6 [Chief Electoral Officer] A [Chief Blectorel Officer] shall: (@) be appointed by the Leadership Vote Committee; (®) be approved by the Executive of the Party; (©) _beresponsible for all arrangements for balloting; (@ appoint deputies as required by the voting procedure; © @ @® @ 9 86 appoint counters in sufficient numbers to facilitate the counting of the ballots; publicize the time ellotted for each candidate's nomination and speech at the Extraordinary Convention called in conjunction with the Leadership Vote; have the nominators draw lots for nomination order, at the Extraordinary ‘Convention called in conjunction with the Leadership Vote; ‘inform candidates that they have the right to appoint e scrutineer, who shall observe, may challenge, but shall not participate in the counting of the ballots; establish and publicize, in advance, the procedure to be used in the case of a tie vote; announce or cause to be announced all election results.
