Please refer to attachment.

Chief Manjarrez and his Staff conducted a teleconference with all PAICs impacted by the El Paso Sector
PF-70, 3 mile initiative. All OBP requested skill sets have been achieved and execution of operation has
begun.

El Paso Sector will have a total of 20 Border Patrol Agents reporting for the PF-70 Project at the Deming
OBP006026

Border Patrol Station at 1300 hours on August 09, 2007. The PF-70 agents will be addressed by Chief
Manjarrez, several members of his Staff, and Deming Management Officials.

Hotel reservations have been made, travel vouchers have begun, approving officials have been
identified, and a PF-70 expenditure tracking mechanism has been installed. We will ensure that OBP is
provided with daily, accurate and timely Sit Reps on the progress of this monumental effort. The
Deming Station has identified Supervisory oversight to facilitate this effort. The DNM Supervisor will be
the liaison between military personnel and Border Patrol. The DNM Supervisor will foster a professional
working relationship with JTF-N and Sea Bee personnel.

Sector will additionally forward you the chart graph reflecting current fence status (verified), anticipated
completion date by JTF-N, and anticipated completion analysis factoring the augmentation of Border
Patrol Agent assistance. Our PIO Office has been advised of this action and will forward any media
inquiry to OBP PIO. El Paso Sector fully understands the importance of this mission and will respond
accordingly.
