Allowing USFWS cat ramps would create approximately (b) additional gaps thus (7) defeating the national security BP strategy for securing our nations borders. USFWS has three continuous north and south properties located in projects O-4, O-8 and O-10 that cross the IBWC levee. During the initial PF-225 site visit in September ‘07 RGV Sector made the following accommodations for USFWS.  Project O-1 Border Patrol removed one mile of fence segment from O-1 and added it to O-2 in order to lessen the wildlife impact on the refuge.   Project O-13 Border Patrol realigned approximately ½ mile of fence segment onto private landowner property to keep from going through USFWS refuge. Project O-16 Border Patrol removed ½ mile of fence segment from O-16 and added it to O-14 in order to lessen the impact on refuge property.

Fence design was changed throughout out the projects in order to accommodate the requests from USFWS for a critter friendly design. All projects in question (O-4, O-7 though O-10) are becoming urbanized and industrialized at a very rapid pace. Housing and businesses are in the process of being developed in and around the Ports of Entry which within these fence segments. The likelihood of animals traversing north and south through these developments is unlikely.
