 having regard to the report of the Committee on Budgets (A5-0061/1999),

A. whereas supplementary and amending budget 5/1999 provides for an increase in payment appropria-
tions for external action of € 202 million and an increase in the number of new posts for OLAF from
15 to 30,

B. whereas the necessary requirements were already partially covered by supplementary and amending
budget 4/1999 and by omnibus transfer 53/1999,

C. whereas the funding required is being redeployed from EAGGF Guarantee appropriations which will
not be fully used in 1999;

1. Notes that the Council has adopted draft supplementary and amending budget 5/1999 without mod-

2. Observes that, once again, the Commission’s forecasts for agricultural expenditure were overesti-
mated, creating provisions which do not correspond to sound and efficient management;

3. Supports the proposal to increase the supplementary posts for OLAF in order to accelerate the oper-
ating stage of the new structure in accordance with the requirements of the Supervisory Committee and
with its resolution on SAB 4/1999 (2);

4. Approves the budgetary decision to increase DSAB 5/1999 by € 25 million in payment appropria-
tions to be allocated to the Phare Programme according to the urgent needs expressed by the Commission;

5. Calls on the Council to adopt SAB 5/1999, as modified, without modification in order not to delay

6. Instructs its President to forward this budgetary decision and this resolution to the Council, the Com-
mission and the institutions and advisory bodies concerned.

Internal investigations conducted by the European Anti-
Fraud Office (OLAF)
The common rules laid down in the Interinstitutional
Agreement of 25 May 1999 concerning internal investiga-
tions by the European Anti-Fraud Office (OLAF) compris-
ing the measures needed to facilitate the smooth running
of investigations conducted by the Office shall be applic-
able within Parliament, pursuant to the Parliament Deci-
sion annexed to these Rules of Procedure.
