7. Texts of agreements forwarded by the Council

The President had received from the Council a certified true copy of the agreement:
 in the form of an exchange of letters between the European Community and the Republic of Malta
amending the agreement creating an association between the European Economic Community and
Malta.

8. Transfers of appropriations

The Committee on Budgets had examined the non-automatic carryovers of appropriations from the finan-
cial year 1999 to 2000, Section III  Commission (SEC(2000) 229  C5-0128/2000).

It had decided to give a favourable opinion on the carryover of € 29 million.

The Committee on Budgets had examined proposal for transfer of appropriations No 5/2000
(SEC(2000) 257  C5-0093/2000).

Pursuant to Article 26(5)(b) of the Financial Regulation, it had decided to authorise the transfer of part of
