DETAILED PROJECT REPORT (DPR) FOR ESTABLISHMENT OF NEW

INSTITUTION

CONTENTS

CHAPTER I:

1.1 Introduction

"Greater Kolkata College Of Engineering and Management" is proposed and


identified at Baruipur , the District Head Quarter of 24 Parganas (SOUTH) which is
45 Minutes away from the IT Hub at
SaltLake Kolkata and two Kilometers away from the proposed international Airport
near Kolkata.

1.2 Background of the Consultants

Background of Project Consultant:


The Trust has appointed Sri Jyotirmoy Bagchi as Project Consultant. Sri Bagchi,
ICWA by qualification has served various reputed organisations.

Background of Architect:
Architect Sri Salil Kanti Dhar is a Bachelor of Architecture from MS University,
Baroda,Gujarat. Sri Dhar is a member of Council Architecture.

CHAPTER II:

THE PROMOTING BODY

2.1 Details of its Promoters including their Background

SUSHANTA DAS : Sushanta Das, aged about 38 years is


ME(Computer Science , Jadavpur University)
and BE(Computer Science , Jadavpur
University) by qualification. He has 10 years of
experience in working in reputed companies and
Govt. institutions viz. Tata Consultancy Services
(as Team Member/Project Leader/Project
Manager), R S Software (I) Ltd. (as Project
Manager) and West Bengal University of
Technology (as Assistant professor). Since
2004, he is working as Head of the Department
of Training & Placement of Murshidabad College
of Engineering and Technology. He has worked
in different projects in USA and UK. He is also
owner and CEO of "WE are the Best Developer"
a firm engaged in the business of software
development. The firm develops software for their
clients abroad (US ,UK and Australia).

SUMIT BANERJEE : Sumit Banerjee, aged about 39 years is a DCE


by qualification. He also is a licensed building
surveyor of Kolkata Municipal Corporation for
last 18 years. In the year 1990 he has set up his
own building construction firm under the name & style of
DBS Concrete India Pvt. Ltd.

JADU LAL DAS : Jadu Lal Das, aged 62 years, is a Building


Constructor having more than 40 years of
Experience and Repute in the Construction
Business.

CHANDAN BHATTACHARJEE : Chandan Bhattacharjee, aged about 45 years


had started his business career at a tender age of
18. He got enlisted as civil contractor of PWD,
he got adequate exposure in construction
activities and started real estate development business under
the firm name & style of M/s Life Residency.
Titli & Amrita are two projects completed by
the firm. Sri Bhattacharjee also has set up a
pathological diagnostic centre under the name &
style of Bhattacharjee Diagnostic Centre.
Bhattacharjee Diagnostic Centre is well reputed
in the locality and is approved by the enlisted in
LICI.

2.2 Activities of the Promoting Body including a listing of major educational promotion
activities undertaken by it in the past

Activities of the promoting body is fully focused on setting up of the proposed


Engineering and Management College.

2.3 Mission of the Promoting Body

The mission of the Trust is to Set up a quality Engineering and Management Institute
to provide education to the aspiring students who, with support and guidance from
highly qualified and experienced professors of the proposed institute, will be
groomed into competent engineers and managers. Such well groomed engineers and
managers coming out of the GKCEM will, in their respective field of excellence,
serve the industry, play their roles in industrial and commercial growth
of the nation and will lead the nation to a path of industrial growth and prosperity.

2.4 Vision of the Promoting Body

To establish a Degree Engineering and Management institute of International repute


which will produce pool of industry ready quality Engineers and Managers.
CHAPTER III

OBJECTIVES AND SCOPE OF THE PROPOSED INSTITUTION

3.1 Objectives of the Institution

The institute has a clear vision and objective, in the quest for being an outstanding
centre for learning and development of human resource, which is conducive to the
fast changing national and international situations. It shall adhere to consistent policy
to recruit highly qualified teachers specializing in various domain of Engineering.

The institute shall be committed to develop as a value and need based quality
education provider in India and the state of West Bengal in particular. Its ultimate
goal is to produce qualified and competent manpower responsive to the changing
needs of the society at the national and international levels. It seeks to stimulate and
promote activities to strengthen professional competency of the students and faculty
through:-

a) Continuing education and life long learning for faculty, staff and working
professionals.

b) Research and development.

c) Continuous innovation of methods of learning, teaching as well as research and


development.

d) Promote Institute - Industry - Govt. interface.

e) Serve as a centre for generation and exchange of ideas among students, teachers,
research organization and the state Govt. so as to promote entrepreneurial culture
among students and to assist them through expertise available in the other
institutions.

Devise schemes and methods for effective periodic evaluation of performance of


projects, faculties, staff and students, internal evaluation through academic and
administration audit committees.

Take steps for facilitating appropriate environment in the institutions of education to


achieve harmonious relationship among teachers, students and staff.

With the world moving towards the knowledge based society, the importance of the
"knowledge" has increased everywhere. The rich - poor divide, may as a
consequence be turned to knowledge rich and knowledge poor society. In such a
situation, the institute has a vital role to play in disseminating knowledge among the
student community. The institute will try to its best to produce quality man power.
The institute shall promote strong link between its essential cultural values reflected in study
of engineering.
3.2 General and Technical Education Scenario of the State:

Being the most stable Government serving the state over last 30 years , Government
of West Bengal has taken immense initiative over the last few years to establish
Technical Education Institutes to enrich the reservoir of skilled and talented
manpower and to ensure uninterrupted and smooth flow of manpower which
is a basic requirement to attract major industries in West Bengal. Government has
already established more than 60 Private Engineering and Management Institutes in addition
to the leading Existing Governments Institutes in West Bengal.

3.2.1 Status at Entry Level

Approximately One Lac students are appearing for the West Bengal Joint Entrance
Examination to fill up the 14000 seats available in the state which shows the demand
of the Degree Engineering studies in the State.

3.2.2 Status of Technical Level manpower

Currently 21,000 professionals are working in different IT companies in West


Bengal. By 2010 it is likely to grow to 1.75 lakh in IT and 2.40 lakh professional in
ITES sectors. Other Engineering sectors are also growing in a rapid pace. Tata
Motors, Jindal Steel, Reliance groups, Salem Groups are coming in big way in West
Bengal to start operation. Hardware & Networking, Telecommunication Industries
are also growing in a rapid pace. Xenitis has started manufacturing PCs in collaboration with
the Chinese Counterpart. Simoco has started manufacturing mobile phones in the
states. So there is huge requirement of Technical Manpower every year and the
demand is increasing steadily each year.

3.3 Industrial Scenario of the State

All the IT majors are in West Bengal today. They all are expanding in a big way.
IBM, WIPRO, TCS, COGNIZANT, Skytech, NIIT, PriceWaterhousecoopers,
Capgemini, Tech Mahindra, GE CAPITALS, Satyam, ITC Infotech, Reliance
- all are in operation and expanding in a big way in West Bengal. Reasons are
specific for which the state can stand out among others in the country. During last
five years West Bengal has clocked cumulative growth of 119 percent against a national
average 36 percent. By 2010 the state wants to contribute 15 percent of the country's
total IT revenues and 20 percent of the ITES revenue from the current share of 5.1
percent. West Bengal offers a variety of advantages to the IT and ITES sectors.Other
Engineering sectors are also growing in a rapid pace. Tata Motors, Jindal Steel,
Relience Groups are coming in a big way in West Bengal to start operation.
Hardware & Networking, Telecommunication Industries are also growing in a rapid pace.

3.4 Scope of the college vis-á-vis the Industrial Scenario and Educational Facilities
already available in the State

Currently 14000+ Engineering graduates are passing out from all the Engineering in
West Bengal and projected manpower requirement in state by 2010 is 4 lakh plus
only in IT and ITES sectors. Other core Engineering sectors are also developing in a
rapid pace which is generating demand of Technical manpower requirement.
As the demand is increasing at a phenomenon rate during the last five years and
multinationals have already started coming to the state, it is therefore can be assumed
that there is a bigger scope for the pass outs of the proposed institution.

4.2 Central Computing facility

The computer accessibility shall be via the computer centers in the instructional
building. The students shall be allowed to access to the computers on the basis of
level and requirement. Facility will remain available from 8 am till 8 pm.

4.3 Central Library

The central library will allow the students to avail the facility of studying the books
within hall. Total library area is proposed to be 660.177 sqm. The library will be
stocked with Journals and Magazines and 4000 volumes of books etc. Total fund
outlay is estimated to be Rs. 9.00 lacs in each year of 2008-09,2009-10,2010-
11,2011-12. The library shall have photocopy machine also.

4.4 Central Workshop

Total capital outlay of the central workshop is estimated to be Rs. 10.00 lacs.

4.5 Central Instrumentation Facility

Laboratory equipments is proposed to be procured with capital outlay of Rs. 41.00


lacs.

and project leader.

3) He was the asst. Professor and Executive Council Member of West Bengal
University of Technology, Kolkata.

Mr. Sushanta Das, one of the trustees of the promoting body had worked as Assistant
Professor and Executive Council member of WBUT. He enjoys good reputation and
continuous interaction with the state education department and his colleagues are
well established and known in the Industry as well as in the educational field.

CONCEPTUAL MASTER PLAN FOR MAIN CAMPUS DEVELOPMENT

9.1 The Site

Location of the Proposed project enjoys following advantages:

1. Baruipur is a densely populated township very recently included in the city limits
of Kolkata.

2. With several infrastructure projects coming up, Baruipur is expected to be hub of


industrial and commercial activities in near future.

3. Baruipur is well connected by road and rail to several large townships viz.,
Diamond Harbour, Canning, Joynagar etc.

4. Nearest engineering & management college is located at Sonarpur(FIEM) and


Garia (NSEC).

Being such an important place with good prospect of development , population of


Baruipur and surrounding places is expected to increased leaps and bounds
necessitating improvement in education facilities. Such Scenario prevailing, the
proposed college is strategically located at a very appropriate place.
9.2 Proposed Land Use Pattern

The Total area of Land is 10 acres and 5 decimals. The total constructed area shall
cover around 15% of total area. The rest area shall be utilized as playgrounds,
swimming pool, volleyball Court, Roads and landscaping.

9.3 Design Concept

The design of the buildings will give beautiful Arial view.

The Landscaping is planed in such a way that it will not only attract students but will
also attract tourists.

CHAPTER X:

ACTION PLAN FOR IMPLEMENTATION

10.1 Constraints

Time constraints :

Project implementation including AICTE approval is a time bound program. Any


lapse in time schedule may result into non-commencement of academic season as
envisaged.

10.2 Financial Outlay

Financial outlay is as follows:

Investment of Rs. 128.35 lacs made till 31/03/2006

Further investment to the tune of Rs. 60 lacs made till 31/12/2006

Fund available in the CD A/C No.07110200000177 is Rs. 2842895.50

Fund available in the CD A/C No. 07110200000141 is Rs. 11943.00

Funds available in form of Fixed Deposit in Bank Of Baroda is Rs. 20000000.00

Loan of Rs. 650.00 lacs already sanctioned by Bank Of baroda

10.3 Strategy for Implementation

The Trust has bought a land of 10 acres and 5 decimals. The land has been mutated
and converted. The land has been earmarked thru the resolution to establish a degree
engineering college in the name of "GREATER KOLKATA COLLEGE OF
ENGINEERING AND MANAGEMENT". The building plan is also sanctioned as
per AICTE norms. Trust has started constructing Building Phase - 1 and the expected
completion date of the Construction is march 2007.

now considered as part of extended Kolkata. Though infrastructure development
activity and general population in the township is growing very fast, there is no
engineering or management college in the township. The promoting body envisages
that the proposed college will facilitate engineering and management
education to the student of the locality and surrounding places who, at present have to
commute to such colleges at faraway places.

2. With rapid industrialization program taken by the state govt., there ought to be
substantial demand for qualified engineers and managers in the near future. The
promoting body envisages that the qualified engineers and managers coming out of
the college will fill up the vacuum and minimize the demand-supply gap of
engineers and managers.

3. Qualified and experienced professors now seeking employment in other states and
countries may be retained in the state and the students they will teach in the college
will transmit the excellence of their professors in in the respective field to the
industry.

(b) Justification for starting the proposed institution in view of above

Total number of sanctioned seats in Engineering & Technology in West Bengal is


approximately 14000 with all the seats are getting filled up every year through
West Bengal Joint Entrance Counseling. There are more than 1 lac students
appearing in the joint entrance examination in this category. This shows a clear
demand is increasing steadily every year.

Govt. of West Bengal has confirmed investments from more than 30


internationally reputed firms to start their operation in West Bengal, specially in
