January 28, 2011 Senator Malcolm A.

Smith 907 Legislative Office Bldg Albany, NY 12247

Dear Malcolm: Although we disagreed during the election, I want to keep you apprised of some of New York Uprising’s ongoing work. A bill has been introduced that would bring true, independent, non-partisan redistricting to New York: S2543. I believe there is sufficient support in the Senate to pass this bill immediately. 54 of your colleagues have already signed the New York Uprising pledges and I believe they will not let their constituents down. I hope you will consider joining them, whatever your reason for declining to sign our pledges was last year (some didn’t sign our pledge because of a policy against signing pledges; as a legislator, that policy obviously does not extend to not co-sponsoring bills, so this is a chance to show your support for reform). It requires immediate action, as the new lines must be in place in time for the 2012 elections, and the commission must have adequate time to complete its work. S2543 does not break new ground. It builds on what was introduced in prior sessions, and the revisions, amendments, compromises, and full vetting that transpired. It is ready to pass, and it must. On Tuesday, March 1st, I would like to announce how many sponsors have signed on to the bill. If you are not already among them, I hope you will consider doing so. If you wish to inform me that you have formally sponsored the bill, please do (email me anytime at ed@nyuprising.org).

Sincerely, Ed Koch Founder, New York Uprising
