Tobacco Usage
• In FY2010 Arkansas spent $19.8 million on tobacco prevention, which is 54.4% of the CDC Annual Spending Target.1 • The CDC estimates that 52.9% of adult smokers in Arkansas tried to quit smoking in 2008.2 • Arkansas received $276 million in tobacco settlement payments and taxes in FY2010.3 • Arkansas has securitized all or parts of its Master Settlement Agreement (MSA) dollars.4

Excise Tax: There is a tax of $1.15 per pack on cigarettes, as of March 1, 2009. All other tobacco products are taxed 68% of the manufacturer’s list price.10 Clean Indoor Air Ordinances • Smoking is prohibited in all child care centers, government buildings, health facilities, and schools. • Smoking restrictions are required in all restaurants, bars, and private workplaces. Youth Access Laws • The minimum age requirement for the purchase of tobacco products is 18, and penalties exist for both minors and merchants who violate this law. • Establishments are required to post signs stating that sales to minors are prohibited. • Only sales clerks are allowed to access tobacco prior to sale.
