If power setting is too low (low N1) the controller will command the EIU (Engine Interface Unit) to increase the idle setting to allow bleed pressure to increaseand so sarisgy the temperature demand. The same happens for the APU, power is not increased as it always operates at 100% power but bleed flow is. (Monitored through the APU ECB, Electronic Control Box).
