Indian Interest in GALILEO

Dr. S.Pal Outstanding Scientist Deputy Director & Chairman, Project Management Board GAGAN

Munich Satellite Navigation Summit  2004

ISRO SATELLITE CENTRE BANGALORE - INDIA

23rd March, 04

Indian interest in Galileo
• • • Indian Participation in GALILEO programme is under active consideration of Govt. of India. ISRO/DOS has followed the European SATNAV programmes closely from EGNOS to Galileo since 1996. ISRO/DOS is interested in Galileo from various angles – Services, Participation, Technology & Management
Galileo is proposing to provide an open service, a safety of life service, a commercial service, a public regulated service, search & rescue service. Use of these services in the Indian context needs to be addressed. There is a large potential market in India in various sectors such as, Civil Aviation Railway wagon tracking & anti-collision ,Surface transport Mobile communication Intelligent highway system ,maritime transport & Deep Sea Fishing Survey and marine engineering, offshore platforms & Defence The size of the Indian market for satellite based navigation is currently estimated to be about Rs.110 crores (~ 20 M€ ) in 2003 and expected to grow @ 25% per year in the next 4 to 5 years. Means and ways have to be jointly determined as how to exploit this market ?

Participation Indian Experience in SATNAV
• • • • • • • • ISRO/DOS/AAI is implementing GAGAN – The Indian SBAS system. GAGAN will have its own GEO Space segment transmitting L1 & L5 India has developed satellite bus from 1000 kg to 3000 kg with ABM capabilities. 1100 kg bus is most suitable for Navigation Satellite and can be cost effectively launched by PSLV and GSLV launchers. India has PSLV and GSLV launchers to launch these satellites Considerable experience exists in LEO/MEO constellation-management, tracking, uploading corrections etc. Iono-tropo model development is undertaken as part of GAGAN Indian industry is manufacturing GPS receivers as per DO-178B standards Indian partnership in GALILEO “In-kind” will help reduce the overall Galileo system establishment expenditure

Indian interest in Galileo (Contd.,)
Indian Technological competence in the relevant areas Building of spacecraft and launching with Indian launcher Large GEO & LEO Constellation maintenance Global Tracking and TTC network Precise orbit calculations and gravity models Ground receiver technology Iono-Tropo Models Integrity estimation and Hazardously Misleading Information (HMI) analysis RF & Baseband data structure, interference analysis, DO-178 B programming Spectrum Management

Indian interest in Galileo (Contd.,)
Participation in Management
– Participation in Galileo concession programme – Industrial contracts to India – Contracts for Support structure, tracking stations & software development to Indian industries and Organizations

Considering India’s capabilities, India could contribute to Galileo system in the following areas:
– In launching Galileo satellite – Building Navigation spacecraft – Establishing ground segment for control and monitoring of the constellation – Production of Ground equipment and GNSS receivers – System software for satellite navigation applications
