o This position oversees all academic programs (15 baccalaureate and 8 associate degrees) at Penn State Berks, 117 full-time faculty and approximately 100 part-time faculty

o My main focus in the last three years has been to successfully launch four new baccalaureate degrees and two minors as well as to consolidate existing academic programs.

o Another focus area has been academic assessment of programs and general educaton courses.

These are well established continuous improvement processes that were consolidated during my tenure.

o I have been a strong advocate of Undergraduate Research and currently Penn State Berks is the leading institution, in terms of the number of prpers presented, in the annual

Undergraduate Research Conference organized every year by the Higher Education Council of Berks County.

o Launched the Research at Penn State Berks Magazine, three issues have been published (fall 2008, spring 2009, and spring 2010) to enhance our image in the community as it relates to our research accomplishments and productivity. Another issue is forthcoming.

o I have promoted the development of a three-year Globalization Plan for the campus. This plan is currently in execution.

o I have contributed to the development of a strong faculty body and to enhance the Promotion and Tenure process.

o This position oversees the Grant Office at Penn State Berks. In the last three years this office has had an active portfolio of research and other grants for an average of $2,000,000 a year.

)- Division Head of the Division of Engineering, Business and Computing (EBC) and Professor of Engineering, Penn State Berks, the Pennsylvania State University, Feading, Pennsylvania, USA, August 2003-June 2006.

o Under my leadership the EBC faculty significantly improved their student evaluation scores (SRTE) and research productivity increased from five papers published in refereed journals with 36 faculty members in 2002 to 24 papers in refereed journals in 2005 with 26 full-time faculty members.

o Successfully completed the ABET reaccreditation process of the Penn State Berks engineering programs.

o Initiated the AACSB accreditation process for the Penn State Berks business program

o Successfully coached faculty through the P&T process and the EBC division increased the number of tenured faculty in two of the key programs (Information Sciences and Technology and Business)

o Launched the accreditation process with AACSB that was successfully completed in 2004.

o Increased significantly faculty productivity with performance measures in order to obtain the accreditation with the Association to Advance Collegiate School of Business International (AACSB International).

o Contributed to the internationalization ofIESA by successfully launching a joint PhD program with Tulane University, New Orleans and by successfully stagingthe Business Association of Latin American Studies (BALAS) Conference in Caracas in 2000.

~ President of Institute for Engineering Research', Caracas, May 1 984-September 1993.

o Managed the positioning of the Institute for Engineering Research as one of the most important R&D Centers in Venezuela and in Latin America.

o Led the growth of the Institute from the initial 6 founders to 170 employees (10 Ph.Di's, 40 M.Sco's, 70 Engineers plus administration).

o During my first year (1983) as President of the Institute for Engineering Research I raised $1,500,000 in research grants and contracts. In subsequent years I successfully manage to procure the funding for and executed an important array of R&D projects that generated about 75% of the Institute'S revenue every year with complete customer satisfaction.

o I raised funding ($10 million) for the Institute's new building of 68.000 fr of laboratories, equipment and offices and executed the construction in less than a year.

o Developed one of the most important groups in Satellite Imagery and Digital Image Processing in Latin America.

o Promoted and launched a benchmarking study of R&D Institutes worldwide to serve as input to the strategic plan of the Institute. This study has been edited and published as a book by the University of Brighton, England

o Founder of the Institute for Engineering Research together with five other leading Venezuelan scientists in engineering research.

o For the last two years I have been part of the "College-to College" initiative promoted by the Mayor of Reading (Tom McMahon) to enhance the areas ofthe city that are economically depressed. This initiative involves community leaders and the five colleges in the area.

o Professional Career Development Advisor for the Philadelphia Chapter of the Society of Hispanic Professional Engineers (SHPE) since January 2009. I have volunteered to offer tutoring, workshops and conferences to SHPE members.

o Volunteer mentor of one student in the Electrical Engineering Department at the University Park Campus as part of an initiative of the EE Alumni Society.

o Member of the Higher Education Council of Berks County (HECBC), August 2006~- present.

Council's members include all the higher education institutions in Berks County, PA (Albright College, Alvemia University, Kutztown University, Reading Area Community College, am Penn State Berks). T have been particularly active in the Chief Academic Officers group that meets every other month.

o Organized and executed a Faculty Dialogue (4 hours) between college professors of the HECBC Colleges and the High School teachers in Berks County in the disciplines of English Composition, Mathematics and Chemistry. This event was well received by the community. February 17,2009

o Mem ber of the Advisory Board of the Greater Reading Keystone Innovation Zone, spring 2009- present.

o Member of the committee to promote a Center for Agriculture and Food Innovation (CAFT) in Berks County representing Penn State Berks, July 2008-present.

o In partnership with HECHC launched a project called Berks'Works in 2008. It is a data base at Penn State Berks of internships and employment opportunities for high school and college students and graduates in Berks County. I oversee the development of this project that is intended to retain our graduates in the area. The project is in full development and should be competed in fall 2011.

o Negotiation Conference and Workshop (4 contact hours, pro bono) offered to the Reading Chapter of the Institute ofIndustrial Engineers at Penn State Berks, October 17, 2007.

>- Professional Mediator/Conciliator for the Venezuelan American Chamber of Commerce (Venarrcham), I 998-present.

>- Mediated in two corporate cases which resulted in successful agreements between global corporations and local business partners. Also mediated in another corporate case that was well on its way to an agreement and the respective headquarters stopped the process. Ample experience in mediation.

>- Taught a two-day Negotiations Workshop to the Sales Force ofPanalylitical B.V. a subsidiary of Philips in Almelo, Holland during the week of January 20h_24th 2004. Panalytical is manufacturer XRay industrial equipment for the characterization of minerals.

This project started as a consulting activity. It involved higher education institutions from four European countries (England, France, Italy and Spain) and Japan as the main sponsors. There were 11 countries as beneficiaries

(Argentina, Bolivia, Brazil, Chile, Peru, Colombia, Ecuador, Uruguay, Mexico, and Venezuela). Again, each country was represented by a higher education institution. As President of the Institute for Engineering Research, I became the Director of this program in its nitial stages.
