Dear Council colleagues: At our request, staff has been gathering information on the Ceremonial Key policies of other cities. I propose that we plan to take up discussion on a policy and criteria for the presentation of Keys to the City when we consider the Council rules in August. Until that time, I am asking that any requests for Ceremonial Keys to the City be directed to the Dallas Protocol Office at the World Affairs Council where its guidelines will be applied. • Keys to the City must be presented by: - The Mayor of Dallas - An elected official designated by the Mayor - A Protocol Officer designated by the Mayor Keys to the City may not be presented to officials while city of Dallas officials are travelling abroad; they must be presented within Dallas/Collin/Denton/Tarrant counties. Person(s) receiving the key must: - Be or have been an elected or appointed official in their country, state, city or province - Typically hold the title of Minister or above or an equivalent rank - Must have some current or future ties to the City of Dallas
