External Review of NI.W/DRD

Your staff contacted my Office last week for some background information on the process to appoint the interim Non-Executive Directors to NIW.

Before I deal with those matters, I would like to draw your attention to the following: ~¥~ttfhould be aware that the records of that process, examined by my Office indicate that both of you were considered for appointment to the interim Board by both ORO - the department you are now reviewing - and Minister Murphy.

In Ms Moorhead's case it appears that your name was included on a 'long list' of possible Non-executive Directors which was submitted to the Minister.

in Mr Holder's case it appears you were interviewed for the post of Chair of the interim Board - by Paul P.riestly, Lianne Patterson and an Independent Panel Member. Your name was submitted to the Minister, having been judged appointable, by that panel.

From revieWing the records submitted to us by ORD it appears that the media were aware of Mr Holder's candidacy in the summer.

Although your appointment is not regulated by me it would be remiss of me not to draw attention to this situation. I believe that once this information is in the public domain it may undermine your perceived independence, or the 'external' nature of your review.

You asked whether there had been any other incidents where board members had been 'sacked'. I would refer you to the removal of the Chair of Sperrin Lakeland Health Trust some 5 years ago and the suspension of the South Eastern Education and Library Board in July 2006.
