I write pursuant to the Virginia Freedom of Information Act (FOIA), Va. Code § 2.2-
3700, et seq., to request copies of the following records from the Virginia Department of
Transportation (VDOT):

1. All contracts, memoranda of understanding, or agreements between VDOT


and DBi Services, and all correspondence, policies, and other documents
related thereto from 2005 to present;

2. All policies, practices and procedures related to the destruction or removal


of property, garbage, or debris on or near Virginia roadways or highways
from 2005 to present;

3. All policies, practices and procedures related to the treatment of homeless


persons living near Virginia roadways or highways from 2005 to present;
and

4. All documents relating to complaints of destruction or removal of property


on or near Virginia roadways or highways from 2005 to present.

Please respond within five business days as required by FOIA. If any of these
