NYPIRG: NEW CENSUS DATA POINTS TO
DOWNSTATE NEW YORK LOSING TWO CONGRESSIONAL SEATS
According to new census data released today, the downstate region could lose two
congressional seats, due to proportionately strong growth in the Hudson Valley. 11,957,128
people now live in New York City, Long Island, or Westchester, compared to 7,420,974 in the
rest of the state. With new congressional district sizes of 717,707 inhabitants, a nongerrymandered map would give upstate 10.3 representatives, and downstate 16.7.
NYPIRG’s analysis shows that 12 state Senate districts and 47 state Assembly districts
have lost population.
Of course, legislative boundaries are not decided simply by the census data. The
process is intensely political. Unless reforms are put in place, the process will again be driven
by decisions to protect incumbents and to sustain the legislative majorities.
NYPIRG urges the Legislature to approve Governor Cuomo’s redistricting reform
legislation to ensure that population shifts – not political ones – are reflected in political
boundaries.
