Revised Scenario Evaluation Plan

For the St. Joseph Family Homeless Shelter organization, I think that the outcome

evaluation would be the best route for the overall success of the organization. Although, at the

same time, the process outcome would also work because of it being an ongoing organization

with multiple programs being offered. For the first grant that the organization is applying for,

Emergency Shelter Grant Program, the organization would be better off doing a process

evaluation because of it being a short term or a program that is not in use all the time in the

organization. “A federal grant program designed to help improve the quality of existing

emergency shelters for the homeless, to make available additional shelters, to meet the costs of

operating shelters, to provide essential social services to homeless individuals, and to help

prevent homelessness.” This program would be used but it would be more for the educational

purposes to keep the clients that come in for help from becoming homeless again. One of the

evaluations that could possibly been done with the employees of the organization would be the

Empowerment Evaluation; the Empowerment Evaluation would be the staff doing self

evaluations on themselves and the clients that they are helping. In return, that will save the

organization money. Saving the organization money when it comes to doing evaluations, the

money can be spent on the employees and giving them bonuses. With the employees receiving

bonuses they will want to help more clients and do a better job at the organization overall.

I chose to pick the St. Joseph's Family Organization because I think that just because the

clients are in a bad situation they deserve the same equal assistance as the next organization. If

they are helped then they are more than likely to help someone else that may find themselves in

that same situation. Although, the organization being one that helps the homeless and society in

general, they have to have a way to get supplies that they would need on a daily basis; the

organization would rely on donations from businesses and the public in order to keep the doors
open. The hours of the shelter it for clients to come in at night would be seven days a week, from

around 9 pm to 6 am. The office portion of the organization would be open from 8 am to 5 pm to

get new clients registered for the shelter. The clients who do not currently have a job, could help

in the kitchen part of the shelter cooking the meals for the clients and doing other duties around

the organization until they find a job.

For the grant that is being applied for the homeless assistance act, an outcome evaluation

would be used because of it being a long term program in the organization. “Provides grants for

rental assistance for homeless persons with disabilities through four component programs:

Tenant, Sponsor, Project, and Single Room Occupancy Rental Assistance.” With that being said,

the organization would need a futuristic idea of what is in store for the organization and the

program.
