Joy E. Altwies Farnsworth Group, Inc. Synopsis Since the launch of the LEED Green Building Rating System™ Version 2.0, the growth and interest in green building projects has spread rapidly. Of special interest to commissioning providers is the component in LEEDTMthat requires commissioning of green buildings, and the additional credit available for adding greater depth and more emphasis on the commissioning process. This paper is aimed at commissioning providers and explains the two "levels" of commissioning that LEEDTMexpects. The intent of the paper is to explain in detail the requirements set forth by LEEDTMfor meeting both the "fundamental" commissioning prerequisite and the "additional" commissioning credit. By explaining these requirements to commissioning providers, the author hopes to give readers a useful explanation of the LEEDTM contents, including a brief explanation of why the commissioning component of LEEDTMwas designed in its current form. Readers should expect to gain a greater understanding of the LEEDTMcommissioning requirements and be better prepared to explain them to potential clients. As this is a rapid growth area in the commissioning industry, the paper should be useful to many commissioning providers faced with clients who expect them to be thoroughly versed in the LEEDTMsystem. " Fundamental Building Systems Commissioning is a prerequisite for the system. Some areas of the country have a more robust and abundant supply of commissioning providers than other areas. The developers of LEEDTMwanted to require commissioning of green buildings.2002 The LEEDTM System and Commissioning LEEDTMnot only includes building commissioning as a way to earn a credit. These six particular tasks were selected because each was considered vital to the success of any commissioning effort. This is accomplished by splitting the commissioning process into two "levels. but also requires it. depending on the particular circumstances of their project. Rationale for the LEED ™ Approach The flexibility that is inherent to the LEEDTMsystem as a whole is also reflected in its approach to building commissioning. The division of commissioning components into two "levels" is designed to give project teams the maximum flexibility in applying commissioning while still providing at least a basic level of benefits." both located within the Energy and Atmosphere (EA) category. The full commissioning process requires a larger initial investment due to the additional tasks included. requires six tasks that are generally considered more traditional or fundamental commissioning tasks. The Additional Commissioning credit requires an additional five tasks that are more typical of the full commissioning process approach. Project teams may select which level of commissioning they wish to attain. A Two-Level Format Commissioning the LEEDTMVersion 2.0 system is divided into two "levels" called "Fundamental Building Systems Commissioning" and "Additional Commissioning. The Fundamental Building Systems Commissioning prerequisite. despite the fact that commissioning will also positively impact many of the other LEEDTMcategories. and the different providers have different levels of expertise depending on how the commissioning process is commonly executed in their area. Both the prerequisite and the additional commissioning credit were included in the Energy and Atmosphere category simply because commissioning is most commonly associated with energy savings. The following sections describe the prerequisite and additional credit commissioning levels contained in the LEEDTMrating system.

An individual must be selected to lead the commissioning efforts for the project.LEEDTM requires that the scope of commissioning for the project. If a member of the design's firm is chosen. including any primary assumptions. and must report directly to the owner. so long as the responsibilities are clearly stated in the construction documents. climatic assumptions. Review design intent and basis of design documentation . and warranty reviews be clearly listed in the construction documents. For this prerequisite. all HV AC and controls systems. renewable and alternative technologies.2002 EA Prerequisite 1: "Fundamental Building Systems Commissioning" The first prerequisite in the Energy and Atmosphere category ofLEEDTM Version 2. This prerequisite describes the commissioning tasks that must be completed on all projects that intend to earn any level of LEEDTM certification. the systems to be commissioned. occupancy details. These two documents are primary tasks that are commonly accomplished on a commissioned project. installed and calibrated to operate as intended. and any advanced technologies like thermal storage must be commissioned. testing. Intent The official intent of this prerequisite. Bidding contractors must have a clear understanding of their role in the commissioning effort. as stated in the LEEDTM Reference Guide. The owner's requirements for these systems may include efficiency targets and other performance criteria such as temperature and lighting levels that will define the acceptance criteria for the functional performance testing that takes place at the end of construction. duct work and piping. Building envelope systems and TAB should also be verified. he or she must not be directly involved in the design or construction management. applicable codes and standards.0 is Fundamental Building Systems Commissioning.
