Ruth Schultz was assigned to Broadway as the Associate SuperintendentlPrincipal for the 2008-2009 and 2009-2010 school years. Ruth Schultz stated that she was aware that unlicensed individuals were teaching the Parenting classes, but that she trusted , felt that the individuals were capable, that the individuals followed the direction of .. ',and, as a result, she decided that this was not a problem. She was also aware that was not a licensed teacher, but felt that since the curriculum had been approved during the 2008-2009 school year (when licensed teacher . was involved with the class) that the course had been approved by the District - even though a licensed teacher was no longer involved with the class. Conclusion: A preponderance of the evidence substantiates that Ruth Schultz was aware that unlicensed individuals were teaching the Parenting, Culinary Arts and Algebra I1Geometry classes. Ms. Schultz's claim that she.believed that the unlicensed was supervised by the math teacher, when the 2009-2010 Master Schedule shows that the math teacher was teaching another class during the same time period, was not credible.
ALLEGATION NO.4: Administrators assigned teachers to teach classes at Broadway High School outside their area of licensure in violation of state law.

Ms. Schultz stated that she was aware that was teaching Sociology and Psychology classes and stated that ~a licensed social studies teacher, looked at the content of the classes.
