AN ACT PROVIDING FOR A MORE RESPONSIVE AND COMPREHENSIVE REGULATION FOR THE PRACTICE, LICENSING, AND REGISTRATION OF ELECTRICAL ENGINEERS AND ELECTRICIANS

Sec. 2. Definition of Terms. - As used in this Act, the following terms shall mean: a.) "Practice of electrical engineering" a person is deemed to be in the practice of electrical engineering when he renders or offers to render professional electrical engineering service in the form of: 1. Consultation, investigation, valuation and management of services requiring electrical engineering knowledge; 2. Design and preparation of plans, specifications and estimates for electric power systems, power plants, power distribution systems including power transformers, transmission lines and network protection, switchgear, building wiring electrical machines, equipment and others; 3. Supervision of erection, installation, testing and commissioning of power plants, substations, transmission lines, industrial plants and others;

4. Supervision of operation and maintenance of electrical equipment in power plants, industrial plants, watercrafts, electric locomotives and others; 5. Supervision of the manufacture and repair of electrical equipment including switchboards, transformers, generators, motors, apparatus and others; 6. Teaching of electrical engineering professional subjects; and 7. Taking charge of the sale and distribution of electrical equipment and systems requiring engineering calculations or applications of engineering data.

EDUCATION • Teaching of electrical engineering professional subjects • Teaching of review subjects in preparation for BEE examination and registration • Teaching in training schools • Teaching of subjects as part of the continuing professional education for electrical practitioners .

if any .ENFORCEMENT • To act on the application of Electrical Permit by checking compliance with the routinary fiscal and ministerial requirements • To prepare the schedule of inspection • To review the plans and specifications and advise the applicant of the provisions of the Philippine Electrical Codes. ordinances or laws which are violated.

ENFORCEMENT • To advise the applicant of any deficiencies or non-compliance of the requirements • To advise the applicant the amount to be paid as fees • To issue the Electrical Permit when the fiscal and ministerial requirements are complied in full • To inspect the installation works at the jobsite and list the unsafe conditions or violations of the PEC and ordinances .

if any • To issue Notice of Unsafe/Illegal Electrical Installation when the site instruction/order is not complied • To review and check the as-built drawings of the completed work/ project .ENFORCEMENT • To give instruction/order to the electrical practitioner who is in-charge of or supervising the installation to remedy/correct the unsafe conditions or violations.

ENFORCEMENT • To issue the Certificate of Final Electrical Inspection • To inspect annually the electrical installations of building and/or establishments .

•He is of good reputation with high moral values. •He has not been finally convicted by the court of an offense involving moral turpitude. recognized and accredited by the Philippine government. and •He is a holder of the degree of Bachelor of Science in Electrical Engineering (BSEE) from a university. academy or institute duly constituted. . .ARTICLE III Sec. college. as herein provided. shall establish to the satisfaction of the Board that. •He is at least twenty-one (21) years of age. on or before the date of the examination.Any person applying for admission to the registered electrical engineering examination. school. he possesses the following qualifications: •He is a citizen of the Philippines. 17. Qualifications of Applicants for Registered Electrical EngineerExamination.

18. as herein provided. shall establish to the satisfaction of the Board that. – Any person applying for admission to the registered master electrician examinations. c) He is of good reputation with high moral values.ARTICLE III Sec. and . b) He is at least eighteen (18) years of age. d) He has not been finally convicted by the court of an offense involving moral turpitude. he possesses the following qualifications: a) He is a citizen of the Philippines. Qualifications of Applicants for Registered Master Electrician Examination. on or before the date of the examination.

or (2) Has graduated from a two-year electrician's course of instruction from a vocational or trade school recognized by the Philippine government and. in addition. operation and maintenance of utilization devices and equipment. has at least two (2) years of apprenticeship after completion of the course of instruction on electrical installation. in addition.e) He has any of the following technical backgrounds: (1) Has completed at least three (3) years of a five-year Bachelor of Science in Electrical Engineering (BSEE) program or a three-year course in electrical engineering technology from an engineering school recognized by the Philippine government and. has a subsequent specific record of one (1) year practice in electrical wiring and installation. or . operation and maintenance of utilization devices and equipment.

or. in addition. installation.(3) Has completed a one-year electrician's course of instruction from a vocational school recognized by the Philippine government and. operation and maintenance of utilization devices and equipment. operation and maintenance of utilization devices and equipment. has subsequent specific record of at least five (5) years of apprenticeship in electric wiring. in addition. (4) Has completed a four-year high school education or its equivalent and. has at least three (3) years of apprenticeship after completion of the course of instruction on electrical installation. .

fluid mechanics. complex numbers. engineering economics. Philippine Electrical Code. probability and statistics. engineering mechanics. computer fundamentals and programming. Parts 1 and 2 and others. trigonometry.(b) Registered electrical engineer: The applicant shall pass a written examination on different subjects or group of subjects as follows: (1) Mathematics. Laplace transforms. such as general chemistry. . contracts and specifications. college physics. (2) Engineering sciences and allied subjects. electrical engineering law. The weight is twenty-five percent (25%). differential calculus. thermodynamics. and others. analytic geometry. engineering management. strength of materials. Fourier analysis. engineering materials. power series. such as: algebra. integral calculus. code of professional ethics. differential equations. advanced engineering mathematics including matrices. The weight is thirty percent (30%).

and shall exclude questions based on experience and trade practices. The examination questions on the foregoing subjects shall cover only basic theories and principles. control systems.(3) Electrical engineering professional subjects. electric systems. . principles of communication. The weight is forty-five percent (45%). such as: electrical circuits. illumination. electronic power equipment. The passing general weighted average rating shall be seventy percent (70%) with no grade below fifty percent (50%) in any group of subjects listed above. electrical machines. building wiring and others. electrical equipment. circuit and line protection. The number of questions shall be such that the examination can be finished in three (3) consecutive eight-hour days. power transmission and distribution. power plant. electronic theory and circuits energy conversion. components and devices. instrumentation and measurement.

Electrical machines: Description and operating principles of motors. transformer-type motor starters.(c) Registered master electrician: The applicant shall pass a written examination on the different subjects or group of subjects as follows: Technical subjects: Ohm's Law: Calculations for resistance. generators and transformers. voltage and power for direct current and alternating current circuits. safety switches. Control equipment: Description and function of fuses. D.C. motor starters. current. . overload relays. star-delta motor starters.

Other related subjects as may be prescribed by the Board. inductors and semi-conductors. Maintenance and repair: Description of the procedures in the maintenance of electrical machinery. capacitors.Electrical components: Description of resistors. Test equipment: Types and uses of measuring instruments. Electrical engineering law provisions pertaining to registered master electrician. .

Types of wiring materials and wiring devices. Drawing symbols and wiring plants. . Approved wiring methods. Installation of switchboard and panel boards. The number of test questions shall be such that the examinations can be finished in one (1) eight-hour day. Installation in hazardous locations. Other related subjects as may be prescribed by the Board. Parts 1 and 2: General requirements for installation of electric wiring and equipment.(2) Philippine Electrical Code. Wiring diagrams of different types of motor starters with motor protection.

He can remove the condition by taking the examination on the same subject cluster again and again if necessary until he shall obtain a rating of seventy percent (70%) or more on the same subject cluster. Registration of Associate/Assistant Electrical Engineer and Master Electrician Under R. — Successful examinees in Associate/ Assistant Electrical Engineer or Master Electrician licensure examinations who have not yet registered for lack of age under R. Re-issuance of Certificate of Registration. REEs or RMEs.— A PEE. The said period may be interrupted upon surrender of a Certificate of Registration and/or Professional License to the Commission Rule 26. REE or RME who has been delinquent in the payment of his/her annual registration fees for five (5) consecutive years since his/her last payment shall not be allowed to continue practicing his/her profession after the delisting of his/her name from the Roster of PEEs.Rule 24. after the lapse of one (1) year from the surrender thereof. .
