MEMORANDUM TO: FROM: SUBJECT: DATE: President and Members of the Board of Commissioners Douglas S. Cleland, Township Manager Non-Union Employees July 29, 2011

As has been the Township’s practice in the past, I am recommending that the 2011 provisions of the Workers Association Labor Agreement be applied to non-union employees (crew leaders, front line supervisors, management and exempt employees) as outlined below and detailed on the Workers Association term sheet. • • • • • • • • • $1,300 lump sum payment for 2011 for full-time employees on payroll between January 1 and August 3, 2011. No lump sum payment for part-time employees. Elimination of longevity for new hires. Elimination of step 5 for new hires (Note: Management employees are not eligible for step increases). * All changes to healthcare, dental, and prescription plan designs (including new hire and post-2003 management employees). * All changes to employee healthcare contribution rates. * All changes to employee healthcare opt-out and short-term disability programs. ** All changes to future retiree pension and early retirement programs. * All changes to future retiree life insurance. * Additional bereavement leave of one day for mother/father-in-law.

Implementation of the above recommendations will result in a net additional expense of $86,000 in 2011 for 83 full-time non-union employees.

* Applies to Township Manager and Police management. ** Applies to Township Manager but not to Police management who track the F.O.P. programs.
