He advised that he 'will consult with his client and contact me back. I advised that I would be going to the State Attorney's Office to presem this case on 7/20/2011 and would appreciate an interview with his client prior to the CMt': submission. He is inclined at this time to not allow me to Interview his client. 7/20/2011 1330 hours State Attomoy's Office After exhausting all investigative avenues for this case, it Wl\.S submitted to the State Attorney's Office and contact ASA James Colaw. The incident occurred in the spring of 2001 and involved the suspect, Gregory l\1icb.aeX Neal, utilizing a camcorder to secretly video-tape the two victims while they changed clothes in his office located at Berean Baptist Church in Clay County. The video tapt;: was rumored to have existed in 2002; however its existence: was not substantiated until April 201 L The reporting party, William Cochran, provided law enforcement with Brent Bartlett's infonnatiou ill order to oontaot him and get a copy of tho video tapo. Brent Bartlett provided a verbal statement via. telephone (he currently resides in Mississippi) that he was given the VHS tape in 2002 by Gregory Michael Neal in. error along with several other basketball game tapes. Once Brent Bartlett saw the oonteate of this tape, he immediately took it to Pastor Herman Thomas Neal (suspect's father) and was told by the Pastor that the matter would be dealt with in the appropriate manner, Both Greogry Michael Neal and his father, Herman Thomas Neal denied to the members of the church as well as the victims that the video tape ever existed, Brent Bartlett was subsequel1tlyfued from his positions within the church <IS a result of having direct knowledge of the video tape. When a copy of the tape was received by law enforcement it was reviewed and submitted into evidence. The victims were contacted and afforded the opportunity to view the tape for the first time. Bernadette Kassner and Cindy Healy both identified themselves in the video as well as identified Crystal Rigby and the suspect, Gregory Neal, Crystal Rigby is not local, therefore could not view the video. Bernadette, Cindy, and Crystal provided en approximate timeframe of spring 2001 as that year was the only year all three were together in the music ensemble. Bernadette, Cindy, and Crystal confirmed that they never gave Gregory Michael Neal permission to video tape them while they changed clothes. After my several attempts to interview the suspect, Gregory Michael Neal and his father, Herman Thomas Neal, they refused to cooperate with this investigation or provide a statement. The criminal act consisted of the suspect secretly and without the victim's knowledge or permission video-taping the victims in au area where they had a reasonable expectation of privacy. The statute of limitations expired for this criminal act one year after the incident and therefore prosecution will not be sought agam.st the suspect, Gregory Michael Neal, 8/8/2011 0945 hours I made contact with Bernadette Kassner regardillg the SAO's decision of this case. While disappointed in the outcome, she advised that she understood that the statute of limitations had passed. in order to prosecute this case is criminal court. On 04/2;/2011 I responded to 3108 Majestic Oaks Lane in reference to an information the complainant, Marcus Smith, in the front yard,

call. Upon arrival I met with

Marcus said about I 1/2 years ago he was told some very disturbing news about members of Berean Baptist Church.

Marcus said Shannon Sealy told him about Greg Neal (suspect) videotaping women, without their knowledge, while they were in his office changing clothes, Marcus thought this was just a rumor and therefore did not report it to
anyone. The night of 04/24/2011 a fellow church member and deacon, William Cochran (witness) passed out a letter to several other members of the church. Marcus completed a sworn written statement and provided me with a copy of the letter which he received. In the letter William stated he received notarized affidavits from other members saying they have viewed the video and it was, in fact, real. The letter states that Greg was seen in a video, adjusting a camera before concealing it with shrubbery, Several women, including victims Bernadette Kassner, Crystal Rigby, and Cindy Healy, were seen entering the room. The women then removed their clothing to try on costumes for an upcoming tout with the church. After the women left the room Greg was seen in the video collecting the camera and turning it off. The letter described Greg as wearing a white shirt with a red and black tie. The letter further stated a box of videos was given to Brent Bartlett (witness) to review for basketball season. While viewing the videos Brent unknowingly viewed the video containing the voyeurism. Brent then showed Dr. Dean Miller. a fellow church member, and together they decided to confront the pastor, Tom Neal, Brent made a copy of the video prior to confronting Tom with the expectation of protecting himself against any retaliation. Brent and D~ met with Tom to discuss the allegations and provide him with the video. Tom told Brent the incident would be reviewed and taken care of. A few days later Greg approached Brent, confessing and asking for forgiveness. About 1 & months ago Bernadette was told about the incident and she confronted Greg about it. Bernadette was told the incident never happened. On three other occasions Bernadette and her husband approached Tom and Greg about the incident. On each occasion they were told the incident never happened. The last time Bernadette was told "... even if it happened, it was 10 years ago. Look how many people would be hurt. Where would you go if you Ieft?" I then spoke with William Cochran at his residence. When I asked William about the incident he immediately began crying and said he should not have stayed quiet about this for so long. William said he wrote the letter and was subsequently forced to leave the church. William said he was told about this incident about two years ago. William said Brent bad told him about a video he had found while reviewing basketball footage. Brent told William the aforementioned details about the incident. William was appalled by the information he was being told by Brent. Wilham decided to gather as much information about the incident as possible. William obtained signed and notarized statements from persons involved. When William confronted Tom about the incident he was told it never happened. When William explained to Tom that three men bad sworn to him they had viewed the video, Tom immediately and without hesitation said "Anyone can sign a piece of paper, but without evidence it is just a signed piece of paper. - While speaking with both William and Bernadette, they informed me of some concerns they had for their safety. Both said the church leaders have been known to cast out and in some cases threaten harm to those who oppose them. Both William and Bernadette said they fear retaliation for their statements and accusations. I was told Crystal Rigby currently lives in California I was unable to locate any contact information for her. I was also unable to contact Brent Bartlett, Cindy Healy, or Dean Millerat this time.
