She received a yelep,one call from t-__ ..,...,_".........-r-&.:::a::o........;f:;.:r=-=.i.:;:e.::.;n.::;d who lives in apartment in the building. o that there was smoke coming from the World Tra e Center WTC . ed out her window saw smoke coming from the owers. ended the call and took a pair of binoculars and wa e over to the window~.-~W~h-e-n-s-hr-e~ looked out, she also noticed a white van parked in the parking lot for her building, approximately five or six parking spaces from the south end of the lot, in a direct line between her and the WTC. There were young three men on top of the van, which was parked at ~n angle pointing directly at the WTC. She saw one of the males holding a small video camera. One of the men had his hand on the shoulder o"fthe other and they appeared to be happy and IIjoking around. II

~ ___.I said she could not see the rear license plate of the van because a sun deck attached to the building blocked her view. However, when the van departed several minutes later. the vehicle backed out, backed down the driveway from I I right to left, and then backed into a space in front of~I~~ ~~ while making a K-turn, giving I Ian unobstructed view of the rear of the vehicle.· . ~A'fproximatelytwo hours after the above interview, ~~~_~~~_ was contacted by telephone and asked for further information tb: v:~~eo camera she believed was utilized by one of the men. _ ~ ~ ~Jdescribed it as a small, dark colored video camera an sal s e observed a IIpOp-outll screen on the side of the unit that displayed the image seen through the lens. She noted that the male using the camera held it up continuously for several minutes and moved it around, as if he were panning the view.

Oxfo~~ provides health insurance to individuals and groups, with their gEOUp insurance providing most of their business. 1 1noticed that a vehicle belonging to Urban Moving Systems had appeared in media coverage surrounding the World Trade Center event on 09/11/2001. I I recalled that Urban Moving Systems held insurance through Oxford, and verified that Urban Moving Systems continued to carry insurance through Oxford. After consulting Oxford's legal department,l I contacted the FBI in case informatioR Oxford possess~d regarding Urban Moving Systems would be of value to the FBI. I Iprovided information regarding U~ban Moving Systems, as well as a second company, Shleppers Moving and Delivery. Service, Inc (aka Flat Rate Moving Systems, Inc), that insured I r I and] [later employees of Urban Mov~ng Systems}. Iworks for HELICOPTERS INC., based at T'~NDEN AIRPORT and having their head St. Louis. is his manager, telephone The company~s~u~p~p~l~e~s~--~ pilots for news programs. 9 11 01, he was flying a helicopter that was covering traffic for 880 A.M. radio. He was south of the George Washington Bridge (GWB) when he saw the first airplane crash into the World Trade Center (WTC). The helicopter was in LaGuardia Airport's airspace at this time, and he estimated that the helicopter was at approximately 1,500 feet altitude.

After seeing the first crash, he flew the helicopter toward WTC. He estimated that it only took a coup l.esrru.nut to es reach that area_ He hovered over the Hudson River in the area of the Holland Tunnel at approximately 1,100 feet altitude. He remained there for the second crash. Within a couple of minutes, the New York Police Department ordered him to leave the airspace. He landed the helicopter in New Jersey and did not return_ He recalled that there was a Cessna flying in the lower bay off the Southern tip of Manhattan.

He was curious to learned what the commotion was about but continued to the bus platform because he knew he was behind his normal schedule and did not want to delay his trip "any further. On one occasion I Iwas able to walk close enough to a television to notice that what had captured everyone's attention was what appeared to him to be buildings on fire. He was able to confirm this fact when he heard commuters on line to broad bus 126, and later during the bus ride to work, discussing a fire at the "Twin Towers." ~~~/OC/NF) At about 9:00 a.m.,1 Iboarded bus 126 bound for hti~ job at Weehawkin, New Jersey (NJ). He exited the bus at it's first stop in NJ which is located in the proximity to the Lincoln Tunnel's NJ entrance. I Iwas in shock and in a state of disbelief and for a momen he rationalized the event he was witnessing as special effect illusions similar to those appearing in the movie "Independence Day." The van which was seized on 9/11/2001 is being stored a the Totowa, New Jersey State pOli:e barracks. Providing access to the van was New Jersey state Police. I Iremained with the agents throug out the review.

(~/OC/NF) SA's andl I conducted the review In an attempt to locate the green lighter shown in on of the photographs, locate evidence of a video camera and to determine the accuracy of the time/date LCD readout on the Canon EOS 2000 camera. !~~OC/NF) After completing the search of the van and it's co~nts, both agents were unable to locate the lighter or video camera and any evidence of a video camera.
~~~OC/NF) An examination of the Canon EOS Rebel 2000 (serial number I ~ time/date revealed that -on 9/20/2001 at 10:03am the camera's readout read 9/19/2001 and 19:22.58. The discrepancy translates that the time/date readout is fourteen hours and forty one minutes late.

On 09/11/2001, I Iheard of the attacks on the World Trade Center and drove trom his residence to Liberty state Park, Jersey City, New Jersey in order to give blood. HE arrived at Liberty state Park sometime between 10:00 AM and 11:0~AM. Approximately 20-30 minutes later, I lobserved a truck enter Liberty state Park. The truck was new, elther a 2000 or 2001 model year GMC box truck with dual rear wheels. The box had rivets on the outside which indicated tol Ithat the inside was lined with wood. There were silver caps, on the top front corners of the box and the rear had a roll-up door. The box was approximately 14 feet high and 16-18 feet long, similar in dimensions to a Ryder rental truck. The side of the box had a sign which said Urban Moving in black letters. I Idid not recall the exact words, but recalled it contained wordlng to the effect of Urban and a moving company along with an unrecalled (973) telephone number. The truck had no apparent dings, dents or scratches on it and was remarkably clean for a moving truck. The truck backed into a parking space near the pier, within 50 feet of the water. '1---' did not see anyone exit the vehicle. I Irecalled that the Urban Moving truck left Liberty state Park just after an r--------~ iannouncement was made to close Ellis Island. However, she recalled seeing magnetic panels with lettering for Urban Moving Company in the office at some point in the past. On the day of the twin towers being struck by aircraft, she could not recall seeing the white van owned by the company in its usual parking space on the side of the building .
