Able Forces bike rally for our Wounded Warriors

Local non-profit rallies for the troops on anniversary of Sept. 11
rative bug shield that has been signed by disabled vets, first-responders and law-enforcement officers as recognition for their part in the events and as a result of the 9/11 terrorist attacks. You mean I can be with you in spirit? said one veteran the team met with at the VA hospital. He then signed his name as well as his fathers, who was a World War II veteran. At the end of the ride, everyone will congregate at Groves for a Guts and Glory concert. There will be a display of the Mid-Atlantic Tribute Wall a wall specifically constructed to honor post-9/11 military deaths from the Mid-Atlantic States; and other military displays. Police are estimating that the rally will draw at least three to four hundred bikes. Able Forces is composed of Skip Rogers and Joe Cunningham both of them Vietnam veterans, as well as Skips wife Kathy and their daughter Lisa Salomon. Kathy is vice-president of administration and Lisa is Director of Accounting. There wasnt a time when I left the base that I wore my uniform, said Skip, referring to the Vietnam years1968-70, when he served in the U.S. Army. It was the culture then, those were the times. Times have changed. Now, he said, if he sees someone in uniform in a restaurant, he offers to buy them a Coke or a meal. I tell them God Bless you for your service. People go about their business every day and dont realize what these guys have done, he added. His years since the Vietnam days have been filled with co-creating a successful business, and more recently using his business experience to help veterans find work. He and Joe, who served in the U.S. Navy during1964-69, had teamed up several years ago to create CPSa profit-making business that contracted with the U.S. government. Then, in 004, they met Jack Tilley, the twelfth Sergeant Major of the Army, who after retirement cofounded the American Freedom Foundation, whose grants program offered medical care, rehabilitation, reintegration, family services, housing and mentoring for veterans, active duty military and their families. It also addressed issues facing the homeless as well as child education. Skip and Joe said this was a time when the concept of helping injured soldiers was in its infancy and they were inspired to help support AFF, and did so for a number of years. But then they decided to do more, so they sold their shares in CPS to start Able Forces after hearing about a federal program called AbilityOne. Established 35 years ago as the JavitsWagner-ODay (JWOD) Program, it provided contracts to companies who employed severely disabled and low-cognitive people for tasks like making military uniforms or cleaning, maintaining and landscaping military and government facilities. They decided that this could be ap-

Technician and Subject Matter Expert, and working in fields with names like: Urban Operations; Combat Strategy; and Battlefield Tactics. And according to Skip and Joe, making good salaries, in the $50,000 to 75,000 range, with great benefits. To qualify, under the federal guidelines, an individual must be at minimum 30 percent disabled. The disabilities can be physical or emotional, or both. Some come as a result of Post-Traumatic Stress Disorder and others from Traumatic Brain Injury. Many TBIs are from improvised explosive devices, also known as roadside bombs. Severe concussions are THE injury of that war, Skip said. Joe said that theres a perception in the general population that physical, emotional or mental disabilities will make the veterans less valuable. Often its just the opposite. We are finding that when companies bring in vets to work, particularly the disabled, they are mission-focused team players and are great to have in a business, he said. A diagnosis of PTSD is considered 50 per cent disabled, but many veterans with it wont go to the VA offices to get that label, afraid of being considered unemployable. Its true, weve seen it. A lot of people in the workplace worry about it,

Others are called disabled vets if they were wounded before 9/11. There was nothing in the law that said you had to be low-cognitive. We started Able Forces because we felt we could become one of the companies with high-cognitive personnel, who were simply beat up from the war, said Skip. Joe and I knew business. We knew if we tweaked AbilityOne, we could have some answers to the employment problems facing the ex-military. In the last few months, their efforts have really started to pay off, and so far this year theyve been able to place 16 persons from the 400 in their database. We project to have 50 employed by the end of the year. Its a very conservative estimate, given the momentum so far. I cant tell you how excited we are, Skip said. All of the 16 people that they have placed so far are in high-cognitive jobs with titles such as Network

Able Forces reputation is putting us in a place to help us less disabled or able vets, said Skip. The profits from the 9/11Ride a Mile 4 Able Forces motorcycle rally, a Nashville, Tenn. Golf Tournament on Sept.11, and a Fort Campbell, Ky. golf tournament on Sept. 15 will be funneled into another Able Forces Center in the works. This facility, located in Georgetown, is called the HSC Foundation National Veterans Center, and is being prepared as a training location. It will be fully equipped for instruction with 10 workstations. Veterans will be doing the instructing and at least two Wounded Warriors will be on board. Dedication takes place next month when construction is completed. Other plans include establishing training centers over the course of the next several months in Front Royal, Washington D.C., Quantico Marine Base, and at the Martinsburg VA Hospital. Many of the classes will be designed to teach inexperienced job-seekers the basics of computer office skills and prepare them for job interviewing. Letters
Frederick, Loudoun, Page, Rappahannock, Shenandoah, Page and Warren counties, as well as in Shepherdstown, West Virginia. But, again, descended from Henry or not, all are welcome to join the Sons of Confederate Veterans and the United Daughters of the Confederacy in honoring the brave sacrifices of these young men and heroes, and in recalling our rich American heritage. Sincerely, Richard W. Hoover Adjutant, Col. John S. Mosby Camp # 137 Plunder the rich? This letter is in response to the Open letter to Frank Wolf by Jerry Scholder. While I am certainly not trying to defend Congressman Wolf, I must say that Mr. Scholders letter is full of nothing but liberal absurdities. He scolds Rep. Wolf for his stubbornness and his partisan philosophy in his attempt to block the raising of the federal governments debt ceiling (which has since been raised). Since our current $14.3 trillion debt is obviously not large enough, I have to ask: At what point, Mr. Scholder, does the federal debt become too ridiculous? Is it $0 trillion? Is it $50 trillion? Or what about $100 trillion? At what point, sir, are you willing to say enough is enough? But this recent compromise (i.e. betrayal) that was passed by Congress and signed into law by Obama is meaningless and really nothing more than a small speed bump in the road to bankruptcy. This government will go bankrupt either by piling on more debt and failing to make the subsequent obligatory payments or it will go bankrupt by completely debasing the currency through the inflationary policies of the Federal Reserve. What we need to do to avoid our pending bankruptcy is to have massive cuts in spending all across the board. This wont happen of course. The Republicans will cry over any cuts to defense spending and any attempts to reduce the size of our global military empire and the Democrats will cry over cuts to any of their precious entitlement programs. Mr. Scholder then goes on to say, The wealthy are not immune to sharing the burden of the social contract, regardless of how many jobs they create. This statement, like most everything else said by liberals, is devoid of even the smallest semblance of common sense or economic understanding. First, Id like to know what this social contract is and where it can be found. Ive never seen, signed, or been asked to sign any such document. Maybe this social contract is the imaginary document by which the rich are plundered for the benefit of wasteful governments and welfare recipients. Second, does Mr. Scholder not realize that an increase in the tax burden of wealthy job creators will lead to the creation of less jobs and, thus, increasing in the unemployment rate? I guess those pesky things like facts and economic laws dont really matter in Washington D.C. Mr. Scholder then says, [the wealthy] received the benefit of lower taxes for many years under previous administrations and we just cant subsidize them anymore. Wow, and I thought his last statement was ludicrous! He now equates the right of people to keep the fruits of their own labor with being subsidized. When did lower income tax rates become synonymous with subsidization? What kind of Orwellian nightmare is this? In a free society ALL people should have a right to keep what they rightfully earn. As if this werent bad enough, the managing editors note below the letter seems to concur with the thoughts of Mr. Scholder. The managing editor laments that the debt compromise was passed without allowing the raising of taxes on the rich that continue at all-time modern lows. This leads me to ask my next question: When did it become so trendy in Warren County to advocate Marxist ideology? Instead of constantly bashing the rich and trying to tax them to death this government needs to simply get out of the way and allow the capitalists to do what they do, which is to create wealth and to further increase our standard of living. Economist Tom DiLorenzo once said, The person who invented the can opener has done more for the advancement of humanity than all of the politicians and bureaucrats throughout the history of the world put together. A study of the principles and merits of capitalism and free markets would obviously serve Mr. Scholder well. Sincerely, Jason Hartsell

Support for Failmezger Editor, Regarding your last issue and its article Playing Politics: I am a lifelong Republican and a Glenn White Democrat who has covered political dumps in three corners of Africa, the Mediterranean, and on both sides of the Iron Curtain. I thought I had seen everything until retirement in Warren County proved me wrong. And just when, after almost 15 years, I thought I had seen all that Warren County could dish out, Republican Town Councilman Chris Holloways conversion to the Democrat Party, with his subsequent packing of that partys nominating caucus with friends and family, proved me wrong again! I mean, what political party convert, right out of the box, snuffs the partys standard-bearer, an elected one to boot begins by mugging the Warren County Democratic Party at its own nominating caucus? Even the scoundrels from my old Foreign Service days, in order to appear credible, would have smothered such a maneuver in warm public embraces of their new partys hallowed principles, while blushing at the deception! Not here! So, where does Democrat Holloway stand on core Democrat Party values, say, on Affordable Health Care, affirmative action, gay marriage, the Dream Act, reduced defense spending, environmental protection, increased tax levies on the rich and on spreading the wealth? Is there a Republican mole in the Democratic Party works? Of course, the Republican luminaries quoted in your article claimed total disassociation from Holloways stratagem. But this is not credible, given that most of them are in accord with the North River nominees radical development agenda of Fairfaxing Warren County: to get as much industry and business as quick as we can for our tax base, he proclaims. Further, I bet all these Republicans were in agreement that the one official who stood in their way was the environmentally troublesome Glenn White; he had to be removed from the ballot and from the Board of Supervisors and by any means. Even better: with White out of the way, a Republican was sure to be elected, whether Democrat Holloway or Mr. Murray, the latter being their partys formal nominee. Most Republicans quoted in your article, including Holloway himself, do not seem to hold traditional philosophical principles. Rather, their core value is hyper-Growth, and the devil with its impact upon Warren Countys rural character. The devil too, with concerns over the conges-

tion, pollution, depletion of water resources, social problems, higher taxes and Front Royal blight that radical growth brings. All the while, they dangle in front of the rubes they address the vision of shopping opportunities, i.e. what we get in return for selling out our scenic views, natural resources and heritage. What shallow values they ascribe to us voters! These people are not conservatives, for they conserve nothing. They are Republicans in name only. Small wonder, therefore, that citizens from the broadest spectrum of Warren County political life-- Republicans, Democrats and Independents to include Glenn White, himself, joined to support the North River District candidacy of Tory Failmezger. Over the long August 0- weekend, these bi-partisans worked side-by-side to meet the August 3rd deadline, to see that Failmezger would be on the ballot. They circulated petitions, met the voters, and collected over two-hundred signatures in North River District. Glenn Whites substantial victory four years ago was a thumping repudiation of the radical development agenda. This November, the voters of North River District, despite the countervailing efforts of Mr. Holloway and his supporters, will have a second chance to declare themselves, by electing Tory Failmezger supervisor. Sincerely, Richard W. Hoover Front Royal Editor, This is a cordial invitation to the general public. Every September 3rd, to mark the 1899 dedication of the Mosby Monument at Front Royals Prospect Hill Cemetery, the Col. John S. Mosby Camp, Sons of Confederate Veterans, leads a memorial service. It honors Mosbys men and, most specifically, the seven martyred Rangers whose names appear upon the lofty granite shaft, who were executed on or near that date in 1864. This years ceremony, to be held at 6 PM, will focus on Private Henry C. Rhodes of Middletown, who was put to death without a trial, under the cruelest circumstances, near the present-day Bing Crosby Stadium and before the citizens of Front Royal. Because Rhodes rests at Soldiers Circle (together with two of his fellow Ranger victims David Jones and Lucien Love), our ceremony will be held at the Circle itself, a short walk up Prospect Hill from the Mosby Monument in the cemetery. A special invitation is issued to Henrys collateral descendants, likely from the Rhodes, Wilkinson/Wilkison and Osborne families, possibly living in or around Clarke, Fauquier,

Wayside on the brink - regional theater could die

Can the public and private sector pull together to save a cultural icon?
time luck has been against them. The little theater in the Northern Shenandoah Valley has rarely prospered despite a propensity to consistently bring first-rate, professional entertainment to the area. Incredibly, none of the four counties it principally serves Frederick, Clarke, Warren, and Shenandoah has ever provided a dollar to support what some describe as a theatrical jewel. Nor has Middletown, Winchester or Front Royal. It is claimed that the Wayside Theatre is the only not-forprofit arts institution in the Commonwealth that is not funded by its own locality! While awaiting a call back from current BRAC President Katie Tewell, we spoke with past president Kathy Napier about potential help for the financially-strapped theater from sources such as area arts councils and local governments, in addition to private-sector support. I think [governmental assistance] is something for their board to take to local governments in the region. Times are tight but it is such a great organization it would be a shame to lose them. As for us, we dont have a lot of fundraising capacity ourselves. In fact, we have difficulty funding our own programs, so Im not sure we are in a position to offer significant help. While expressing optimism that the theater will overcome the current crisis, John Westervelt, president of Wayside Foundation for the Arts, was critical of local council and boards of supervisors who have no understanding of the theaters importance to tourism and for declining to pay anything towards local cultural activities. It is unfortunate, and I choose the word carefully, that our theater lacks the support of the local counties, he said. Added Crocker: This is true. Also, while we (Wayside) have had an opendoor policy and have collaborated by supporting other art and (non-profit) institutions in this area, it has not been a two-way street. Mostly, our open door policy is not reciprocated. He also noted that state support of the theater has dwindled to almost nothing in recent years. Crocker blamed the recent recession for pretty much bringing the theater to its knees just as 9/11 and its aftermath did in 001. But the unraveling of Wayside appears to have begun in the 1990s when a controversial and costly effort to move Wayside Theatre to a proposed new arts center at Lord Fairfax Community College failed. There

Say it aint so, Wayside cast may have been thinking during rehearsal of current offering of Steel Magnolias at the financially-troubled Middletown theater. Photography by Westervelt
By Malcolm Barr Sr. & Roger Bianchini Warren County Report While the hyped storm of the century battered the east coast, the talk of our town over last weekend was of the probable closing of the Wayside Theatre perhaps even before Christmas. The iconic Wayside Theatre in Middletown, according to a letter to patrons and supporters by Artistic Director Warner Crocker, has piled up debts to the extent that without an infusion of at least $90,000 before the end of October, the Wayside stage will go dark forever. Unbelievable, said Warren Memorial Hospital Administrator Patrick Nolan outside Fridays Rotary Club meeting at the Holiday Inn. The word was echoed up and down Main Street, home of the Blue Ridge Arts Council, later in the day. Inconceivable that Wayside would be closing, particularly during its 50th anniversary season, they all seemed to be saying. Since it opened its doors in 1961, Wayside has indeed been on slim financial underpinnings, a situation not uncommon in the industry, but nothing quite so bad as now. For the past decade, the artistic director and the board of directors have wrung their hands over the theaters constant need for money. Some of the

was a major call for funds then, and most of that money went to LFCC. When the deal fell through, LFCC defended a claim for a share from Wayside Theatre based on the fact that Wayside patrons and sponsors were among the many contributors. At the time, the theater was forced to shrug off up to about $360,000 they felt justly was theirs, according to their website. Nevertheless, accumulated debts were paid off in 000 and Wayside Theatre stoically moved on. From then, and through the mid 000s, frustrating negotiations continued with Wayside founder Leo M. Bernstein, owner of the Wayside Inn. Meanwhile, the quaint and charming home of Wayside Theatre deteriorated. When donors had committed up to $800,000 to pay for renovations to the property, by then deeded by Bernstein to the Wayside Foundation for the Arts, much-needed demolition and reconstruction work began in 007. Wayside meanwhile opened a temporary home at the Avtex/Royal Phoenix site in Front Royal. Great political hoopla involving the mayor, members of the town council, the Warren County Board of Supervisors and the Economic Development Authority (EDA) welcomed Wayside to town. While the intent was always to re-occupy the theaters traditional

home in Middletown, there were serious talks of using this Front Royal location as a second and possibly profitable venue for Wayside Theatre in the future. Unfortunately, as with the LFCC situation 10 years earlier, these talks were met with contentious divisions within Wayside Theatres board of directors and the community. At the end of a successful year in Front Royal, however, a deal was reached in principle that would have yielded a dual-venue operation. This was abruptly and unexpectedly upended by political and bureaucratic interference. As construction in Middletown continued, Wayside Theatre re-opened its doors while learning its bid to continue at the Royal Phoenix during future tourist seasons had fallen through. The timing was bad for all concerned. The year 008 proved to be the beginning of the continuing real estate crisis. At the same time, the current recession began. Sale of tickets fell alarmingly. Bernstein declined to follow through with a

promised $100,000 to support the renovation efforts, money already spent. Shortly after, Bernstein died. An approach to his heirs was to no avail. The severe winter of 009-10 closed the theater for days at a time for a loss of $40,000. The bad luck continued as staff began belt tightening, including reducing personnel from 18 to 10. Actors were stuffing envelopes, selling advertisements for programs, and presumably sweeping floors. Crocker took on both general manager and artistic director roles. The theater budget was reduced from $900,000 to $680,000. The show went on. What can be done? What to do to avert this immediate crisis (think 45 days) during the theaters Golden Jubilee year? Theres short and long term debt that stands at $1.1 million. Lets forget, for now, the long-term debt. Doing the math, itll take donations of $50 apiece (as suggested in Crock-

ers letter) by 1,800 people to produce the $90,000 required to pay current and past due bills. He said more than $0,000 was received within the first five days of the mailings, a cause for optimism the campaign goal can be realized. Given an estimated population of 100,000-plus in the theaters regional support base, can that be The Impossible Dream? Maybe, maybe not. Given that thousands have visited Wayside Theatre at least once in their lives, however, and have been impressed by the quality of its plays and musicals, the 1,800 financial outreach number is just a small bit of the overall support-base population. Crocker has made a start by going directly to 800 of that magical 1,800 he needs to reach the patron support base of the theater with his $50 per head bid. Hes also sent another 4,00 e-mail or snail mail appeals to the full mailing list. Included are parents who have enlisted hundreds of their kids in the highly successful Young Players Workshops nudge, nudge perhaps $50 from next months household budget for each of the many children who have benefited from this spectacularly successful program over the past eight years Mathematically, that leaves us with a remaining 600 individuals to reach who are willing to pay a little bit for culture, to help save Wayside Theatre from virtual extinction. This newspaper has up to 0,000 readers. Can there be 600 of you among that estimated 0,000 willing and able

to write a check for $50 (payable to Wayside Theatre)? It may be an Impossible Dream but the above statistical data says its doable. The address is: Wayside Theatre, PO Box 60, Middletown, VA 645 The telephone number for charges to your credit/debit cards is: (540) 8691776. That long term debt? The majority of this debt is secured by the theater property with plans to retire it in due course, assuming the theater can reach a period where a positive cash flow is achieved. That means more butts in seats and Westervelt promises to make this a priority of his board.

Wayside Theatre
Crocker, equally optimistic, notes that the theater has overcome many obstacles in the past, and with support at this time is confident it will do so in the future. Burdick takes the helm at St. Lukes Community Clinic

Crucial public fundraiser & fun event slated for Sept. 24 at FR Co. 1
care for his dad as his fathers health failed. My father died in August 005. I had been caring for him at home and was very impressed with the hospice people that had helped. I knew the chairman of the board at Lord Fairfax Community College and decided to go get a nursing degree. I had in mind a medical administrative role and wanted to get the credentials, he said. In 007 after a two-year program at LFCC, Burdick had those expanded credentials. Talk about a mid-life change of direction but the change really isnt that astonishing, Burdick explains. He had pondered medical school as a youth Vietnam changed a lot of plans he observes but ended up with math and management degrees during a stint in the Naval Reserves in the early 1970s. Both my mother and aunt were in nursing, so Ive been around it all my life, Burdick says. He takes over at St. Lukes at a time of challenge and change. In large part, Burdick explains that is due to newly-passed health care legislation and associated changes in fundamentals and paperwork associated with those fundamental changes. We are in the midst of change and probably the most stressful part of the job right now is where is it going? While Burdick says he doesnt expect the federal health care legislation to survive as currently written, he does expect ongoing efforts to create a comprehensive national health care program that will survive legal challenges. It reminds me of a hockey player who said to survive in that game you have to skate to where the puck will be; and right now it is hard to say where our puck will be in coming months and years. A fellow school superintendent once said its hard to ride a bike and fix it at the same

Glenn Burdick at work in his office at St. Lukes Community Clinic - the new executive director is seeking a BIG turnout for St. Lukes major annual fundraiser on Sept. 24 at Co. 1 in Front Royal.
By Roger Bianchini Warren County Report Retired Winchester Superintendent of Schools Glenn Burdick has come to Front Royal as the result of a professional change of direction. After a 31-year career in public education Burdick retired in 001. A decade later he finds himself as Executive Director of St. Lukes Community Clinic in Front Royal. Burdick succeeds Joan Richardson, who retired at the end of June. I saw a classified ad in the paper and was impressed with the skills required and what they were looking for in this job in mixing administrative and medical requirements, he says. Now 6, Burdick put himself in a position to fulfill both of those requirements following his exit from public education in 001. I was 5, retired and not ready to hang it up, he says as he pondered what was next. After stints in public education as a teacher and program director at Shenandoah University and managing Winchesters Cambridge Corporation, Burdick took a break to

On Wednesday, August 17, the Warren County Sheriff s Office arrested Christopher Lee Enevoldsen, 33, of 608 Plank Road, Fredericksburg, VA. Enevoldsen was wanted by King George County Sheriff s Office for one count of breaking and entering and two counts of robbery. The suspect and the suspect vehicle were listed on a lookout alert from King George County Sheriff s Office sent to this jurisdiction based on information they had received indicating that the suspect was possibly in the Front Royal area. Deputy Junior Darr spotted the vehicle on South Street and coordinated with other deputies to make the arrest at the Royal Plaza Shopping Center. Front Royal Police Department K-9 and Virginia State Police assisted with the follow-up at the scene of the arrest. Three individuals were with Enevoldsen. Stormy Elizabeth Fitzjohn, 31, of 908 Dewberry Drive, Fredericksburg, VA was wanted on an unrelated charge of larceny by Prince William County Police Department. Fitzjohn was served and released on bail. The other two subjects were released without charge. Enevoldsen is currently being held without bail at the Warren County Jail. (From a release)

We are lucky in that the medical establishment around here has been very helpful, Valley Health in particular as the main regional organization. We have the same client base, ours being many of the low insured, low income. And if we dont get them there is a good chance

they will end up in ER and that is cost efficient for anyone at any end of the situation. Burdick told us he was able to transition with Joan Richardson during her last month in June. He officially took over on July 1. This is a good place to work. We have a small but very dedicated staff and a great staff of volunteers, he said of St. Lukes, whose offices are now at 316 N. Royal Ave, in midtown Front Royal. Burdick explained that of St. Lukes 011 budget of $96,556, only 7.8 percent goes to management, staff and general expenses. Another one percent goes to fundraising expenses, leaving 91. percent for program expenses providing direct service to the clinics client base. As for revenue sources to meet that budget, a full 31 percent is provided by gifts, donations and fundraising. State funding accounts for 7 percent, Health Care Grants, 30 percent and fees, rentals and interest the final 1 percent of the economic puzzle. With fundraising and donations so crucial to meeting expenses, Burdick emphasized inclusion of St. Lukes major annual fundraising event coming up on Saturday, Sept. 4. It will be held at Front Royal Fire Company Ones Social Hall at 1 Commerce Ave., across the street from the WCGC. The 6 PM to 10 PM event includes a menu catered by the Apple House; a live auction conducted by auctioneer par excellance Tom Eschelman (many one of a kind items are promised); a silent auction; music and dancing; and door prizes. Beer and wine will also be served and the event is handicap accessible. Tickets are $50 per person for more information call (540) 636-435. Opinion

The federal government, social contracts & the rich

We certainly offer Jerry Scholder the opportunity to respond in his own right to Mr. Hartsells observations about his open letter to Rep. Frank Wolf on the debt ceiling impasse in a recent issue. However since we were also targeted for criticism we feel compelled to respond. Mr. Hartsell suggests I am a Marxist for suggesting the debt-ceiling agreement was a sell-out because it focused solely on federal budget cuts and excluded consideration of revenue boosts by tax increases on the wealthy when did it became trendy in Warren County to spout Marxist doctrine? he asks of my managing editors note following Scholders letter two issues ago. The short answer is that while we dont view our comments as Marxist doctrine, hopefully the Progressive, pro-labor, pro-social program view they reflect has not been excluded from the local political dialogue in the wake of a more ominous trend to parrot extremist, right-wing ideology as if it were Gospel according to the Founding Fathers of this nation. The long very long answer follows: As a reference point on this debate, we note that in 1961 at the end of the eight-year presidency of Republican Dwight David Eisenhower, millionaires paid 43 percent of their incomes to taxes, today they pay 3 percent; In 1961 corporations paid a 47 percent tax on their profits, today they pay 11 percent, at least theoretically 11 percent we point out at a time their 010 profits, despite the global economic crisis of 008, are rivaling or surpassing all-time highs. But Mr. Hartsell suggests today the rich are being plundered. Today the U.S. corporate rich, coincidentally the only ones recovered from the crash of 008, are hardly being plundered. Rather, it is Americas middle and working classes who are being plundered by a ruling corporate elite that looks upon American society and the world as its own personal plantation. During the presidency of John Fitzgerald Kennedy, 1961-63, there were 00 lobbyists representing special interest groups in Washington D.C. Today there are 37,000 highlypaid lobbyists inside the DC Beltway by and large forwarding the interests not of America and all Americans, but rather those of a would-be American Ruling Class a class of billionaires and their upwardly-mobile, hired lackeys, stooges and goons, including those lobbyists and many of those being lobbied. Power struggle During the Kennedy presidency a populist liberalism and progressive social agenda were re-gaining both political and social momentum in the wake of the rise of a right-wing censorship and blacklisting agenda. That latter agenda was most publicly led by Senator Joseph McCarthys communist witch hunts of the 1950s anyone with a history of believing in an American social contract inclusive and to the benefit of all was labeled, like me now apparently, a communist and blacklisted from work, public service, and whatever else they could be blocked from doing by right-wing political pressure. But following a series of assassinations of the primary political and social leaders of the progressive and liberal movements in the 1960s, a shift back occurred. It was a shift Vice-President Henry Wallace

had first warned of in 1944; and for which Republican President Dwight David Eisenhower coined a distinctly American phrase military-industrial-(congressional) complex for. We have referenced both mens observations on more than one occasion in the past. However, it seems their words need to constantly be repeated as a counterbalance to the flow of partisan propaganda currently being forwarded in defense of what those two great Americans warned us against the rise of a distinctly American form of corporate neo-fascism. Seventeen years before Eisenhower coined the phrase military-industrial complex (Congressional was edited out to make the phrase not appear to be a partisan political attack on a Democratic Congress by the Republican President), Vice-President Wallace eerily predicted the style of corporate neo-fascism that would threaten America following World War II: The American fascist would prefer not to use violence. His method is to poison the channels of public information. With a fascist the problem is never how best to present the truth to the public but how best to use the news to deceive the public into giving the fascist and his group more money or more power. They claim to be super-patriots, but they would destroy every liberty guaranteed by the Con-

stitution. They are patriotic in time of war because it is to their interest to be so but in time of peace they follow power and the dollar wherever they may lead, Wallace told the New York Times in 1944. In his 1961 warning about the rise of U.S. corporate militarism, Eisenhower observed, This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence - economic, political, even spiritual - is felt in every city, every Statehouse, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society. We must never let the weight of this combination endanger our liberties or democratic processes. But 50 years later Mr. Hartsell would have us believe that the rise of a corporate-driven, theocratic American totalitarianism is benign; that its billionaire corporate people create wealth and opportunity for all Americans; and that to tax the rich harms us all. It is a lie promoted relentlessly with now unrestricted billions of dollars funding right-wing propaganda and political campaigns enabled legally by a corporations are people U.S. Supreme Court majority. Social Contracts But Mr. Hartsell claims ignorance of any American social contract other than Leave the rich alone. Anything more is dismissed as that imaginary document by which the rich are plundered for the benefit of wasteful governments and welfare recipients. The only viable American social contract, we are told, is that the rich and their giant, corporate money machines be left untaxed, unregulated and totally unaccountable to any law, especially not any federal law that might limit the greed, lies, harm and criminality upon which many, if not

all of those empires are built. However having studied history, sociology and psychology in college, I believe the concept of a social contract and shared responsibility was not born with Marxist ideology, but is implicit in every post-feudal society that does not subscribe to the notion of a privileged, ruling class that the lower classes live to support. Last time I looked, on paper at least, America fit into that post-feudal model. the Right economics It is not surprising the economist Mr. Hartsell cites in justifying unregulated capitalism and a minimally, if taxed-at-all rich, Tom DiLorenzo, is cited for past ties to pro-secessionist movements he says he was never a member, simply spoke at their meetings. DiLorenzo is also the author of books critical of FDR and his New Deal efforts to provide a financial cushion for all Americans during the Great Depression a decade-long Depression that perhaps coincidentally also occurred after eight years of Wall Street excesses during Republican presidencies. DiLorenzo is also highly critical of Abraham Lincolns presidency and the suppression of states rights, including the right to continue the economic tradition of slavery as they saw fit WAIT a minute slavery and a modern American working/middle class with no wage or benefit guarantees and no negotiating rights hmm, is there a method to this madness? Mr. Hartsell comments, Instead of constantly bashing the rich and trying to tax them to death this government needs to simply get out of the way and allow the capitalists to do what they do, which is to create wealth and to further increase our standard of living. Whose standard of living, Mr. Hartsell? When exactly does our the middle classs standard of living begin to show that increase in the wake of de-regulated capitalism? A trickle-up economy If the trickle-down theory of economics Mr. Hartsell and his economics advisor Tom DiLorenzo believe in is valid, why is the separation between the richest percent of society and the rest of America greater now than at any point in modern American history? And why has the so-called U.S. economic recovery thus far been limited to Wall Street and corporate board

rooms? When is that recovery, enabled as it was by trillions of dollars of middleclass American tax money, going to trickle back down to Main Street and Middle Class America? Oh, I remember next year always next year Rather than trickle-down economics, it seems modern American capitalism has created a trickle-up economy utilizing the tax money of the middle and working-class to subsidize corporate wealth and profits. A beacon or a shadow? Americas Founding Fathers did not pretend to create a perfect country nor did they attempt to create a Utopian system of capitalistic anarchy. Rather, they created a governmentally-overseen framework within which the new nation could move toward, if not attain perfection in the relationship of its people toward each other and their Republic. And that framework reflected a new meshing of political and social philosophies that created a beacon of hope around the world that some day all men really could be, if not created, at least created with the opportunity to be treated equally. If there were slaves in America, some day there would not be; If there was social and class inequity in America, the opportunity to reduce that inequity would be offered to all Americans; And if some, by personal limitations, were destined to remain at the lower end of the social spectrum, those people would not be punished with an untenable and abjectly miserable lifestyle for those God-given limitations. I believe that and Mr. Hartsell, if that to your or anyone elses mind makes me a Marxist, so be it. Call me a cynic, but I dont buy into any Utopian vision of life on earth Marxist, Capitalist, Libertarian or anything else. And I certainly dont buy into the notion that the better angels of human nature will always prevail and that consequently an unregulated economic system lorded over by corporate people will create an American Utopia to the benefit of all. History, including the past 30 years of Americas, clearly shows that to be at best wishful thinking, and at worst a self-serving lie. The bottom line The most effective presentation of the contradictions and relative merits of a society based on an inclusive social contract versus one of totally unregulated, every-man-for-himself laissez-faire capitalism was made to me like this: If your infant child, nephew, niece or grandchild fell into the deep end of a swimming pool, who would you rather have be the only person present communist ideologue and champion of the cooperative state Karl Marx

Opinion
or author Ayn Rand, champion of the unregulated capitalist theory that every person must sink or swim on their own merit, without ANY outside interference? Aw, heck with the kid, right, Mr. Hartsell? Roger Bianchini

Engles Angle: Monkeys, Bananas and Bears. Oh My!
By Kevin S. Engle Warren County Report Make lots of noise. And stay together. I could feel the sweat trickling down my back. This was serious stuff. There really were bears out there, and I could be their next dinner. Maybe this hiking trip wasnt such a good idea. If you see one, the ranger went on, dont move! What if I faint? I asked her jokingly. She failed to see the humor. I wouldnt do that, she replied without cracking a smile or missing a beat. Dont make any sudden movements. Ninety-nine per cent of the time, they wont bother you. I was now very concerned about that other one per cent. My wife and I and a cousin were on vacation in Glacier National Park . Before heading out for our first big hike, we stopped at the ranger station for information. What we got was the crap scared out of us. Park Ranger Susie Sunshine had all kind of good things to share. If a bear runs toward you, she went on, hold your ground. Most of the time, theyre only bluffing. Most of the time? Only bluffing? Was I playing poker with a bear? Im not very good at poker with people. The woman was relentless. If somehow you get between a momma and her cubs, thats when you need to be concerned. I guess she didnt notice that I was hyperventilating. I already was concerned. And I was still inside the building. After talking to her, I wasnt sure wed make it safely back to the car. What about bear spray? my wife asked. Should we get some? I would. I always carry it. And its most effective when your target is very close. This lady was a comedian, but now it was me who wasnt laughing at the jokes. If a bear gets that close to me, Ill be doing one of two things. Running faster than any human being ever has, or scrambling up a tree like a monkey after the last banana. She went on for a few more minutes, telling us what to do, and not do, if we crossed paths with a grizzly. I didnt catch any of it. I was too busy scribbling my last will and testament on a used napkin. At some point my wife told her Thanks and then pushed me toward the door. Have a good time, Ranger Sunshine told us. And dont forget about the cougars. Wed been planning this trip for more than a year. After 15 minutes with Susie Sunshine, I was ready to catch the first plane home. I had no desire to be served up as an appetizer or entre for Mr. Bear. I stumbled out the door and headed for the car. Now what? I asked, hoping either my wife or cousin would say the word airport. Well be fine, my wife said. We just need to be careful and stay together. Not exactly what I was hoping to hear. Take me back to the room, I told them. Ill be hiding under the bed. To be continued. Did the author hide under the bed? Can he run faster than a bear? Or climb a tree like a monkey? Does he even like bananas? And did he survive to finish this story? Find out next time. kevinengle456@comcast.net

Black-Footed Ferrets rebound at National Zoo

Once thought extinct, breed bounces back at Warren County facility
This year also marks the 0th anniversary of the first release of black-footed ferrets back into their native prairie habitat. SCBI has produced 670 black-footed ferrets, 0 of which have been released into the wild. The remaining ferrets were kept for captive breeding in subsequent years. The National Black-Footed Ferret Conservation Center in Colorado prepares black-footed ferrets for transition to the wild through preconditioning, which involves familiarizing the animals with burrows to increase their chance of survival in the wild. After they have completed the approximately 45-day process, the

The black-footed ferret, once thought to be extinct in the wild, was rediscovered in 1981 with a small population of 4 animals in Wyoming 30 years later the species future is brighter than ever. The Smithsonian Conservation Biology Institute (SCBI, formerly CRC) in Warren County is marking this anniversary with a record-breaking year 50 surviving black-footed ferret kits were born at the Zoos Front Royal facility this year, helping to bolster

the population of North Americas sole ferret species. Today more than 1,000 ferrets exist in the wild as the result of a successful reintroduction program at six breeding institutions, including SCBI. (For extensive information about SCBIs success breeding the black-footed ferret, visit the Zoos black-footed ferret press kit.) Monday, Sept. 6, will mark the 30th anniversary of the discovery of the last 4 wild black-footed

ferrets in North America. The U.S. Fish & Wildlife Service stepped in to save the dwindling population and moved the remaining ferrets into captivity between 1985 and 1987 to begin breeding them. Of these, 18 survived. SCBI was the first institution to receive offspring from the 18 ferrets in 1987 and successfully bred them in 1988. Today more than 1,000 black-footed ferrets exist in the wild each one a descendent of the original 18 surviving indi-

viduals. This is truly a banner year for us, said Dave Wildt, head of SCBIs Center for Species Survival. I was here and remember when the first ferrets arrived. We were unsure of ferret husbandry techniques at the time and have since developed innovative techniques to ensure their survival. Blackfooted ferrets are a charismatic North American species and among the Smithsonians most successful conservation efforts.

ferrets are then released into one of 19 specially selected sites in the western Great Plains. The Smithsonian Conservation Biology Institute plays a key role in the Smithsonians global efforts to understand and conserve species and train future generations of conservationists. Headquartered in Front Royal, Va., SCBI facilitates and promotes research programs based at Front Royal, the National Zoo in Washington, D.C., and at field research stations and training sites worldwide. For more detailed information visit the National Zoos website for a black-footed ferret press kit. To download photos of the kits, visit the National Zoos Flickr page. To follow the Zoos progress in breeding and caring for blackfooted ferrets, watch Rupee and her seven kits via webcam and check for news on the Zoos Twitter feed and Facebook page. Fifty-one black-footed ferret kits were born at SCBI this year from April through June and 50 survived. All but one of the kits were born through natural breeding. A single kit was the result of artificial insemination using frozen sperm collected in 1997. The average litter size is three to four kits, and this years largest litter had 10 kits. SCBI was the first institution to develop a successful laparoscopic artificial insemination technique for black-footed ferrets, which involves depositing the sperm directly into the uterus. To date, 139 kits have been produced us-

ing this method. SCBI also maintains the only genome resource bank for black-footed ferrets that preserves frozen semen from genetically valuable males, thereby extending their reproductive life. Zoo scientists use this semen for artificial insemination to maintain and enhance genetic diversity by infusing underrepresented genes into the population at strategic times.

Affable Stewie seeks a loving home need a pal?

dren. In the first instance, he doesnt particularly care for other dogs since one attacked him more than a year ago. Second, well, hes a bit big for small children. But he loves people and hed surely like to exchange his concrete run and hard bed for a yard to play in and a soft bed. Twelve months is a long time in confinement and you can bet that Stewie has had just about enough.

Call Pam at (540) 635-4734 and shell tell you more about Stewie, then go see for yourself. Be sure to take him a treat he deserves one and he wont forget to say thanks.

Stewie is looking for a permanent residence - are you looking back?

From the driveway to the roof and everything in between.

By Malcolm Barr Sr. Warren County Report I first met Stewie in the bookkeepers office at the Julia Wagner Animal Shelter. He greeted me with licks and kisses and a Staffordshire terriers version of a tail wag which means his entire derriere! While its not unusual to find a cat or a small dog getting TLC from a shelter staff member, its rare for the likes of Stewie about 70 lbs to spend the odd day or so with a soft bed and someone to talk with, like the book keeper. Staffer Pam Seal, it was ex-

plained, had bonded with Stewie. Hes a big old softie, she said of the black and white dog with the short legs and kind eyes who, at age 3, has spent the past 1 months behind bars at the shelter. Stewie needs a kind home, Pam said. He is house trained; he is loveable and good on a leash. He really loves to go on walks. Nobody quite knows why this gentle giant hasnt caught on with prospective adopters maybe because he can only go to a home where there are no other animals or small chil-

5.8 earthquake rocks, Virginia, D.C., Warren County

Strongest Virginia quake since 1879 damages apartment water lines here
residents allowed to return to their apartments were advised not to use their stoves that evening. However following an inspection of all units it appeared only five residents and two pets were in need of temporary accommodations to facilitate repairs. On the scene at Shenandoah Commons at 5 PM, County Fire and Res-

Royal Family

Residents at 25 Shenandoah Commons off Westminster Drive in Front Royal wait for a verdict on whether they will be able to return to apartments after some water pipe breaks in the complex due to Aug. 23 earthquake. All but five in the complex were able to go home that day.
By Roger Bianchini Warren County Report On Tuesday, Aug. 3, as people in the Northern Shenandoah Valley braced for possible inland rains and wind from Hurricane Irenes projected path north up the Eastern Seaboard they got an unexpected jolt. At 1:51 PM as this reporter was having lunch with a friend at Element on South Royal Avenue the building was shaken by what was initially reported to be a 5.9 magnitude earthquake centered 4 miles from both Louisa and Mineral, Virginia (the strength was later re-calculated at 5.8, Richter Scale). A quick map check of the USGS website indicated the epicenter triangulated by Charlottesville to the west, Fredericksburg and Richmond to the northeast and southeast, respectively. According to the USGS the earthquake was centered at 37N latitude and 78W longitude in an area known as the Central Virginia Seismic Zone. Weaker earthquakes in the 4.0 range to 5.0 range are reported as typical of this zone. But according to the Virginia Statehouse News no earthquake stronger than 3.5 has struck Virginia in over 30 years. Four tremors at 3.4 to 3.9 have emanated from the Mineral, Virginia area epicenter in the week following the initial 5.8 earthquake. The initial quake is the strongest in Virginia since 1879 (13 years) and launched a week of 19 subsequent tremors ranging from 1.8 to 3.9 at essentially the same location under the earths surface (see related story). The USGS reports that 4.0 quakes can typically be felt 60 miles away and 5.0 quake as far away as 300

miles, with damage typical as far as 5 miles from the epicenter of a 5.0 quake. Nuclear shut down Two nuclear reactors operated by Dominion Power in Louisa County at North Anna were 11 miles of from the quakes epicenter between Mineral and Louisa. Dominion Spokesman Jim Norvelle told us on Aug. 30 that the North Anna nuclear reactors, which were shut down automatically following the quake, remained off line pending ongoing company and upcoming inspections by the Nuclear Regulatory Commission. NRC concerns were raised when it was determined the quake may have created more stress on the North Anna nuclear facility than its engineering parameters were designed to take. Four emergency diesel generators were operating key systems at the nuclear plants. While the reactors remain shut down, Norvelle told us thus far only minor damage, none perceived as a threat to the reactors or containment facilities, has been found (see related story). Local damage The quake rolled through Northern Virginia, Washington D.C. and into the Northern Shenandoah Valley. One co-patron at our Tuesday afternoon lunch stop, Edward Jones broker George Karnes, estimated what he felt as a .0 to .5 tremor. We were unable to verify or dispute Karnes guess at the strength of the quake as it reached Front Royal. Property Manager Teresa Cherry of the Shenandoah Commons Apartment Complex off Westminster Drive told us initial reports indicated damage, primarily to water lines, in nine of 10 buildings in the complex. cue Officer Marti Viggiano said it seemed the county would not have to open an emergency shelter at one of the public high schools due to the small number of displaced residents. Local Red Cross has traditionally been able to utilize local motels for families displaced by residential fires in the county. DC area damage Some 70 miles to our east, where nerves are usually a bit more taught due to the national political machinations for control or destruction of the federal governmental apparatus, the U.S. Capitol and other federal buildings were evacuated due to the rolling tremor. DC-area TV reports showed large numbers of people milling about outside buildings in downtown Washington, including headquarters of the Washington Post. Despite the evacuation of their building, the Post reported the quake was felt as far north as Boston, as far south as Anderson, South Carolina, and northwest to Columbus, Ohio. The Virginia Department of Transportation initially reported no known damage to bridges or roadways. However damage reports began rolling in as the afternoon progressed. A spire collapsed at National Cathedral in DC, closing that building to the public. News 7 DC also reported that a building on the 6100 block of Oxon Hill Road in Prince Georges County, Maryland had collapsed. Our initial experience of the earthquake was at our downtown lunch stop. Several customers quickly recognized the source of the vibrations and rattling silverware as an earthquake. When several Elements customers countered they believed a nearby train was the culprit, another asked, WHAT train? Elements owner David Gedney, who rushed outside to check his building exterior, returned quickly to report that his damage was limited to five broken plates upstairs in his Apartment G dinner restaurant. Rockland report As the quake rolled through Rockland our northside correspondent Malcolm Barr Sr. and his wife Carol were in their kitchen. Barr, a self-acclaimed veteran of many earthquakes while working in Hawaii, strolled to his front door to see what piece of heavy equipment neighbor Thomas

Seismic shifts
McGeath was driving by on Rockland Road. Meanwhile, Barr reported his wife was talking Armageddon and their future daughter-in-law in Tennessee called to see if everyone was okay. Echoing initial reactions by some of our fellow Element lunchtime patrons, Barr observed, Sounded like a train rumbling by. While used to such occurrences during his stints in Hawaii, Barr added, I guess since we dont have many earthquakes around here, I couldnt quite believe my wife when she said we were in the middle of one. Those in Hilo (Hawaii) regularly bounced things off the walls; then one of the volcanoes would treat us to another fireworks display.

Irene punished Carolinas, parts of Virginia deluged

The world stops - or does it - as U.S. media showcases its failings
By Roger Bianchini Warren County Report Lets all pat ourselves on the back from North Carolina to Canada we appear to have survived the end of the world. Okay, it wasnt the end of the world; it was just reported by the national news media as if it were. From Fox News to CNN to every major network affiliate in D.C. (and Im guessing the rest of the East Coast) to the Weather Station (you know them ooh, my feet are wet; its windy out here; oh, someones hat blew off ) for 36 to 48 hours there was NO other news in the world IRENE is COMING; EVACUATE; prepare to OBEY or DIE. In perhaps a final media irony, as the death toll essentially doubled to 40 by Aug. 30 as the worst flooding since 197 ravaged the northeast, the national media officially termed Hurricane Irene over and a dud albeit a dud that same media lived off of to the exclusion of all other news on the planet for two or more days. In our part of the Valley we were luckier than most Rappahannock Electric Cooperative reported just 55 power outages in Warren County, primarily in higher altitude neighborhoods in Blue Mountain, Apple Mountain and High Knob in the Linden area, as well as Chester Gap to the south. A total of 783 customers in RECs Blue Ridge service area lost power due to 34 specific incidents bringing trees and tree limbs down on wires. REC Public Relations Officer Ann Lewis said the companys first area outages were reported at 6:8 PM on Saturday, Aug. 7 and that all power in the Blue Ridge service area was restored by 10:15 PM, Sunday, Aug. 8. Across Virginia 980,000 people were without power at some point, including 119,000 in Northern Virginia, 371,000 in Richmond; and 341,000 in Southeastern Virginia. Of those numbers 05 were in Fairfax; 1,843 in Prince William; and 539 in Fauquier County to our immediate east. Another 773,000 lost power in the D.C.-Baltimore areas. And perhaps the most destructive element in our state was the 16-plus inches of rain Gov. Bob McDonnells office reported falling 50 to 60 miles inland in the Route 460

and 58 corridors along the North Carolina border in Suffolk and Southampton Counties. However one phrase that was never heard during any of the coverage this unusually large and moist hurricane was climate change how or does Irene fit into what have become increasingly extreme patterns of worldwide and U.S. weather? I know, I know but DONT stop reading of course I realize one storm does not an environmental theory make. It would be CRAZY to make such an assumption. However it is just as crazy to totally IGNORE a pattern of global weather that is unfolding around us with increasing intensity and impact. On every continent extremes of every kind are being felt: record flooding in Pakistan, China, Australia, and the closerto-home Missouri and Mississippi River basins; drought and famine in Africa; record snows and storm patterns in Europe; polar ice caps and glaciers melting away at unprecedented rates; and as much as 16 or more inches of rain dumped inland as Irene traveled up the U.S. coast. But no major news outlet cared to connect those dots because they are dots a specific American minority, a minority that includes the corporate owners of the national news media outlets, does not want connected in the mind of the American public. Even the Weather Station, whose sole job it is to track weather, dares not rock the right-wing, anti-climate change theological boat. I know you all know Rogers a conspiracy theorist and likely a liberal doesnt he even admit to socialist leanings elsewhere in this issue? Well let me clear up any misunderstandings I am not a liberal; am not a Democrat or Republican; and not prone to pick up conspiracy theories online. However I would put forth the proposition that human history is a record of conspiracies

centered around the acquisition and preservation of great wealth and power and that the United States does not exist outside the flow of that history. So, I look for patterns of behavior, whether they be human or environmental, political, social or cultural and seek enough substantiated data repeat, SUBSTANTIATED data to allow myself or anyone else to draw conclusions. What are some patterns found in the earths climate over recent decades that might lead us to draw conclusions? The earths atmosphere has 4 percent more moisture in it than 40 years ago; Recently the earths global temperature has risen a collective degree and is threatening to rise another under existing patterns of human industrialization; Hurricanes are gaining intensity and/or the amounts of moisture they dump in their paths. As noted above, Gov. McDonnell cited over 16 inches of rain being dumped on some southern Virginia counties as Irene passed. One pattern contributing to increased rainfall associated with such storms is sea surface temperatures climbing toward or at all time highs, as they were off the northeast coast as Irene arrived, allowing the hurricane to pick up more moisture from the ocean to dump inland; Despite Gov. Rick Perrys prayer meetings asking for relief, Texas continues to experience the worst drought in its history and a record-setting, triple-digit heat wave that is threatening to turn much of the state into a desert; As for Irene, as the death toll rose along with northeastern river levels, Irenes impacts included over 4 million without power; bridges, homes, resort piers gone along with much of recently refortified beaches and sand barrier walls a severe storm with devastating and sometimes fatal consequences but certainly not

the end of the world as we know it at least not taken alone and out of context; But in 011 the U.S. suffered the most billion-dollar weather disasters in its history; 010 was the warmest year globally in the known history of this planet; And perhaps ironically, Irene made landfall almost six years to the day that Katrina devastated New Orleans. What to make of it all? Nothing if you are the Weather Station or any corporate-owned U.S. media outlet. But as they used to say in the popular TV series The X-Files The Truth is Out There. Where and what that truth is, is crucial to the future of the real world we and our children populate. It would seem we are a nation and a world out of balance. Some, including several now on the presidential campaign trail, would have us believe such a lack of balance, economic or environmental, is Gods will and a political endorsement of their particular belief system. Such people, wrapped in a self-styled cloak of religious enlightenment, will actually embrace both destructive climactic and political patterns they see as the inevitable fulfillment of a Biblical prophecy of Armageddon; of their personal ascendance to the side of God (or maybe just to the side of their billionaire sponsors vision of themselves as dollar-protected gods on earth). while trying to withstand her own political hurricane Texas Governor Rick Perrys surge to the front of the Republican presidential pact Michele Bachman claimed both the Virginia earthquake and Irenes passing through the nations capital were Gods endorsement of her political ideology. As for Bachmans self-proclaimed connection to the political will of God or Rick Perry and his neo-Christian Right support bases would-be solution of praying for Divine intervention to solve our social, economic and political problems you cant pray for deliverance and salvation while acting and legislating to achieve damnation. Not that I subscribe to such theories from any direction, but if as some like Bachman and others in the extremist neo-Christian political Right would have us believe, God shook Virginia and points beyond with both an earthquake and hurricane as a warning to their political opponents, what might they ascertain from record setting triple-digit temperatures and drought transforming Texas and the U.S. southwest into a virtual hell on earth this summer??? Nothing of course God is their buddy and chief political advisor. Those who walk this self-serving political and social path are liars, or worse delusional, suicidal and homicidal lemmings hell bent on seeing humanity follow them off the cliff of a history they, not God, would author. Given the psychological definition that psychosis (severe mental disorder) is a detachment from reality, they are quite literally insane as they say in the courtroom. But corporate America and their media outlets love and pander to them dare I say create them in their own image of self-centered greed and social apathy? Why? Because they do not call for spending corporate profits to fix things to save ourselves and our planet from the lack of balance we, not God, have created. And so while we may get 4/7 coverage of the bad weather blues as they come our way, well never

be shown the larger pattern that weather is a part of. Whether you are religious or not, if you believe we were given or simply have free will, we have choices. The question remains whether at another pivotal point in our collective human history we have the ability to make correct ones? Unfortunately we humans, no matter how religious and Divinely-inspired we have claimed to be, do not have a good track record of sound decisions on the pages of history. But are we condemned to failure by that sorry historical track rephilosophical, religious and political difference which still persists to this day. Not that everything in Hell Town points to the devil: we do have a large collection of churches with numerous denominations but perhaps they are here for one last shot at repentance before we enter the underworld (caverns). Perhaps since Town Hall is situated between two houses of worship it is safe from all of the demonic reaches of Hades, after all it has seven members on its council and seven is a good number right? Or could it be that they represent the seven deadly sins. Then again the closest building other than a church to Town Hall is a mortuary. Now comparing Front Royal and Warren County to Miltons Paradise Lost and Dantes Divine Comedy are not fair. Helltown, California has no dark past and sits just four miles north of the town of Paradise, California. However closer to home Helltown, Ohio (Boston Township) is shrouded in governmental conspiracy with an entire town being bought in 1974 by the federal government for the purpose of creating a National Park, but to this day the area is fenced off and blocked to visitors. Now while the latter does more closely resemble our little hamlet with the Feds coming in and buying up (or stealing as some families may still attest) land for the creation of a National Park or even our own Superfund Site, however the Park is open to the public and the Superfund Site is slated for redevelopment. From the Hollywood take, Helltown was a short lived TV series in the mid 1980s starring Robert Blake (not going there) in which he portrayed Noah Rivers a hard living Catholic priest (not going there either). The television series X-files even made an episode which featured Warren County as the home to caverns (underworld) which gave its visitors supernatural powers. Hollywood also produced a film in 1937 called Into the West starring John Wayne; it was later re-released as Helltown. Its a campy old western that ends with everyone trying to be sold lightening rods, which brings us to perhaps the most unique look into our own little Helltownthe corrupt lightning rod salesman.

Seismic shifts

cord? Perhaps not it is simply up to a majority of us to reject the self-serving lies and twisted logic of a minority, but often an economically and media-controlling minority, of our society. Are we up to it? Time and the weather may tell.
Like Melvilles The Lightning Rod Man in the 19th century this salesman was deemed the most corrupt individual one could encounter in the day. Today that honor is held by politicians. Now when I say politician that is a term to imply one associated with a political party. Though elected officials are collectively identified as politicians, as in they help to set policy, some are representatives of the electorate and some are politicians. So taking the pentagram that represents the five precincts of Warren County or Board of Supervisors and the seven deadly sins of the Town Council, one could discern that the lightning rod salesmen are much like the early settlers still bickering over philosophies, politics and religion in the center of Hell. Today they battle for their souls at the crossroads. Fighting for the right to control the river, which after all is the gateway to Hell (it does lead to DC via the Potomac). The question becomes where or who is the devil in all of this. Who has the forked serpent-like tongue, mimicking the confluence in the river? Does the Beast really reside at exit 6 off I-66? Have we already sold our soul at the crossroads? While this entire analogy seems a bit perplexing, it is only one take on the overview of the community. The devil may have tempted me to undertake this thought process and take up my pen, but it does not mean that his battle is won. Front Royal and Warren County are actually quite heavenly and I for one endeavor to battle the demon and drive it far from my home. Whos with me? I wonder if V-DOT would consider changing our exits to 7 and 14? Id even be fine with exits 5 and 1, but as they say the devil is in the details Jeff Thomas Helltown (Managing Editors note: we find the authors analysis intriguing, however, disagree with one cited number to our understanding town council has 6 members (that troubling number again) and a presiding mayor, which added to the number 6 does conveniently lead to the writers 7 Deadly Sins analogy).

Its One Hell of a Town

Just west of Washington DC lay Warren County, Virginia. At its heart is the county seat, the town of Front Royal. A regal name when taken in its Latin form of: the Royal frontier, but the town also has a darker past sometimes referenced as Hell Town. Supposedly this title was bestowed upon the community when early Scots-Irish and German settlers would entangle with one another over political, philosophical and religious differences at the local tavern. The tavern was located in an ideal location, capitalizing on the crossroads, where several roads meet and splay out like the 5 points of a star. Interestingly the crossroads is just south of the confluence of the North and South forks of the Shenandoah River which translates to daughter of the stars. While the towns rough and gritty past and the name which accompanies that past may intrigue some and repulse others, it may not be as far in the past as some may desire and the rationale for the moniker may have more bearing today than it ever has in the past. Hell Town is located 66.6 miles to the left or west of Washington D.C., at exit 6 on Interstate 66. Head south across the forks in the river and youve reached the crossroads. Now for some reason if this has already spooked you too much, you can still reach the crossroads by taking the first exit when you reach Warren County; exit 13. Now looking at our path to reach the crossroads, it has been similar to the mythological city of the underworld leaving the city of sin (DC) and following the number of the beast (I-66, exit 6) and finally greeting the headwaters of the river until you enter the 5 levels of hell. These five levels could be construed as the 5 roads emanating from the center of the town splaying out like the 5 points of a star, but when viewed geographically this crossroads star appears to sit upright. However the five precincts which make up the county also fit together like the five points of a star, only when viewed in the correct geographic context this could be construed as an upside down star or pentagram. Perhaps the differing views of the early settlers were caused by something deeper than

NRC on site as newest tremor hits near North Anna

3.4 quake strikes Louisa County on Sept. 1 with feds at nuclear plant
Aug. 9. Dominion spokesperson Jim Norvelle explained the NRC was adding its own inspection presence to Dominions after discovering that the 5.8 earthquake may have created stress levels the nuclear facility was not designed to withstand. The Aug. 3 quake, the strongest in the commonwealth in 13 years, was centered 11 miles from the North Anna nuclear power plant. However the Sept. 1st rumbling near North Anna wasnt the first since NRC inspectors arrived on Aug. 9. The 3.4 seismic event the first day of September was only the most recent of a string of 0 tremors, four since Aug. 30, centered at essentially the same 37 North Latitude by 77 West Longitude site of the 5.8 quake on Aug. 3. Five tremors, two within a minute of each other, struck the area on Aug. 9. The tremors following the initial 5.8 quake have varied between 1.8 and 3.9 magnitudes on the Richter scale and are considered very minor and common events in seismic zones around the world. However, a search of the USGS site showed no earthquakes or tremors in the central Virginia seismic zone between the event of Aug. 3 and Aug. 3 (thats as far back as we searched). Still shut down The North Anna nuclear reactors have been shut down since emergency safety procedures kicked in immediately after the Aug. 3 earthquake that was felt from Massachusetts and Ohio in the north and northeast to South Carolina. While Norvelle said that Dominions own inspectors had only discovered minor damage that did not threaten the nuclear reactors and containment structures, when it comes to nuclear power better safe than sorry is the rule. The NRC inspectors were expected to be on site at North Anna for a week. While acknowledging that stress on North Anna design parameters may have been exceeded by the 5.8 quake, Norvelle told us on Aug. 30 that Dominion inspectors had found no significant damage to the North Anna plants structure, including none to pipes and valves crucial to operations or cooling of nuclear materials. What damage had been found included thermal insula-

tion shaken off some structural elements, Norvelle said. Some structural cracking at an adjacent Dominion administration building was found. However Norvelle pointed out that building was only built to commercial safety standards, not nuclear ones since it is detached from the power plant and unrelated to the operation of the reactors. Dominion is meeting power needs normally provided by North Anna from both other power plants it operates around the commonwealth, as well as some additional power purchases from the regional grid, Norvelle

said. A decision to keep the Unit Two reactor shut down to facilitate a normally scheduled nuclear refueling process had been made. While that refueling will occur earlier than Dominion had originally scheduled, the company decided to proceed during the unscheduled shutdown. The U.S. average for nuclear refueling cycles is 30 to 180 days, Norvelle said. The North Anna reactors were shut down on Aug. 3 when the quake tripped some relays in a huge, on-site electrical transformer circuit breaker. That transformer provides power to the plant itself.

Failmezger enters the North River political fray

Fresh off confrontation with Holloway, White appointee in as Independent
As he and his wife made clear on Aug. 9, high on the list of their dissatisfactions with Holloways performance as a town councilman was his central role in the firing of Town Manager Michael Graham. Mike and I are friends and I shared his vision and goals for Front Royal, so much so that I conducted several strategic planning sessions for the town council at no charge. I felt Mike was poorly treated based on his outstanding record of accomplishments, Failmezger said. I know Dan Murray much better and consider he and his wife Jan friends. We are both originally from New Jersey and we were both members of the Greater Middletown Business Association. Dan and I have always agreed to disagree on politics, but I respect his opinion and I hope he respects mine. Platform What priorities will he bring to the North River campaign, we asked. Through out my life experiences as a naval officer, businessman and parent, I have realized that it is very important to gather all the information and weigh the benefits and negatives before making a decision. Long term problems can be created by not gathering important information and jumping to quick conclusions. Failmezger referenced the planning commissions work on updating the countys Comprehensive Plan in developing his platform. Citizens were asked to identify the three biggest challenges facing Warren County. The top four concerns were: 1. Limited Job Opportunities, 73 percent concerned . Rapid Development, 55 percent 3. Quality of Schools, 36 percent 4. Lack of retail options/stores, 31 percent Jobs & corridor development We need much better local employment opportunities so our friends and neighbors do not have to commute to find a good paying job, a job with growth potential and that will pay a wage to care for a family. For me that kind of a job is an industrial job and not a sales associate or fast food job. I am and have been a very big supporter of the 5 Industrial Corridors and believe that attracting new industries to that area is good for everyone. I want to work closely with the EDA and the Town in developing a marketing plan to attract the right kind of businesses for our entire community. I have heard loud and clear that many members of the community want additional, quality retail shopping. Economic factors will determine whether or not Kohls department store or everyones favorite chicken sandwich restaurant decides to build here. However, with 30 percent of all household purchases now being made online and the fact that in the

Independent candidate Victor Tory Failmezger

By Roger Bianchini Warren County Report Following his harsh questioning of the sincerity of Chris Holloways sudden conversion to Democratic principals and co-opting of the Democratic Committee nomination for the North River Board of Supervisors seat (see previous issue), Victor Tory Failmezger has been certified as an Independent candidate for that seat by the county Registrars Office. Failmezger told us he turned in 0 signatures of North River voters after several days of door-to-door visits the weekend following his and his wifes heated confrontation with Holloway at the Aug. 9 monthly Democratic Committee meeting. County Registrar Carol Tobin told us the required 15 registered voters signatures had been certified prior to the Aug. 3 deadline. The count stops once 15 signatures are verified, Tobin explained. Of his decision to enter the race following the Democratic Caucus defeat of incumbent Glenn White, Failmezger said, Patricia and I were very surprised at the turn of events surrounding Mr. Holloways sudden conversion. We have known Glenn and Nancy White for many years and are neighbors and friends. As you know, almost four years ago Glenn asked me to be on the Warren County Planning Commission. I readily accepted, as my father had been a planning commissioner in the 1950s, a time of rapid growth and I remember many things from that time. Additionally for several years I acted as a strategic planner for NASAs Earth Sciences Division working with their Community Growth and Infrastructure working group. Glenns invitation gave me a chance to bring that type of experience to the practical and local level. Naturally Patricia and I felt loyalty to our friends Glenn and Nancy and for us it became a question of fairness. Having said that, Mr. Holloway did what he did. That together with Glenns decision not to run as an independent and the encouragement of friends prompted my decision to try and serve Warren County in an expanded role. Of his opponents, Failmezger said, I have only met Mr. Holloway on a few occasions and know him primarily through his activities on the Front Royal Town Council.

US we already have 11 square feet of retail space for every man, woman and child in the country I believe we should proceed with caution when building additional retail space. My concern is that the 305 acres currently zoned for [future] commercial shopping in the 5 corridor is too much. If shopping centers were built on all that land it would be the equal to three and a half more Riverton Commons Shopping Centers (the Walmart-anchored shopping center). I do not believe we can support that much retail and it would certainly affect existing stores and that is not a good thing. That is why I believe some of these acres should be rezoned from commercial to industrial. This would hopefully bring better paying manufacturing jobs rather than lower paid sales associate jobs. On the planning commission I have heard that citizens want to keep industrial development in the 5 corridor and the Happy Creek Industrial Areas. At present we have only about 30 acres already zoned and available for industrial development land and that is why I have supported efforts to expand that acreage to the other side of the 5 corridor I did vote for the relocation of the Rappahannock Electric Co-op HQ and for the Regional Jail. The first because it brought permanent jobs to the county and the second because of the state matching funds, the fact that we really needed a new jail, and that it will provide additional jobs. Finally, we have a major asset in the county in the form of the Virginia Inland Port. I have been pleased and frankly a little surprised to learn that it has grown and expanded during the recession. Additional demand at the Inland Port is expected and we need to be in a better position to take advantage of this demand and I will be looking for ways to attract additional industrial facilities. Residential development The second major concern was about rapid development and for most people that means housing development. Its not news that the recession has slowed down these types of projects, giving the county a breathing space. In general, I am not in favor of new housing development on agricultural land unless it can lower the total number of byright housing units. I am however; in favor of cluster development as it can be an excellent way to preserve open space On several occasions, I have voted on requests to rezone residential lots to agricultural in order to lessen the number of potential houses. Development remains a very difficult issue but I promise to be vigilant in keeping new housing manageable and within the county goal of no more than 3 percent growth per year. Public Schools I realize that the highest portion of the county budget and our tax dollars goes to the school board. I pledge therefore that I will get into the details of the budget process to ensure that our monies are well spent. I am looking to schedule meetings with former and current school board members and the school superintendent in the immediate future to

better understand their concerns and aspirations. Education is very important to me. More importantly we want our students well prepared for good jobs, military service, and college. Part of our job as supervisors should be getting industry and business located here while getting our students ready and equipped for challenging work so they can stay and work here. Improved Internet access I have also heard of a pressing need for better Internet access in the more rural areas of the county. Since I currently do not have Internet access at my home I share this concern. I have already formed a sub-committee to see what options might be available to us and will actively look into this issue. Town-county relations I believe that relations between the town and the county can improve the cooperative spirit with which the two Planning Commissions were able to work together on the Urban Development Areas. That was very encouraging and illustrates how we can all get along. I see the next big issue and opportunity for cooperation is to evaluate the proposal for a town and county boundary adjustments along the 5 corridor. This issue has recently been raised and I look forward to hearing all the pros and cons and currently have a very open mind as to this point. I do believe however that any agreement would be much better than a court ordered annexation. These tend to be very unfriendly. The issue comes down to who gets the tax revenue and open discussions can hopefully lead to equitable and fare distribution of these revenues. As a property owner in both the county and on Main Street, Front Royal, I have a personal interest on both sides. Background The 64-year-old Failmezger told us he was raised Catholic, has been married for 40 years, has two children and two grandchildren. The former Eagle Scout is a retired U.S. Naval officer with years at the rank of commander. He received his undergraduate degree in History from Southern Methodist University in 1969 and a Masters in International Relations from Boston University in 1973. He has been a county property owner since 1978 and is currently a downtown Front Royal businessman, owner of the Failmezger Group, including several commercial properties on East Main Street. In addition to his current role as a state certified planner on the county planning commission, his professional background includes being a former Green Technologies Business Consultant (US Dept of Energy), Strategic Business Planning Consultant (NASA) and a consultant to both government and the private sector in Problem Solving and Meeting Facilitation. He has also authored two books, Roman Bronze Coins from Paganism to Christianity and A Swell Kid from Geneva the latter a book about his uncles service in WWII. rogerb@warrencountyreport.com

Republican candidate Dan Murray in his own words

stand why people refer to Chris as a Republican [and] the Democratic nominee. He really was not an active part of the GOP. Platform We asked Murray what his campaign platform would be. I am a pro-life conservative candidate that truly loves his country. I am running for office to help preserve the beauty of Warren County and the uniqueness of Front Royal, he began. We questioned the relevance of citing either a pro-life or pro-choice stance in a race for a county supervisors seat since municipal governments have absolutely no authority over abortion law. I have been questioned three times on my stance regarding prolife, that is why I mention it. I know that I cannot make a change at our level. However, I answer that question when asked, he explained. Less taxes At the top of his list of core beliefs, Murray stated No MORE TAXES (emphasis in e-mailed context), adding that he wanted to bring the proper type of business for Warren County. We do not want to be known as the Fast Food Capital of Virginia. We need the skilled trade shops to support industry in the area. We do not need to go to areas such as Winchester, Harrisonburg, for contractor support. We need to do it in house, in Warren County. More services Despite his stance on taxes, Murray says he is not against funding county services or necessarily reducing them. County Services must be maintained. Our police & fire-rescue teams are an excellent professional group of citizens that we should all be proud to have in our midst. We need to evaluate expenditures & take multiple bids to verify costs. We can not afford to go backwards, he said. Reducing the time of the transfer stations should be re-evaluated. This may eliminate roadside dumping. Would the use of prison labor help to reduce costs? I personally feel that this would help to reduce costs and fill in the empty time of prison life with meaningful activities that would benefit all. As for the countys single biggest service and expense, public education, Murray told us, The quality of our schools will dictate our demand for housing. We need to fund our schools and prepare our children for success. Education is the key to a better life. We need to strive to be the best of the best. A hard look at where we are and where we are going with our educational system appears to be a necessity based on posted reports. What can the town & county do to better this system? Our children are our future! Jobs, corridor development I have looked heavily at the type of businesses that will bring sustainable jobs that will help to eliminate the need to leave our county for skilled work, e.g. welders, sheet metal fabrication, machinist. We need to support industry that is now in Warren County to give them the financial edge of not paying for excess travel. Growth in the corridor is important to the growth of the county and our tax base. We can attract businesses that will bring sustainable jobs if we plan and work with the EDA. We do not need to see any more Rent a Centers or fast food restaurants. Would it not be great to have a good seafood restaurant here in the corridor? Wouldnt it be wonderful to dine at restaurants which are locally owned? I believe in the Circle of LIFE with Warren County as the Center. We need to do the following: work, worship, play and rest in a close proximity of home, that being Warren County. Thirty minutes travel from home should be acceptable, not traveling to D.C. or areas close to there. Despite having one opponent (Failmezger) who has multiple East Main Street business interests, Murray said, I seem to be the only one concerned about revitalizing Main Street We should encourage, and through the assistance of the EDA become a tourist hub of eclectic shops. Sprawl I am very concerned about urban sprawl, which I experienced first hand in New Jersey, Murray said. I had moved to an area of beautiful orchards; a few years later came rapid development, higher taxes, and traffic grid lock. Schools had to be built or expanded; services had to be added When my family visits they always comment on the beauty of our area and lack of traffic gridlock. Background As for his background, Murray says, I have been blessed to live in Warren County for six years. I am the Maintenance Manager at Interbake Foods. I moved here to be part of the implementation team that converted the Bering Truck plant to the commercial bakery we have today. My responsibility is the total complex building, grounds, machinery, etc. Responding to a question about his personal statistics, Murray said he is 64, married for 44 years with four children, three daughters and a son and has 11 grandchildren. He said he is a pro-life Lutheran. As a footnote, I am a member of the Executive Board of the Front Royal American Legion. I belong to the Elks on Guard Hill Road. I am a member of the NRA. I am also the VP of the Pineland Park Homeowners Association. I believe that I should be an active part of the community and have thrown myself into Warren County. This includes my being the Managerial Chair for the GOP in the North River. I have quickly learned to love the beauty that I live within and hope to be a part of the future of Warren County. I am a retired E7 Sgt. 1st Class from the US Army, Reserves and Guard. I now have a grandson who is serving as an F-15 Crew Chief in the US Air Force who is also a Member of our Front Royal American Legion. rogerb@warrencountyreport.com

Republican Dan Murray

candidate

By Roger Bianchini Warren County Report We contacted Dan Murray, the Warren County Republican Committee nominee for the North River District seat following the Democratic nomination of recent fellow Republican Committee member Chris Holloway. Would Holloways nomination as a Democratic opponent complicate his campaign strategy, we wondered. But before we could finalize that exchange Victor Tory Failmezger was certified as an Independent challenger in the North River race. Running against a recent Republican as a Democrat and a philosophical Democrat, if not local committee member, in a three-way race may not be exactly what Murray had anticipated when he garnered the Republican Committee nod without opposition several weeks earlier. However he expressed little concern. Two-way, three-way races what is really the difference? It seems to be just something for people to sensationalize and talk about. This just adds more drama to the campaign. I would have no problem with a fourway race. If you have a belief and follow your heart people in time will realize that you have Warren County at heart. Of some of the early drama the stated support of some fellow Republican Committee members, Murray said, I read online an e-mail which referred to me as an outsider. I am a concerned resident of Warren County that hopes to be a part of its successful growth and preservation of its natural beauty. There are many relatives that may cross Party lines or may not. Yes it can and probably will split the votes but this is what one can expect when there is a Party jump, Murray said. What does he know about his opponents, we asked? I am familiar with Tory. I was a member of the Greater Middletown Business Association, which Tory was as well. Weve known each other for six years. I know very little of Chris Holloway even though I have served two years on the GOP Executive Committee I do not under-

Will quake so close to North Anna impact governor?

McDonnell lauded Virginias nuclear future following Fukushima
tude seems clear. Are there lessons to be learned or at least a pause to be taken in plans to expand the use of nuclear power in Virginia, and the U.S. in general? According to Dominion Power the distance from the earthquake epicenter in Louisa County to the two nuclear reactors at North Anna is 11 miles. You may recall the cover story in our Late March 011 edition As Japan sizzles McDonnell comments on nuclear future. That future as envisioned by Virginias governor is the further development of and dependence on nuclear power in the commonwealth despite the dire warning of Fukushima. Gov. Bob McDonnell believes Virginia should use more nuclear power in the future, despite overwhelming worldwide concern about the earthquake-crippled Japanese nuclear power plant that is leading high levels of radiation and is in danger of melting down, Virginia Statehouse News reporter Alissa Smith wrote on our pages five months ago. Smith noted that while the governor urged caution in expanding Virginias nuclear power industry, now limited to plants at North Anna in Louisa and another in Surrey County, McDonnell said, I feel very strongly nuclear is a huge part of the future of the American energy industry. Last March Smith also reported McDonnell dismissing the notion of a Japanese-style nuclear disaster happening in Virginia. McDonnell observed that Virginias nuclear plants are inland, away from the ocean (and the threat of tsunami) and not in an earthquake zone. The 1879 earthquake, described as the last major one to hit Virginia, was also measured at 5.9 as the August 3, 011 one was initially. Smith also reported last March that according to the USGS no quake greater than 3.5 had hit Virginia in over 30 years. We have yet to receive a response from the governors office about whether the Louisa earthquake so close to one of Virginias two nuclear power plants had impacted McDonnells stance on future nuclear power development and dependence in Virginia. While the corporate-owned, national American news media has ceased to report regularly on it, the ongoing crisis at the Fukushima Daiichi nuclear reactors in Japan is a blueprint of what might happen if a more powerful earthquake were to strike in proximity to North Anna or any other of the active nuclear power plants along the Eastern Seaboard. According to a Nuclear Regulatory Commission survey, nine of the 10 most threatened by natural disaster U.S. nuclear power plants are in the east. Only Californias Diablo Canyon, lying in proximity to two separate fault lines and some 0 million people, made the list from the American west. What, me worry? The America Syndrome One threat, as occurred at three of Fukushima Daiichis four nuclear reactors, is a full meltdown of nuclear materials into the earth. The threat of nuclear meltdown into the crust of the earth has been the topic of both scientific and political debate, not to mention the subject of speculative fiction - remember the Michael Douglas-Jane Fonda film of the 1970s, The China Syndrome? I guess in Japan or China it would be the America Syndrome taken as the title is from the speculative notion leaked nuclear materials could eventually melt all the way through the earth and come out on the other side of the planet. And while that may be more science fiction than fact, the Japanese are now contemplating whether to declare a 19-mile radius or more around the Fukushima plant a dead zone untenable for human habitation for perhaps thousands of years. The potential of nuclear material leaking not only into the ground and groundwater, but also nearby ocean water and once again the air remains and may remain for years to come. Fukushima has now been equated to the level of Chernobyls nuclear power plant disaster, an explosion in 1986 that blew huge amounts of radioactive material into the atmosphere for days. But unlike Chernobyl once a containment structure was built, the environmental impacts of Fukushima seem to be astonishingly open ended due to the nuclear meltdown into the earth. Countries that have banned or limited food imports from Japans Fukushima Prefecture and surrounding provinces include Russia, Australia, The Philippines and the Chinese port city of Singapore. Abnormally high levels of radiation are being reported in infants born in the region since the disaster began with the March 11 earthquake and tsunami. But its no longer sexy news in America too much of downer to bother Americans with, whether they have a vested business or political interest in the further proliferation of nuclear power here or not. rogerb@warrencountyreport.com

By Roger Bianchini Warren County Report Perhaps ironically we received a notice from Governor Robert McDonnells office on Tuesday, Aug. 3 that he would be making an Important Virginia Disaster Relief Funding Announcement the following day in Richmond. The notice came at 1:14 PM, exactly 37 minutes before the most powerful earthquake to strike the commonwealth in 13 years struck with a strength estimated at between 5.8 and 5.9 on the Richter Scale. Four days later a large and powerful hurricane called Irene created chaos up the Mid-Atlantic and Northeast coasts and beyond with 85 mph winds, heavy rains and oceanic storm surges. While earthquake damage around the commonwealth was not severe and Dominion Power reported only a disruption of North Anna nuclear service due to an emergency and precautionary shutdown of the North Anna nuclear reactors, the potential for disaster of much greater magni-

9/11 remembered

9/11: a personal memoir

remote and, punched in channel 970, channel 970, I shook my head at the implication. It was the satellite channel for the NBC affiliate in Washington, D.C. As a child, it would, as likely as not, have been the morning news station I would be watching as I got ready for school and my parents prepared for their respective federal government jobs in D.C. and Rosslyn, Virginia. There they were, the twin towers gleaming in a bright September morning against a cloudless, bright, blue sky; except for the huge plumes of black smoke pouring from the top 0 or so floors of both buildings. I flashed on the old 70s movie, which Ive never seen more than about 10 minutes of at a time, Towering Inferno wasnt the greatest cut & slash runner of all time, O.J. Simpson, in that? And who was the main star, Moses, er, Charlton Heston? How did that piece of trash end?!? How many were saved? How long did it take to finally . . . just burn out??? Bryant Gumbles calm, colorless, odorless TV voice hypnotically recited the facts as known at I flicked the info button to see the time, 9:07 a.m. Two planes . . . believed to be a 737 and a 767 . . . 18 minutes apart . . . North Tower first, then the South Tower . . . Not known if intent/accidents . . . Here it is. Watch to the right of your screen and youll see the second plane as it approaches and plows into the South Tower . . . Oh man, that wasnt an accident! There was malevolent intent apparent the first time I saw it. That building was a target. But cant alarm the public with unsubstantiated theories public I have public there!!! I raced back to my office for the phone. Stuart and Annie Lee, my friends since college days in Richmond, Virginia, at old VCU, the urban university. Stuart and Annie, whom I sublet that Lower Manhattan loft from in 1979-80, when I had my New York state of mind experience, still lived in that fivestory walkup, 11 blocks from the World Trade Center. Two-one-two, two-zero-two, NYC/DC, I always transpose those area codes in my head. Two-onetwo, Im sure, I dial The line picks up on the second ring. It is Annies voice, Hello. Annie, what the hell is going on up there, I blurt out not letting on how relieved I am to hear her voice. I dont know but its pretty bizarre, she replied. We used to joke about whether the North Tower, the closest one to their loft, would fall on their building if it tipped over on its side northbound. It seemed that close, that big rectangle looming out of their back windows and over the rooftop deck Stuart had built That was after their 1977 wedding in Charleston, South Carolina, Annies home turf. I glanced at the time on the caller ID. It was 9:11 a.m. I just saw a tape of the second plane hitting the second building, I said. Annie hesitated, then said, Roger, I was down there when they exploded. I was stunned. She had been closer than her home, at 9 in the morning. Was she nuts? What was Annie, an artist, a sculptor doing in the financial district at 8:45 in the morning? I must have verbalized the question as well as thought it. I was at the fish market they have in the parking lot on the east side of the Trade Center on Tuesdays and Thursdays (thats an acceptable reason, I thought). We heard a plane and we all ducked. We knew it didnt belong there so low over the city. Then the building exploded and we had to run under this building overhang to get away from all the burning debris that was coming down after the explosion. After the second explosion I thought I better get out of there and I went to look for my bike, which was on the Trade Center side. Luckily it was OK and I just came in the door when you called. You said the plane hit the building? she trailed off, apparently just making the connection between the low-flying plane that had caused those at the fish market to duck reflexively and the first explosion. I didnt, we didnt Listen Roger, I dont mean to cut you off but I want to clear the line for my mom. I know shes going to try and call or I should call her before the lines get clogged up. OK, sure. Wheres Stuart, I wanted to make sure the calm in her voice included knowledge of the Stu-meisters whereabouts. Hes here. Good. You all take care and stay in touch. I hung up. They were OK. That she was down there in jeopardy had jolted me I was back at the TV. I plopped on the couch. It was 9:15. It was like I was hypnotized, the emotional trauma of world-changing events perceived at an almost subconscious level. In a weird way it was like 1964 and 1968. But no, it was 001 the real first year of not only a new century but a new millennium 001, much bigger deal than 1901 none like it since 1001 a thousand-year bookmark on the pages of history So, I channel surf throughout the morning of September 11, 001 The World Trade Center, the Pentagon are in flames! All air traffic to the U.S. being diverted and all planes in the states being brought down. How? A plane down in the woods of western Pennsylvania Camp David may have been the target. BUT THEN a huge plume of smoke in lower Manhattan. What the ?!?! Is there only one building there? Its gone. In a panic I look for competent reporting and a familiar voice. CNBC is in lower Manhattan, competent, who knows? Familiar, yes. One of the two World Trade Center towers has collapsed, . . . camera across the Hudson River . . . lower Manhattan looks like it is on fire . . . back to NWI; they had the live feed from a New York City ABC affiliate earlier with the poor guy trapped on the 85th floor because the fire doors locked up, which building was he in? Is he dead? He said things were under control and stabilizing and he was giving directions to where he and one other person were trapped with windows blown out the firemen must have been going up . . . watching NWI with their main Canadian affiliate as the second tower collapses from the top down Oh my God. Oh my God, calm but distraught, the on-air voice repeats with offmike yelling and screaming in the background of the station as the North Tower joins its sibling on the ground where am I?!!? Two 110story buildings gone I watch lower Manhattan from across the Hudson River again. It is totally enshrouded in smoke. Are

The faint ring of a telephone stirred me from a restless sleep. I grudgingly opened my eyes and realized that it was fairly early in the morning on Tuesday, a weekend for me in my current employment cycle I stumbled into my adjacent office and without my glasses tried to make out the caller ID through a sleep-encrusted blur. I lift the receiver Turn on your television! my friend Deweys voice commanded excitedly. We were watching one of the World Trade Center buildings burning after a plane ran into it about 15 minutes ago and another one just flew into the other building! When, reality and dreams seemed to be mixing though I thought I was awake. Now!!! A second ago, Dewey said & I knew this was not a Jerky Boys call. I hung up the phone without responding. I understood as my mind snapped to, that the information was presented not for discussion but for action. I was at my complex of three televisions at the far end of my third-floor loft apartment over the Main Street Mill that was so reminiscent to me of the fifth-floor walkup loft I had sublet for a year 11 blocks north of the World Trade Center some 0 years earlier. I hit the on button on the smallest of the three, the old 13-inch that I had gotten from my mom. It sat several feet from my living area couch and was my preferred home-alone viewing screen. Perhaps its size helped me maintain the illusion that I wasnt really addicted to it. The crystal-sharp satellite picture quickly focused and I picked up the

people suffocating in that? Could you breathe in there? Again try Stuart and Annie. Nothing The tears I had been holding came and I sobbed with worry for my friends and for my old neighborhood; for 50,000 or 5,000 people I didnt know; for two buildings that had stood like a magical, surrealistic backdrop to an already magical skyline for a quarter of a century or more; for the firemen and the cops who went in there trying to get trapped people out Its just enormously, monumentally tragic and screwed up and I dont feel bad about crying That it has come to this is tragic in more than the obvious ways. Things will never be the same. A dark thought flashes a disturbing distraction is that what it is really all about? As the day progresses I follow the pending collapse of adjacent buildings, watch ghost-like, dust-covered people stumble, walk calmly with their briefcases or run from the rubble and spreading, spewing cloud that covers lower Manhattan. As the skies over America clear of all air traffic for the first time in the age of air travel, an age that has existed all of my life, I wonder how the next attack will come, who will bring it and why As the day progressed into night, lower Manhattan took on an eerie look as powerful spotlights bracketed debris and the continually rising cloud of smoke from fires burning deep within the rubble of 0 stories, estimated at 1. million tons of debris that will take a year to clear Who knows how long it will take my mind or anyones to assimilate what has happened. By Roger Bianchini (Authors note: this commentary was written on Sept. 11 and 12, 2001, as events transpired. We reprint an edited version to commemorate this months 10th anniversary of that horrific day in memory of those who died and those they left behind; and in the hope that the memory of those events and lives can be used to further meaningful communications that will lead to a less violent future, rather than simply as an excuse to perpetuate a violent status quo.)

call All About Trees. This class teaches about the proper care of trees, from choosing the right tree to all the things you need to do for it, such as pruning and fertilizing. If you are interested in learning more about trees, the All About Trees class will begin this year on Tuesday, September 13th at the Government Center on Commerce Avenue. There will be seven Tuesday evening sessions from 7 to 9 p.m. and six Saturday morning sessions for mostly hands-on experience. The class is taught by Tree Stewards and ISA Certified Arborists. Light refreshments will be provided. There is a $50 charge which covers the course manual and other study materials ($75 for a couple taking the course together and sharing the materials). If you are unable to attend the entire class, you are welcome to attend individual Tuesday evening classes or Saturday morning classes for a cost of $7.00 each. Upon completion of the course, graduates are invited, but not obligated, to become Tree Steward Interns and, after completing 5 hours of volunteer service, are welcomed as fully Certified Tree Stewards. For additional information and to fill out a registration form, you can go to their website at www. treesfrontroyal.org or call Mary at (540) 66-1473 x15. See you in class! Stewart The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual All About Trees Class. Each month Stewart will answer a question from our readers. Please forward it to Stewart in care of frwctreestewards@comcast.net and we may publish it in a future issue. Please visit our website at www.treesfrontroyal.org.
