DALLAS -- A hearing of the Senate Committee on Intergovernmental Relations (IGR) will convene Wednesday - November 2, 2011 to take testimony on a Select Interim Charge issued by Lt. Governor David Dewhurst. The hearing will be held in Capitol Extension Room E1.028 beginning at 10 a.m. The Senate Committee on Intergovernmental Relations is chaired by State Senator Royce West (D-Dallas). Wednesdays Senate IGR hearing is its first interim meeting since the conclusion of the 82st Regular and Called Session of the Texas Legislature. Under the Select Interim Charge, Senate IGR has been tasked to: Analyze ways to better coordinate existing federal, state, and local housing resources to increase access to affordable housing following a disaster that caused the loss of homes. Review best practices for fulfilling emergency shortterm housing needs and developing long-term housing opportunities using existing tools, such as land trusts, land banks, and other available incentives. As part of this charge, the committee will examine circumstances surrounding the distribution of federal Community Development Block Grant (CDBG) funds by the former Texas Department of Rural Affairs. The Committee will take invited testimony from private firms contracted to provide hurricane recovery activities and review how agencies currently responsible for disaster recovery plans will continue their work to allocate unspent federal dollars.

The U.S. Department of Housing and Urban Development (HUD) has contacted the State of Texas on several occasions most recently on October 20, 2011 to express a lack of confidence in the states ability to distribute federal disaster funds in a timely manner. ### For more information, please contact Julie Frank or Tiffany White at 512-463-2527.
