Development of an ICT enabled model for services to community

Abstract: Rapid growth of Information Communication Technology (ICT) enabled services and gadgets have made the people more and more engaged with their work and made themselves busy with entertainment opportunities. As a result, the rigid social structure has changed to a fragile social structure and it has weakened the bonding between people to people of all classes of society. It has also changed the dynamic behavior of the society such as diminishing people to people contact as well as touch and feel mode of sharing experiences. The effect the changed dynamic behavior of the society leads to change the pattern of services to community in rural as well as in urban India. As a result, involvement of the people for the services to the community, the key and primary parameters for development at grass route level is rapidly decreasing at Panchayats in village or Councils in city. In this paper, a citizen centric ICT enabled model is presented to serve the day to day services to the community at Panchayats in village or Councils in city. The ICT enabled model coordinates and monitors the services to community at grass route level with web based tool which is translated as an indicator for the funding agencies such as Government/NGOs/any others for funding at grass route level. The funding agencies will decide that they will fund or not to the Panchayats or council, based on their performance index, monitored by the ICT enabled model. This web based ICT enabled model is fast, transparent, accountable, forecasting mechanism, cost effective and helps to empower our citizen effectively and it also protects the pilferage of the fund flow from top officials to bottom officials in bureaucratic as well as political endeavor.
